Recently, the "Interpretation of the Green Transportation Standard System (2022)" was officially released, with the specific content as follows:
1. Background of Compilation
Developing green and low-carbon transportation is an important measure for the transportation industry to strengthen ecological civilization construction, serve the national carbon peak and carbon neutrality goals, and deeply fight the battle against pollution.
Accelerating the construction of a strong transportation country has put forward higher requirements for the development of green and low-carbon transportation. To implement Xi Jinping's ecological civilization thought and the work arrangements on green development in documents such as the "Opinions of the CPC Central Committee and the State Council on Fully, Accurately and Comprehensively Implementing the New Development Concept to Achieve Carbon Peak and Carbon Neutrality," "Opinions of the CPC Central Committee and the State Council on Deeply Fighting the Battle Against Pollution," "Outline for Building a Strong Transportation Country," "National Comprehensive Three-dimensional Transportation Network Planning Outline," and "National Standardization Development Outline," the Ministry of Transport organized relevant units to systematically plan the revision tasks of green transportation standards under the new situation. After in-depth analysis of international and domestic green standard development trends, comparison with national carbon peak and carbon neutrality goals, the battle against pollution, and the key tasks related to green transportation construction in the Ministry of Transport's 14th Five-Year Plan system, and after extensive research and demonstration, the "Green Transportation Standard System (2022)" was developed.
2. Principles of Compilation
Adhere to goal orientation. Fully align with the goals and tasks of promoting green development in the transportation industry, optimize and improve the green transportation standard system adapted to accelerating the construction of a strong transportation country, and fully play the fundamental supporting role of standards.
Adhere to coordination and connection. Fully embody the concept of harmonious coexistence between humans and nature, strengthen mutual coordination and complementarity among standards, promote carbon reduction, pollution reduction, greening, and sustainable development in transportation, and improve the level of green governance capability in transportation.
Adhere to focusing on key points. Concentrate efforts on key areas and critical links, accelerate the supply of key standards serving the carbon peak and carbon neutrality goals and the battle against pollution, and achieve breakthrough progress by focusing on key points.
Adhere to innovation leadership. Accelerate the transformation of scientific and technological innovation achievements into standards, promote the effective supply of standards in energy-saving and environmental protection new technologies, new equipment, new materials, and new processes, and maintain an appropriately advanced standard system construction.
3. Scope and Main Content of the System
The scope of the "Green Transportation Standard System (2022)" is consistent with the 2016 version, mainly including technical standards and engineering construction standards directly related to green transportation development in comprehensive transportation, highway, and waterway fields. Standards related to optimizing transportation structure and promoting green travel in comprehensive transportation and urban passenger service are generally not included in the standard system.
The standard system includes five parts: 100 basic general standards, 200 energy-saving and carbon reduction standards, 300 pollution prevention standards, 400 ecological environment protection and restoration standards, and 500 resource saving and intensive utilization standards. Among them, the basic general standards include terminology and green low-carbon evaluation; energy-saving and carbon reduction standards include new energy and clean energy applications, energy consumption and efficiency, carbon emission control, energy-saving design and management, and accounting and monitoring; pollution prevention standards include air pollution prevention, water pollution prevention, noise pollution prevention, solid waste disposal, and comprehensive emission of ship pollutants; ecological environment protection and restoration standards include environmental protection technology, ecological environment restoration, prevention of invasive species, and environmental protection restoration statistics and evaluation; resource saving and intensive utilization standards include sewage reuse and waste recycling.
The standard system includes a total of 242 green transportation national and industry standards, including 11 basic general standards, 101 energy-saving and carbon reduction standards, 78 pollution prevention standards, 35 ecological environment protection and restoration standards, and 17 resource saving and intensive utilization standards. Among them, 47 standards are to be developed and 44 standards are to be revised, covering key standard needs such as industry carbon emission accounting and verification, near-zero carbon transportation demonstration zones, urban green freight distribution evaluation, hydrogen fuel cell bus configuration, urban rail transit green operation, and underwater salvage pollution prevention technology. In addition, the system lists 43 national and ecological environment industry standards closely related to energy saving and carbon reduction, pollutant emissions, and ecological environment protection in the transportation industry to promote coordinated implementation of green standards.
The revision and implementation of the green transportation standard system will further promote the supplementation of shortcomings, strengthening of weak points, and improvement of standards in energy saving and carbon reduction, pollution prevention, ecological environment protection and restoration, and resource saving and intensive utilization in the transportation field, accelerate the formation of green and low-carbon transportation modes, promote harmonious development between transportation and nature, and provide strong support for accelerating the construction of a strong transportation country.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
