High-quality development is the primary task in building a modern socialist country in all respects. Recently, the CPC Central Committee and the State Council issued the "Outline for Building a Quality Power," which, as a guiding document for the medium- and long-term development of quality work in China, opens a new chapter in building a quality power in the new era and holds significant milestone importance for the development of China's quality cause.

 

The Party and the country have always attached great importance to quality work. General Secretary Xi Jinping has repeatedly emphasized the need to focus on improving development quality and efficiency, establish a strong awareness of quality first, make the greatest efforts to comprehensively improve quality, carry out quality improvement actions in depth, promote quality transformation and innovation, shift from "Made in China" to "Created in China," from "China Speed" to "China Quality," and from "Chinese products" to "Chinese brands," accelerating the building of a quality power. In the situation and background section, the "Outline" points out that quality is an important guarantee for human production and life. The world is undergoing unprecedented changes not seen in a century, with a new round of technological revolution and industrial transformation deeply developing, triggering profound changes in quality concepts, mechanisms, and practices. It emphasizes that the focus of development must be shifted to improving quality and efficiency, cultivating new economic development advantages centered on technology, standards, brands, quality, and services, and unswervingly advancing the building of a quality power.

 

In the overall requirements section, the "Outline" clarifies the guiding ideology and proposes two-stage development goals for 2025 and 2035. By 2025, using a combination of qualitative and quantitative methods, it details goals in six aspects: further comprehensive improvement of overall quality level, steady enhancement of Chinese brand influence, significant increase in people's sense of quality gain and satisfaction, more prominent role of quality in promoting economic and social development, and phased achievements in building a quality power. Looking ahead to 2035, the "Outline" sets the goal that the foundation for building a quality power will be more solid, an advanced quality culture will be widely established, and the comprehensive strength of quality and brands will reach a higher level.

 

In the main tasks section, the "Outline" proposes eight key tasks. First, promote economic development focused on quality and efficiency. Enhance innovation momentum in quality development, establish a green orientation for quality development, and strengthen quality development to benefit the people. Second, enhance industrial quality competitiveness. Strengthen the quality support of industrial foundations, improve industrial quality competition levels, enhance the quality leadership of industrial clusters, and create new regional quality development advantages. Third, accelerate upgrading of product quality. Improve the quality and safety levels of agricultural products, food, and medicines, optimize the supply categories of consumer goods, and promote industrial product quality towards the mid-to-high end. Fourth, improve construction project quality. Strengthen engineering quality assurance, improve the quality level of construction materials, and create an upgraded version of Chinese construction. Fifth, increase the supply of high-quality services. Improve the specialization level of production services, promote the upgrading of life service quality, and enhance the quality and efficiency of public services. The "Outline" is the first medium- and long-term quality guiding document issued by the CPC Central Committee and the State Council, establishing a new position for quality work in the new era, providing an action guide, and injecting strong momentum for coordinating the building of a quality power. Implementing the "Outline" well is an important measure to promote the construction of Chinese-style modernization, facilitate the transformation of China's economy from large to strong, and achieve high-quality economic and social development. Second, we must grasp the guiding ideology established by the "Outline." The goals during this period can be understood from six aspects: first, significant improvement in the quality and efficiency of economic development; second, continuous enhancement of industrial quality competitiveness; third, significant improvement in the quality levels of products, projects, and services; fourth, greater progress in brand building; fifth, more modern and efficient quality infrastructure; sixth, a more complete quality governance system. These goals consider both the current foundation of China's quality work and major national development needs, while also taking into account the international quality development environment and trends, providing expectations for building a quality-strong country and having a strong incentive effect.

 

Finally, we must also grasp the main directions clarified by the "Outline." Specifically, it can be summarized as the construction of "three systems": first, building a more suitable quality supply system. Quality infrastructure is a systematic concept proposed by international organizations such as the United Nations Conference on Trade and Development, the United Nations Industrial Development Organization, and the International Organization for Standardization, based on summarizing global sustainable development, narrowing the wealth gap, achieving fair competition, and promoting economic prosperity.
