Certification system reform reduces the burden on enterprises


 
Tang Jun, Deputy Director of the State Administration for Market Regulation, said at the National Certification, Accreditation, Inspection and Testing Work Conference that by deepening the reform of the compulsory product certification system, in 2019, 27 types of products switched to enterprise self-declaration, no longer implementing third-party certification, reducing about 300,000 compulsory product certification (CCC certification) certificates, shortening the certification cycle by more than 30%, and reducing certification costs by about 4,000 yuan per certificate.
 
According to the introduction, the deepening of the compulsory product certification system reform is based on the principles of necessity and minimization. In 2019, the catalog of compulsory product certification in China was reduced by 24.7%. In the reform of industrial product production licenses, six categories of products were changed from licenses to CCC certification. Through government procurement services, special financial funds of 290 million yuan were arranged to reduce the burden on enterprises.
 
In response to illegal activities such as false certification and issuing false reports, market supervision departments organized supervision and inspection of the certification and testing market and strictly investigated and dealt with violations. In 2019, spot checks on the validity of certification were conducted on 2,646 batches of products, including 25 types of CCC products and 9 types of organic products. 272 batches of CCC products and 30 batches of organic products were found unqualified, and 535 certificates were revoked or suspended; 270 million CCC certificate verifications were conducted for CCC products sold on e-commerce platforms, and 17.43 million problematic products were removed from shelves.
 
How reliable are inspection and testing reports? Tang Jun introduced that in 2019, the "Inspection and Testing Report Authenticity Inquiry System" was launched, allowing the public to verify the authenticity of 1.057 billion inspection and testing reports issued by national inspection and testing institutions since 2016. The total number of inquiries has reached 210,000.
 
Regarding certification in socially concerned areas such as green products and food agricultural products, Tang Jun introduced that by accelerating the promotion of voluntary certification systems, certifications such as organic products and good agricultural practices are promoted in the food and agricultural product sector; home appliance quality certifications in the consumer goods sector; urban rail transit equipment, transportation cards, drones, and other certifications in the industrial sector; and health services, elderly care services, housekeeping services, and other certifications in the service industry, guiding the improvement of product and service quality. So far, more than 1,200 high-end quality product certification certificates and more than 20,000 service certification certificates have been issued.
 
Tang Jun stated that certification, accreditation, inspection, and testing should play a unique role in establishing and transmitting trust in the market, providing technical support and reliable basis for market access, quality supervision, credit supervision, consumer rights protection, law enforcement against counterfeiting, and other regulatory functions. Next, efforts will focus on promoting the reform of the designated institutions system for compulsory product certification implementation, while guiding practitioners to optimize services through moderate competition.
