Chairman Chen Yong, together with relevant leaders, inspected and researched the core production area of Huangshan Houkui tea.


April in Huangshan City not only offers dreamlike and picturesque spring scenery but also the fragrant new tea. Following Chairman Chen Yong's discussion with Chairman Lu Haiyan of the CPPCC on the innovation and upgrading of Huizhou cultural industries, as well as his appointment as a visiting professor at Huangshan University and meetings with the university's main leaders to propose cultural industry research, planning, and promoting high-quality, sustainable development in Huangshan City, on April 17, Chairman Chen Yong, together with former CPPCC Chairman Yang Liwei, Party Secretary of Huangshan University Wang Feng, former CPPCC Vice Chairman Zhang Junjie, Chairman of Huangshan Federation of Industry and Commerce Cheng Jingliang, and personnel from United Wisdom Huizhou Cultural Industry Center and Huangshan Jingtian Cultural Company, conducted an in-depth field investigation in the core production area of Huangshan's famous tea "Taiping Houkui" to understand the tea industry and tea culture as important components of Huizhou culture, aiming to better explore how tea culture can empower the tea industry and promote the clustering and upgrading of high-level Huizhou cultural industries.

 

 

Taiping Houkui is among China's top ten historic famous teas. Houkeng Village in Xinming Township, Huangshan District, is one of the core production areas of Taiping Houkui. The tea garden officially opened for picking on April 12 and is currently in the busiest period for tea picking and processing. Under the direct arrangement of the district committee's main leaders, Xuan Hongfei, Party Secretary and Mayor of Xinming Township, and Du Kehong, Director of the Township People's Congress, warmly accompanied the inspection and research in Houkeng Village. The car wound along the newly built beautiful rural winding paths, passing through tea gardens nestled among towering mountains. The tender green and vigorous new shoots on the tea branches, tea pickers busy with the "first pick," and entering the tea processing workshop, the aroma of tea filled the air amid a busy scene where tea farmers were seizing the opportunity to make new tea.

Next, at the Houkeng Tea Industry headquarters, Fang Jifan, Party Branch Secretary of Houkeng Village and Chairman of Houkeng Tea Industry, introduced the history of Taiping Houkui, the construction and development of Houkeng Tea Industry, and the company-style development of the village agricultural cooperative, and led everyone to visit the "Houkeng Tea Culture Building" exhibition hall and production workshop.

 

 

During the research, Chairman Yang Liwei reflected on his lifelong connection with tea. Many years ago, he promoted the establishment of the Huangshan Tea Economic Promotion Association and the China International Tea Culture Research Association Huizhou Tea Culture Research Center, striving to enhance the brand and influence of Huangshan tea. He was very pleased to have in-depth exchanges with Chairman Chen Yong, Secretary Wang Feng, and other leaders this time. He pointed out that Huangshan's tea industry has a long history and excellent resource endowment. If aligned with Huangshan City's new positioning as an "ecological, international leisure vacation destination city" and a "city of mountains, water, and culture; a city of creativity and innovation; an open hub city; a youthful and vibrant city; and a beautiful and happy city," Huangshan tea still needs to be infused with the energy of Huizhou culture. By elevating the tea industry materially through high-level spiritual enhancement, combining the tangible and intangible, Huangshan's tea culture and tea industry can be truly elevated to a higher level.

 

He earnestly expressed that realizing these beautiful aspirations requires high-level talents and wisdom like Chairman Chen Yong and Secretary Wang Feng, deeply involved through philosophy, cultural research, and modern methods such as finance and investment, carefully constructing and promoting their realization. Chairman Chen Yong and Secretary Wang Feng highly agreed with Chairman Yang Liwei's ideas and fully discussed and exchanged views with Chairman Zhang Junjie, Chairman Cheng Jingliang, tea enterprise leaders, tea experts, and others. Everyone actively responded, proposing to participate in exploring and promoting the innovative transformation and systematic upgrading of Huizhou culture and the tea industry with new concepts and new methods.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
