 The National Development and Reform Commission recently released the "14th Five-Year Plan" Implementation Plan for Expanding Domestic Demand. The implementation plan targets the main factors restricting the expansion of domestic demand, focuses on the main goals of implementing the expansion strategy during the 14th Five-Year Plan period, and clarifies key tasks and important measures.

     The "Implementation Plan" involves Standard Certification Field as follows:

· Establish and improve systems for green product standards, labels, certification, etc., and carry out green product evaluations.

· Strengthen the certification management of green food, organic agricultural products, and geographical indication agricultural products, and optimize and improve the geographical indication protection standard system.

· Improve the quality certification system, focus on the role of mandatory product certification to "ensure safety baseline" and voluntary product certification to "raise quality standards," increase the supply of high-end quality certification systems, and improve the quality certification acceptance mechanism.

     Since the 18th National Congress of the Communist Party of China, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, China has firmly implemented the strategy to expand domestic demand, promoting the formation of a strong domestic market, with the support role of domestic demand in economic development significantly enhanced. To thoroughly implement the "14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" and the "Strategic Plan for Expanding Domestic Demand (2022–2035)," targeting the main factors restricting the expansion of domestic demand, focusing on the main goals of implementing the expansion strategy during the 14th Five-Year Plan period, adhering to a problem-oriented approach, and clarifying key tasks, this implementation plan is formulated.

 

I. Development Situation

 

(1) Achievements in expanding domestic demand during the 13th Five-Year Plan period.

 

The fundamental role of consumption has been continuously strengthened, with significant growth in traditional consumption such as housing and transportation, and rapid development of new consumption formats and models. The key role of investment has been better utilized, with comprehensive improvement in infrastructure construction, remarkable achievements in major scientific and technological projects, accelerated addressing of weaknesses in social livelihood areas, and accelerated advancement of major projects such as new infrastructure, new urbanization, transportation, and water conservancy. The domestic market operation mechanism has been continuously improved, the high-standard market system has been accelerated, reforms of "delegating power, streamlining administration, and optimizing services" have deepened, the business environment has been continuously optimized, key reforms such as market-oriented allocation of factors and property rights system have steadily progressed, the circulation system has been accelerated and improved, the social security system has been gradually perfected, and the basic public service system coordinating urban and rural areas has been accelerated. The connection between international and domestic markets has become closer, international economic and trade cooperation has been solidly promoted, significant progress has been made in building a highland of opening-up, China has become one of the most attractive countries for foreign investment inflows, and China's market has further coordinated and mutually benefited with the global market.

 

(2) Problems and challenges faced in expanding domestic demand during the 14th Five-Year Plan period.

 

During the 14th Five-Year Plan period, China's domestic market foundation is more solid and the space is broader. At the same time, it must be recognized that China faces many problems and challenges in expanding domestic demand. The contribution of domestic demand to economic growth needs to be improved, difficulties in consumption upgrading have increased, there are many constraints on expanding effective investment, and the international situation remains complex and severe. It is necessary to firmly implement the strategy to expand domestic demand, accurately grasp the development laws of the domestic market, continuously unleash domestic demand potential, fully leverage the role of domestic demand in driving growth, build a stronger domestic market, and promote stable, healthy, and sustainable economic development in China.

(2) Main Goals.

 

— Promote consumption and investment, achieving new breakthroughs in the scale of domestic demand. The fundamental role of consumption and the key role of investment will be further strengthened. Domestic demand will continue to develop healthily, with significant improvement in quality and efficiency, fully leveraging the advantages of a super-large-scale market, a stronger domestic market, and obvious progress in cultivating a complete domestic demand system.

 

— Improve the distribution pattern, continuously releasing domestic demand potential. The distribution structure will be significantly improved, the development gap between urban and rural areas and regions and the gap in residents' living standards will gradually narrow, and the actual growth of residents' per capita disposable income will basically keep pace with economic growth. The level of equalization of basic public services will continue to improve, the multi-level social security system will be more sound, and social undertakings will accelerate development.

 

— Improve supply quality to better meet domestic demand. Significant progress will be made in supply-side structural reform, with a more solid agricultural foundation, a basically stable manufacturing proportion, accelerated construction of modern service industries, further consolidation of the foundation of the real economy, accelerated transformation and upgrading of traditional industries, rapid development of new industries and new business formats, significantly enhanced innovation capabilities, obvious improvement in the advanced level of industrial base and modernization of industrial chains, and continuously enhanced adaptability of the supply system to domestic demand.

 

— Improve the market system, achieving significant results in stimulating domestic demand. A high-standard market system characterized by unified openness, orderly competition, complete institutions, and sound governance will be basically established, with smoother flow of goods and factors between urban and rural areas and regions, major progress in property rights system reform and market-oriented allocation of factors reform, continuous optimization of the business environment, more perfect fair competition system, and establishment and improvement of a modern circulation system.

A higher-level open economic system will be basically formed, with deeper economic cooperation between China and surrounding regions, and continuously enhanced driving effect on the development of surrounding and global economies.

 

III. Fully Promote Consumption, Accelerate Consumption Quality Improvement and Upgrading

 

(1) Continuously Improve Traditional Consumption.

 

1. Improve the quality of food, clothing, and daily necessities consumption. Promote the cultivation of superior varieties, quality improvement, brand building, and standardized production of agricultural products, increase the supply of healthy and nutritious agricultural products and food, and persistently curb food waste. Fully promote the "same line, same standard, same quality" project for domestic and export products in the food and general consumer goods fields. 2. Release the potential of travel consumption. Promote the shift of automobile consumption from purchase management to usage management, encourage restricted purchase areas to explore differentiated traffic management and other alternative restriction measures. Promote cross-province handling of used car transaction registration to facilitate used car transactions. Strengthen the construction of supporting facilities such as parking lots, charging piles, battery swap stations, and hydrogen refueling stations.

 

3. Promote healthy development of residential consumption. Adhere to the positioning that "houses are for living in, not for speculation," strengthen guidance on real estate market expectations, explore new development models, accelerate the establishment of a housing system with multiple supply entities, multiple channels of guarantee, and a combination of renting and purchasing, prudently implement a long-term mechanism for the stable and healthy development of the real estate market, and support residents' reasonable self-occupancy needs. Improve long-term rental housing policies, focusing on large cities with net population inflows, expand the supply of guaranteed rental housing, and optimize policies for housing provident fund support for renters' withdrawals and other uses.

 

4. Enhance the comprehensive carrying capacity of regional consumption. Deepen the construction of Hainan International Tourism Consumption Center. Cultivate and build several international consumption center cities with global influence and attractiveness. Create a number of regional consumption centers with strong radiation and driving capabilities and advantages in resource integration. Strengthen the construction of a tiered system of small and medium-sized consumer cities. Continue to vigorously implement consumption assistance.

5. Focus on cultivating cultural consumption. Strengthen and optimize online learning services, create a combined online and offline vocational skills training model, and improve the coverage of online education in rural schools. Actively develop "Internet + medical health" services, orderly promote services such as time-segmented appointment diagnosis and treatment, electronic prescription circulation, and online drug sales, and include eligible internet medical service projects in the scope of medical insurance payment according to procedures. 15. Actively develop the green and low-carbon consumption market. Promote e-commerce platforms to expand sales of green products. Vigorously promote new energy vehicles and new energy, clean energy ships. Accelerate the construction of a multi-level capital market system such as the Science and Technology Innovation Board and the Growth Enterprise Market. Guide financial institutions to innovate financial product services according to principles of controllable risk and commercial sustainability, adjust and optimize financing structures, and support high-quality development of manufacturing. Continue to implement the manufacturing talent planning guide, increase the training and cultivation of professional technical talents, management talents, and technical skilled talents in manufacturing. Strengthen the guarantee of land use, energy use, and other factors for manufacturing investment.

 

(2) Continue to promote investment to address weaknesses in key areas.

 

18. Accelerate the construction of transportation infrastructure. Promote the construction of the main framework of the national comprehensive three-dimensional transportation network, strengthen the construction of strategic backbone corridors in the central and western regions, along the Yangtze River, and coastal areas. Accelerate the construction of the national railway network, basically complete the "eight vertical and eight horizontal" high-speed railway main corridors, speed up the construction of conventional railways and the renovation and upgrading of existing railways, support key urban agglomerations to take the lead in building intercity railway networks, and support the construction and use of dedicated railway lines for key enterprises, ports, and logistics centers. Improve the backbone routes of the highway network, accelerate the construction of bottleneck sections of national expressways and ordinary national highways between provinces. Prudently promote the construction of civil airports, enhance the capacity and service level of international and regional hub airports, actively promote the construction of branch airports and general airports, and promote the creation of world-class airport clusters in Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing. Leverage the comparative advantages of water transport, promote the construction of world-class port clusters in the Tianjin-Hebei coastal area, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area, support the construction of international shipping centers, advance the high-quality construction of the new western land-sea corridor, study the construction of water system connectivity projects such as the Pinglu Canal, improve the specialization and intensification of inland river ports, and accelerate the construction of high-grade inland waterway networks such as the Yangtze River. Increase the density of rail transit in the central urban areas of mega cities and improve urban road networks.

 

19. Strengthen energy infrastructure construction. Improve the layout and structure of the main grid, orderly build key cross-province and cross-region power transmission channels, actively promote distribution network renovation and rural power grid consolidation and enhancement projects. Promote clean and efficient coal utilization technologies, coordinate the flexible upgrading, ultra-low emissions, heating, and energy-saving renovations of existing coal power units. Promote the construction of a batch of green transformation and high-quality development coal bases, adhere to the principle of expanding large and reducing small, improving quality and eliminating inferior capacity, optimize coal production capacity structure, and continuously improve supply quality. Enhance coal railway transportation capacity. Accelerate the construction of national trunk oil and gas pipelines, plan and orderly advance the construction of liquefied natural gas receiving stations and LNG refueling stations for vehicles and ships. Continuously improve the utilization level of clean energy, build multi-energy complementary clean energy bases, accelerate the construction of large wind power and photovoltaic bases focusing on deserts, gobi, and barren areas, orderly promote hydrogen energy infrastructure construction, and develop biomass energy, geothermal energy, and marine energy applications according to local conditions. Promote the construction of a new type of power system, enhance clean energy consumption and storage capacity. Orderly promote clean heating in northern regions during winter.

 

20. Accelerate water conservancy infrastructure construction. Advance preliminary work for projects such as the Huanghe Guxian Water Conservancy Hub, accelerate the construction of cross-basin and cross-regional water resource allocation projects such as Jiangsu-Huai River Diversion and Central Yunnan Water Diversion, promote the follow-up construction of the South-to-North Water Diversion East and Central Lines, and implement a batch of water diversion projects that play an important role in regional development. Accelerate the resolution of weak links in flood control, improve flood control and disaster reduction capabilities in river basins, accelerate the risk removal and reinforcement of dangerous reservoirs, and promote the construction of dikes, control hubs, and flood detention areas. Strengthen soil and water conservation and river and lake remediation, improve water ecological environment protection and governance capabilities, scientifically advance comprehensive soil erosion control, and continue to promote groundwater over-extraction governance. 21. Improve the logistics infrastructure network. Implement the national logistics hub networking project, steadily advance the construction of a batch of national logistics hubs, promote the construction of railway (high-speed rail) express logistics bases, and scientifically and orderly advance the layout and construction of specialized freight hub airports. Deepen the construction and application of multimodal transport demonstration projects, improve the collection and distribution system, and promote the construction of multimodal transport transfer facilities. Optimize the commercial logistics facility network supported by comprehensive logistics parks, specialized distribution centers, and terminal distribution outlets, and encourage third- and fourth-tier cities to build regional warehousing and logistics distribution centers. Address shortcomings in medical waste and hazardous waste collection and disposal facilities, build hazardous waste risk prevention and control technology centers and special hazardous waste centralized disposal centers. Fully promote the construction of garbage transfer stations, waste treatment plants, and odor control facilities for large-scale farms. Implement major projects for important ecosystem protection and restoration, remediation of historical legacy waste in major non-ferrous metal mining areas, strengthen ecological protection and governance of major rivers and important lake wetlands, protect aquatic biodiversity, strengthen protection of rare and endangered aquatic species, and restore key habitats. Accelerate the renewal and renovation of old coastal and inland ships. Build ecological and environmental protection facilities that promote increased clean energy utilization and reduce carbon dioxide emissions.

 

23. Improve social livelihood infrastructure. Enhance the infrastructure and equipment conditions of disease control institutions, accelerate the construction of national medical centers and regional medical centers, improve the infrastructure conditions of county-level hospitals and maternal and child health institutions at all levels, strengthen the infrastructure and service capacity of township health centers and village clinics in central and western regions, and allow localities to strengthen the construction of nursing homes (centers, stations) and rehabilitation hospitals according to local conditions. Implement education quality improvement and expansion projects, focusing on inclusive kindergartens, compulsory education, general high school education, high-quality vocational education, and higher education, aiming to improve school conditions. Increase inclusive elderly care and integrated medical and nursing service facilities, and build infant care and minor protection service institutions and facilities. Strengthen the construction of tourism information infrastructure, tourism distribution centers, and visitor service centers, improve tourism supporting and service facilities, promote the tourism toilet revolution, reinforce smart scenic area construction, and improve tourism service quality. Increase the supply of public fitness venues and facilities, continuously improve fitness facilities near the public. Build a national trail system, promote the construction of sports parks, outdoor sports public service facilities, encourage the use and transformation of existing buildings such as industrial plants, commercial buildings, warehouses, as well as rooftops and basements into sports facilities.

 

24. Accelerate the filling of municipal infrastructure gaps. Strengthen urban waterlogging control, systematically build an urban drainage and flood control engineering system featuring "source reduction, pipeline discharge, combined storage and drainage, and emergency response to exceedances," and actively promote sponge city construction where conditions permit. Strengthen municipal infrastructure construction such as water supply, gas supply, and heating, and accelerate the aging pipeline renewal and renovation in cities. Strengthen the construction of urban sewage and garbage collection and treatment systems, and promote full coverage of urban sewage pipelines. Implement intelligent municipal infrastructure construction and renovation actions.

25. Strengthen new infrastructure construction. Accelerate the establishment of a nationwide integrated big data center system, plan and build national hub nodes and data center clusters.
