Product Interpretation | Road Traffic Safety Management System (ISO 39001)

In recent years, the social impact and corresponding economic losses caused by casualties and property damage due to traffic accidents worldwide have become increasingly severe; road traffic safety issues have attracted widespread attention from countries around the world, especially in some economically developed countries. According to statistics, relevant data shows that approximately 1.2 million people die each year worldwide from various road traffic accidents, about 50 million people are injured in various traffic accidents, and economic losses reach more than 500 billion US dollars.

Against this backdrop, the ISO 39001 Road Traffic Safety Management System was born. Do you know about this standard? What are the benefits of implementing this standard?

With economic development, road facilities and equipment have increased, and human society's participation in road traffic has become higher, accompanied by increasingly frequent and serious road traffic safety issues. Against this background, as early as 2008, the ISO/PC241 committee of the International Organization for Standardization (composed of 37 countries including the rotating chair Sweden and 11 organizations such as WHO) was responsible for developing the standard for road traffic safety management systems. After the experts' unremitting efforts, the "ISO 39001 Road Traffic Safety Management System Requirements and Usage Guide" was officially released in October 2012 and accepted applications for third-party certification from relevant road traffic participants.

Why obtain ISO 39001 Road Traffic Safety Management System certification?

The ISO 39001 Road Traffic Safety Management System provides scientific management tools for relevant road traffic participant organizations and offers unified judgment criteria and evaluation standards for road traffic-related organizations. ISO 39001 emphasizes a systematic approach and process control, especially highlighting the identification, analysis, and control of road traffic safety performance factors. The requirements for performance factors are comprehensive and detailed, enabling organizations to implement "comprehensive prevention and full-process control" of road traffic behavior. Organizations can use the ISO 39001 RTS management system to further strengthen road traffic safety awareness, prevent road traffic safety issues, reduce related inputs and losses, and support the core business operations of the organization.

Which industries or enterprises is the ISO 39001 Road Traffic Safety Management System suitable for?

As an operational standard specially formulated by the ISO organization for the road traffic industry, the ISO 39001 system is applicable to various organizations and enterprises closely related to road traffic, including: freight companies; logistics companies; passenger transport companies (such as long-distance passenger companies, taxi companies, bus companies); schools; manufacturers of vehicles and their parts; emergency medical institutions; road traffic regulation policy-making agencies; manufacturers of road traffic facilities; commercial circulation fields (such as shopping malls, supermarkets); road design, construction, maintenance, and management departments, etc. Some social intermediary organizations, especially insurance institutions involved in road traffic transportation business, can use road traffic safety performance for risk assessment of related or potential customers.

What is the significance of implementing the ISO 39001 Road Traffic Safety Management System?
 Image

With the rapid development of the economy and road traffic scale, increasingly severe road safety risks have also emerged. Governments and various enterprises and organizations increasingly feel the urgent need to strengthen the construction of road traffic safety management systems, enhance road traffic safety awareness, improve the safety performance of road traffic facilities (equipment), regulate the behavior of road traffic participants, and improve the road traffic accident rescue system. These measures can effectively prevent road traffic safety accidents and reduce the harm caused by traffic accidents to people, thereby achieving good economic and social benefits.

Implementing ISO 39001 management system certification not only tests the organization's road safety management system construction but also:

❖ Effectively prevent the occurrence of road traffic safety accidents and reduce the harm of accidents to people, thereby ensuring normal activities, reducing road traffic safety risks, and minimizing economic losses.

❖ Meet the needs of stakeholders and improve the competitiveness of enterprises and organizations.

❖ Serve as evidence of due diligence in cases of disputes arising from road traffic safety accidents.

❖ Obtaining certification is a necessary condition or bonus item for participating in bidding, which helps increase the probability of winning bids and demonstrates the organization's social responsibility.

Road Traffic Safety Management Systems (RTS), standard ISO 39001-2012, is a unified operational standard specially formulated by the ISO organization for the road traffic industry. Its scope involves road traffic regulatory agencies, road facility planning and design units, passenger transport companies, freight companies, taxi companies, as well as supermarkets, schools, scenic spots, and other organizations related to road traffic safety.

Certification of the Road Traffic Safety Management System (RTS) holds crucial significance and value:

1. Provides scientific management tools for relevant road traffic regulatory agencies (public security, transportation, and related associations);

2. Provides unified judgment criteria and evaluation standards for road traffic-related organizations;

3. Emphasizes systematic methods and process control, which can be used as monitoring and control means;

4. Highlights the identification, analysis, and control process of performance factors, enabling organizations to implement "comprehensive prevention and full-process control" of road traffic behavior;

5. Further strengthens road traffic safety awareness, reduces related inputs and losses, and strongly supports core business operations.

The national zero-carbon factory policy is now in effect! United Zhiye provides precise support to help clients seize the initiative in their transformation.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.

For the first time, technology-based small and medium-sized enterprises have been included in the scope of tiered cultivation for high-quality SMEs.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
