Recently, the State Council consecutively issued two major documents: the "14th Five-Year Plan for Promoting Agricultural and Rural Modernization" and the "14th Five-Year Plan for the National Emergency System," comprehensively deploying work for the 14th Five-Year period. Several items involve the inspection, testing, and certification industry, and these contents are now excerpted and organized.
"14th Five-Year Plan for the National Emergency System"
First is the "14th Five-Year Plan for the National Emergency System" issued by the State Council, which comprehensively deploys work on production safety, disaster prevention, mitigation, and relief during the 14th Five-Year period. This plan frequently mentions inspection, testing, and certification, mainly including the following content:
1. Encourage industry associations, professional technical service organizations, and insurance institutions to participate in risk assessment, hidden danger investigation, management consulting, inspection and testing, plan preparation, emergency drills, education, and training activities. Promote the market-oriented reform of inspection, testing, and certification institutions, support the development of third-party testing and certification services, and cultivate new service markets.
2. Build earthquake science experimental fields and national key laboratories for earthquake dynamics. Implement a major disaster scenario construction project. Establish research bases for fire prevention and control, firefighting rescue equipment, flood control and drought relief, meteorological disaster prevention, emergency rescue robot testing, drone practical verification, emergency communication and emergency equipment IoT, large oil tank fire rescue, urban cross-category disaster accident prevention and control, deep coal mining and rock burst prevention, high gas and outburst coal mine disaster prevention, among others.
3. Focus on promoting the unified design and allocation, certification and accreditation, achievement transformation, and demonstration application of a batch of key technical equipment.
4. Increase inspection and testing efforts for key facilities, equipment, and instruments.

The other document is the "14th Five-Year Plan for Promoting Agricultural and Rural Modernization" issued on February 11, which comprehensively arranges the strategic orientation, main goals, key tasks, and policy measures for promoting agricultural and rural modernization during the 14th Five-Year period, enhancing agriculture and rural areas' support and guarantee capacity for economic and social development and their stabilizing role as a "ballast stone," continuously improving farmers' living standards.
The contents involving inspection, testing, and certification are as follows:
1. Strengthen certification and management of green food, organic agricultural products, and geographical indication agricultural products, and establish and improve agricultural brand supervision mechanisms.
2. Implement the agricultural product quality and safety assurance project, improve the full-process supervision system for agricultural product quality and safety, expand the scope of agricultural product quality and safety risk monitoring, strengthen grassroots supervision and inspection and testing team building, and promote grid-based supervision and intelligent supervision.
3. Build a number of key regional fresh milk quality testing centers.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
