Introduction to Energy Management System
The energy management system is a set of interrelated or interacting elements used to establish energy policies, energy objectives, processes, and procedures to achieve energy performance goals, including the organization's structure, responsibilities, practices, procedures, processes, and resources.
Like the ISO9001 Quality Management System, ISO14001 Environmental Management System, and OHSAS18001 Occupational Health and Safety Management System, the ISO50001 Energy Management System provides an optimized model for energy management in various enterprises. It helps enterprises minimize energy consumption and improve energy efficiency. By applying process methods, systems engineering principles, and the PDCA management model, it systematically identifies the entire energy utilization process and divides it into the smallest controllable process units.

Industries Eligible for Certification Applications
1. Steel: including iron ore mining, beneficiation, sintering, pelletizing, coking, ferroalloys, ironmaking, steelmaking, rolling, steel surface treatment, deep processing of steel, and ferroalloy smelting.
2. Non-ferrous metals: including mining, beneficiation, smelting, and rolling processing of aluminum, copper, lead, zinc, gold, silver, and other non-ferrous metal ores; classified by metal properties into ordinary metals and rare metals, with 13 types as ordinary non-ferrous metals and 51 types as rare metals.
3. Machinery manufacturing: the machinery manufacturing industry provides manufacturing of production and living equipment for users, with a wide variety of products. According to GB/T 4754 "National Economic Industry Classification", the machinery manufacturing industry includes sub-industries such as general equipment manufacturing, special equipment manufacturing, automobile manufacturing, railway, shipbuilding, aerospace and other transportation equipment manufacturing, electrical machinery and equipment manufacturing, metal products industry, and instrument and meter manufacturing.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
