The second session of United Intelligence's "Refined Management of Solid (Hazardous) Waste Pollution Prevention and Control" lecture series was successfully held

Since the launch of the series of lectures on "Refined Management of Solid (Hazardous) Waste Pollution Prevention and Control" by United Wisdom Environmental Development Center, it has been widely welcomed by relevant national ecological environment authorities and enterprises and institutions across various industries. Participants were eager for more. On March 11, 2022, the second phase of this series—"Standardized Management and Transfer of Hazardous Waste"—was launched with great impact. Professor Liu, an expert in solid waste, was again invited to teach. The training was held in a "online + offline" format, with over 600 enterprises and institutions from relevant national ecological environment authorities and various industries participating. The atmosphere on site was enthusiastic, with some companies taking it very seriously, even entering the venue one and a half hours early to wait.

Training Background
In response to the "Measures for the Transfer Management of Hazardous Waste" approved by the Ministry of Ecology and Environment's executive meeting on September 18, 2021, and agreed upon by the Ministry of Public Security and the Ministry of Transport, which came into effect on January 1, 2022, as well as the "Notice on Carrying out the Management of Industrial Solid Waste Discharge Permits" issued by the Ministry of Ecology and Environment on December 21, 2021, the "Technical Specifications for Application and Issuance of Discharge Permits for Industrial Solid Waste (Trial) (HJ 1200-2021)" standard implemented on January 1, 2022, the basic reporting requirements related to the transfer management of solid (hazardous) waste, technical requirements for transfer prevention and control of solid (hazardous) waste, environmental management ledger and discharge permit execution report preparation requirements, compliance determination methods, and other latest laws, regulations, and policy document requirements, enterprises that implement solid (hazardous) waste transfer management according to legal provisions should strictly implement all requirements and main responsibilities of solid (hazardous) waste transfer management in accordance with the regulations.
In response to the new laws, regulations, and management requirements such as the "Technical Specifications for Application and Issuance of Discharge Permits for Industrial Solid Waste (Trial) (HJ1200-2021)", the "Measures for the Transfer Management of Hazardous Waste", and the "Notice on Carrying out the Management of Industrial Solid Waste Discharge Permits", to help hazardous waste transfer management units master the content of solid (hazardous) waste transfer management—especially the enforcement against illegal acts in solid (hazardous) waste transfer management, environmental management ledger, and execution report filling requirements, which are of great concern to enterprises—United Wisdom once again invited Professor Liu, an expert in the field of ecological environment solid waste, to continue teaching. In this lecture, Professor Liu first provided an in-depth interpretation of the "14th Five-Year Plan National Hazardous Waste Standardized Environmental Management Assessment Work Plan" document (Huan Ban Solid [2021] No. 20), then compared the new and old "Hazardous Waste Standardized Management Indicator System", and gave a detailed and easy-to-understand explanation item by item.

Professor Liu is an expert from the Ministry of Ecology and Environment with many years of research and management experience in solid (hazardous) waste. He often assists and cooperates with the government in policy research and implementation work. His interpretations are both broad in perspective and meticulous in detail. The two-hour course passed in the blink of an eye, with participants fully immersed and eager to learn. Due to limited time and strong demand for courses in this area, Professor Liu specially recommended post-class learning materials at the end, which was very considerate. Everyone expressed that they benefited greatly and looked forward to subsequent courses, hoping that United Wisdom will continue to hold such training activities.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
