The "Double Random, One Public" Guide for Measurement Standards is here!


 

Recently, the State Administration for Market Regulation issued the "Implementation Guide for the Supervision and Inspection of Measurement Standards 'Double Random, One Public' (Trial)" (hereinafter referred to as the "Guide").

 

Measurement standards are the backbone of the measurement system, serving as the "legal scale" that transmits measurement values to all measuring instruments in production and daily life, and are also the country's advanced measurement infrastructure. The "Guide" fully implements the relevant requirements of the "Opinions of the State Council on Fully Promoting Departmental Joint 'Double Random, One Public' Supervision in the Market Regulation Field" and the "Notice of the State Administration for Market Regulation on Fully Advancing 'Double Random, One Public' Supervision Work," effectively standardizing and strengthening the supervision of measurement standards during and after the fact, continuously maintaining the measurement capability of measurement standards that have obtained the measurement standard assessment certificate, and improving the effectiveness of traceability in value transmission.

 

The "Guide" mainly includes the following three aspects: First, it further clarifies the main basis, inspection subjects, inspection objects, and inspection content for the random inspection of measurement standards. The focus is on inspecting whether measurement standards continue to meet the assessment requirements within the validity period of the measurement standard assessment certificate. Second, it clarifies the workflow for random inspection of measurement standards and, combined with the actual work of measurement standards supervision, formulates the "Detailed Rules for the Supervision and Inspection of Measurement Standards 'Double Random, One Public'," proposing detailed measures such as specific inspection items, inspection methods, and criteria for judging inspection conclusions, which are highly instructive and operable. Third, it clarifies the work requirements for market regulation departments: reasonably determine and dynamically adjust the inspection ratio and frequency to improve inspection accuracy and problem detection rate; standardize the conduct of random inspections to achieve traceability of responsibility; adhere to both supervision and service, urging standard-setting units to further standardize measurement standards management; strengthen publicity and training, enhance the interpretation of policies and regulations related to random inspection and measurement standards management, and strengthen training for personnel involved in random inspection of measurement standards supervision and inspection.

 

Next, the State Administration for Market Regulation will take the implementation of the "Guide" as an opportunity to continuously innovate the management mechanism of measurement standards, further standardize the random inspection work of measurement standards, improve the efficiency of administrative law enforcement, and provide a solid and reliable metrological technical foundation for high-quality economic and social development.
