In February 2022, an audit team composed of Teacher Zhang and Teacher Liu conducted the annual surveillance certification audit of the QES three systems for Liaoning Electric Power Testing and Welding Training Co., Ltd.

 

The enterprise leadership attached great importance to this audit and gave a clear attitude at the first meeting, encouraging all departments of the enterprise to actively cooperate with the audit work and hoping the audit team would provide valuable suggestions to facilitate continuous improvement of the management system.

 


The audit team conducted a systematic audit of all departments covered by the QES three systems (management, comprehensive management department, safety and quality department, engineering technology department, finance department, and various testing sections) through interviews, document review, and on-site inspections, verifying the conformity and operational effectiveness of the quality, environmental, and occupational health and safety management systems established by the enterprise according to standards.

 


During the audit, a thorough review was conducted on the planning results of the enterprise's QES management system documents and the degree to which requirements were met; the impact of internal and external environments and the needs and expectations of interested parties on the system; planning of measures to address risks and opportunities; changes in system documents; collection, application, compliance evaluation, and dynamic management of laws, regulations, standards, and other requirements; main content and suitability evaluation of management system policies and changes in policies; implementation of leadership roles and commitments; planning content of quality, environmental, and occupational health and safety objectives and programs (measures), suitability of the objective system establishment and changes, measurement methods and effectiveness, implementation and realization; planning of responsibilities and authorities, responsibility fulfillment and changes; provision of resources; planning results for product and service realization including product and service standards, process criteria, acceptance criteria, and changes; control and change management of selection, evaluation, monitoring, verification, and re-evaluation of external suppliers, contractors, and outsourcing parties; product and service provision and delivery release processes; identification and evaluation of environmental factors/hazard sources (considering the lifecycle of identification and recognition), updates, and control; monitoring methods and effectiveness of management system performance, among other aspects.

 


Through on-site evidence collection, standard comparison, and audit findings, it was confirmed that the enterprise's departments are currently operating well, with documented information improved according to standard requirements; document planning and product realization planning meet standard requirements; management policies and objectives have been formulated and broken down, and are basically achievable through assessments; process control is in place with no environmental or safety violations; the company conscientiously conducts internal audits and management reviews, implements various supervisory mechanisms required for process monitoring and operational control, can identify nonconformities, correct them, and formulate corrective actions, continuously improving the quality, environmental, and occupational health and safety management systems. The audit found that the company's self-improvement mechanism operates normally; it has the ability to avoid risks and achieve expected results; the management system operates appropriately, sufficiently, and effectively; corrective actions are effectively implemented; and the management system functions normally. The company's certification scope is appropriate and meets the audit objectives.

 

At the closing meeting, the audit team leader, Teacher Zhang, read out the audit conclusion: recommending the enterprise to maintain its certification registration qualification.
