The research project on the transformation and secondary development planning of the Chengdong Industrial Park in Huizhou District, Huangshan City has been successfully completed


At the beginning of 2022, the United Intelligence Development Research Institute was commissioned by the Management Committee of Anhui Huizhou Economic Development Zone to carry out the research project "Transformation and Redevelopment Planning of the Eastern Industrial Park in Huizhou District, Huangshan City." In accordance with the district's high-level and high-standard requirements for this planning, the United Intelligence Research Institute formed a high-level expert team that highly integrates theory and practice. Over more than four months, from analyzing the current status and bottlenecks of the park to the overall transformation and upgrading plan, from key industry cultivation to spatial optimization and important key tasks, a comprehensive, systematic, strategic, and breakthrough-focused plan was developed. This plan, which is both forward-looking and highly feasible for implementation, received high recognition and affirmation from the Huizhou District Committee, District Government, and relevant city leaders, and was successfully completed in mid-June.

 

 

This project is a major adjustment involving four main industrial areas since 2002 in Huizhou District: Chengdong Guanghui Community, Xiajie Community, Yaocun Community, and Yongjia Technology Park. Under the new positioning of Huangshan City by the Municipal Party Committee and Government, the Huizhou District Committee and Government highly value the "second entrepreneurship" of the industrial park. The transformation and upgrading of the industrial park have been included as key work for the district committee and government in 2022, led and promoted by relevant district leaders.

 

 

During the "14th Five-Year Plan" period, Huangshan will build a "large main urban area" pattern, accelerating the integration of Tun, Hui, Xiu, and She cities. Huizhou District will actively implement the main functional area development strategy, and the Eastern Industrial Park will be included in the urban expansion scope of Huizhou District. The development status of Huizhou District in the city and the status of the Eastern Industrial Park and Yansi Town in the district will be further enhanced. This requires the Eastern Industrial Park to seize development opportunities, promote the park's transformation and upgrading with the concept of urban renewal, achieve dual improvements in capacity and image, and create a landmark area for transformation and development in the district and even the entire city.

 

 

At the early stage of the project, the expert team from the United Intelligence Development Research Institute went to the project planning site for a comprehensive field inspection and research. They held multiple in-depth discussion meetings combined with the industrial characteristics involved in the planning area to ensure that this plan meets the requirements of building a resource-sharing industrial cluster, achieves independent and controllable industrial and supply chains, and creates a distinctive industrial cluster with national and even global influence.

 

After multiple communications and reports with the Management Committee and all members of the Huizhou District government leadership team, the final planning draft was successfully approved by the Management Committee, district leadership, and expert review in mid-June 2022, marking the successful conclusion of the project. During this planning project, the United Intelligence Development Research Institute fully utilized its think tank platform role, reflecting the operational purpose of United Intelligence: "integrating resources from all parties, serving urban development, promoting industrial upgrading, forging excellent organizations, and promoting happiness for all." Based on a four-in-one value model of high-quality development, innovative development, systematic development, and sustainable development, effective results were achieved in serving the government.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
