On June 8, the State Council Information Office held a series of themed press conferences titled "Authoritative Departments Talk About the Start," where the head of the Ministry of Emergency Management introduced relevant information on "Promoting the Modernization of the Emergency Management System and Capabilities."

According to the introduction, the Ministry of Emergency Management has established a Chinese characteristic emergency rescue force system with the national comprehensive fire and rescue team as the main force, professional rescue teams as coordination, military emergency forces as assault, and social forces as support. Currently, all six national regional rescue centers have started construction.

In terms of production safety, the Ministry of Emergency Management has achieved online monitoring of more than 6,900 major hazard source hazardous chemical enterprises, 3,400 coal mines, and 2,400 tailings ponds of level three and above. This year, the State Council Safety Committee has deployed a special inspection and rectification campaign for major accident hazards, focusing on targeted rectification of prominent issues in mine safety, fire safety, and hazardous chemical safety.

At the press conference, relevant officials also introduced this summer's flood prevention work. It is predicted that during the main flood season this year, precipitation in Northeast China, South China, and other areas will be more than 10% above average, and large floods may occur in the middle and lower reaches of the Songhua River and the Pearl River Basin. The National Flood Control Headquarters has dispatched eight inspection teams to conduct supervision and inspection, guiding localities to promptly initiate emergency responses and make every effort to avoid casualties.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
