The functions of service certification are determined by the essential attributes of certification and accreditation. The basic functions of certification and accreditation are threefold:
First, to confirm that the requirements of standards and technical specifications are met through professional conformity assessment;
Second, to convey relevant information through credible public proof, establishing trust from the demand side towards the certified objects;
Third, to provide enterprises with motivation and measures for continuous improvement.
 

Functions for enterprises: Through conformity assessment and in-depth exploration of enterprise service characteristics, it provides enterprises with information to improve services, stimulates enterprises to enhance service quality and management levels, strive to become industry benchmarks, and improve market competitiveness.

 

Functions for consumers: Consumer demand gradually moves towards high-end and diversified needs with social and economic development. While the service industry is booming, uneven quality phenomena also appear, requiring consumers to distinguish when choosing services. Service certification can diagnose customer needs to ensure that the most concerned service quality issues are included in the evaluation system, guiding customers to choose certified service providers to guarantee service quality and protect their legitimate rights and interests.

 

Functions for the government: Through certification and accreditation, industry standards are assessed or benchmark enterprises are selected, providing the government with a basis for understanding the current state of industry development and formulating industrial policies. It offers effective means for government supervision, improving management capabilities and efficiency. Meanwhile, with the growing development of service trade, China's service industry aims to go global and transform from a large service country to a strong one.
