Recently, the Ministry of Emergency Management held a meeting emphasizing the need to consciously consider and plan emergency management within the overall national security perspective, accelerate the modernization of the emergency management system and capabilities, further improve the ability to prevent and resolve major safety risks, and more effectively maintain and shape a public safety environment conducive to development.
Emergency management departments should fully leverage their comprehensive advantages and the professional strengths of related departments to promote the establishment of a comprehensive security and emergency framework, accelerate the modernization of the emergency management system and capabilities, and provide stronger safety guarantees for high-quality development.
The meeting pointed out the need to resolutely prevent major safety risks, strengthen bottom-line thinking and extreme thinking, take solid actions in major hidden danger investigation and rectification, enhance safety supervision in key industries and fields, firmly prevent and curb major and serious accidents, carry out disaster prevention, mitigation, and relief work well, and minimize disaster and accident risks.
Currently, the entire country is intensively carrying out the "Safety Production Month" activities. The Ministry of Emergency Management calls on all regions and departments to be proactive and make every effort to ensure the stability of the safety production situation, strictly implement the standards for identifying major accident hazards, conduct "penetrating" supervision and law enforcement on the front lines, thoroughly investigate risk hazards in key industries such as mining, hazardous chemicals, fire protection, transportation, and construction, and strictly manage safety in the sealing, detention, inspection, and destruction of dangerous goods. Targeted special warning education on confined spaces, electric welding, and hot work should be carried out, typical illegal cases exposed, and public disaster prevention, risk avoidance, and self-rescue capabilities improved through various forms of publicity activities, truly achieving "everyone talks about safety, and everyone knows emergency response."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
