During his inspection of Inner Mongolia in 2019, General Secretary Xi Jinping pointed out: "Green agriculture is an important direction for the development of modern agriculture. Most agricultural and pastoral areas in Inner Mongolia have clean water and clean soil, which are productive forces and competitive advantages. We must protect and make good use of this advantage, adhere to green agriculture and animal husbandry, increase the supply of high-quality green agricultural and livestock products, and promote more high-quality 'Meng' brand products to go nationwide and worldwide." 'Meng' Brand Certification Alliance:
The 'Meng' Brand Certification Alliance (hereinafter referred to as the "Alliance", English full name: Certification League Of Nei Meng Gu Brand) is a voluntary cooperative organization established based on relevant certification rules and guidelines. It integrates international cooperation and regional services, composed of domestic and foreign related certification bodies, inspection and testing, and related technical service institutions. It is a technical cooperation platform for the establishment and implementation of the 'Meng' Brand certification system. The alliance's certification activities are supervised by the Inner Mongolia Autonomous Region Market Supervision Administration.
'Meng' Brand Certification:
The 'Meng' Brand uses internationally accepted certification methods to systematically and normatively control brand products with "high standards + strict certification + strong supervision + traceability + excellent service," effectively reducing the quality risks of regional public brands, protecting excellent products, and providing strong support for Inner Mongolia brand building. Following the principles of "step-by-step implementation, classified guidance, pilot demonstration, and gradual promotion," the scope of 'Meng' Brand certification is gradually expanded.
The 'Meng' Brand certification adheres to the principle of voluntary enterprise application, prioritizing certification for enterprises with better quality foundations and more standardized internal management. It helps enterprises formulate and improve standards, provides professional quality management consulting services, and improves quality management levels without increasing enterprise burdens. After strict and standardized standards, certification, and quality control, the 'Meng' Brand label is affixed to various brand products that meet the 'Meng' Brand quality standards. This not only does not affect the construction of other brands but also supports the steady and long-term development of other regional public brands from the quality support aspect. With the expansion of the 'Meng' Brand's influence and the increase in product premium, it will significantly enhance the comprehensive benefits of enterprises.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
