With economic development, road facilities and equipment have increased, and human society's participation in road traffic has become higher, accompanied by increasingly frequent and serious road traffic safety issues. Against this background, as early as 2008, the ISO/PC241 committee of the International Organization for Standardization (composed of 37 countries including the rotating chair Sweden and 11 organizations such as WHO) was responsible for developing the standard for road traffic safety management systems. After the experts' unremitting efforts, the "ISO 39001 Road Traffic Safety Management System Requirements and Usage Guide" was officially released in October 2012 and accepted applications for third-party certification from relevant road traffic participants.

The ISO 39001 Road Traffic Safety Management System provides scientific management tools for relevant road traffic participant organizations and offers unified judgment criteria and evaluation standards for road traffic-related organizations. ISO 39001 emphasizes a systematic approach and process control, especially highlighting the identification, analysis, and control of road traffic safety performance factors. The requirements for performance factors are comprehensive and detailed, enabling organizations to implement "comprehensive prevention and full-process control" of road traffic behavior. Organizations can use the ISO 39001 RTS management system to further strengthen road traffic safety awareness, prevent road traffic safety issues, reduce related inputs and losses, and support the core business operations of the organization.

As an operational standard specially formulated by the ISO organization for the road traffic industry, the ISO 39001 system is applicable to various organizations and enterprises closely related to road traffic, including: freight companies; logistics companies; passenger transport companies (such as long-distance passenger companies, taxi companies, bus companies); schools; manufacturers of vehicles and their parts; emergency medical institutions; road traffic regulation policy-making agencies; manufacturers of road traffic facilities; commercial circulation fields (such as shopping malls, supermarkets); road design, construction, maintenance, and management departments, etc. Some social intermediary organizations, especially insurance institutions involved in road traffic transportation business, can use road traffic safety performance for risk assessment of related or potential customers.

With the rapid development of the economy and road traffic scale, increasingly severe road safety risks have also emerged. Governments and various enterprises and organizations increasingly feel the urgent need to strengthen the construction of road traffic safety management systems, enhance road traffic safety awareness, improve the safety performance of road traffic facilities (equipment), regulate the behavior of road traffic participants, and improve the road traffic accident rescue system. These measures can effectively prevent road traffic safety accidents and reduce the harm caused by traffic accidents to people, thereby achieving good economic and social benefits.

Road Traffic Safety Management Systems (RTS), standard ISO 39001-2012, is a unified operational standard specially formulated by the ISO organization for the road traffic industry.
