Under the background of connecting the domestic circulation and building a new development pattern, Beijing faces a brand-new "addition and subtraction" challenge: It is necessary to solidify the "subtraction" by removing unreasonable institutional "fences" and to do a good job in "addition" by cultivating the "soil" for a nationwide unified market through factor market reforms. 。
Recently, the municipal government issued the "Implementation Plan for Beijing to Accelerate the Construction of a National Unified Market," which arranges 22 specific tasks and measures around six parts: market basic system, factor market allocation, high-standard market unification, fair market supervision, high-level cooperation in the Beijing-Tianjin-Hebei region, and institutional openness of the "two zones."
Comprehensively clear market access barriers
"The city will strictly implement unified market basic system rules and fully serve the domestic circulation," said a relevant person in charge of the Municipal Development and Reform Commission. The "Implementation Plan" focuses on strictly enforcing property rights protection, market access systems, fair competition review systems, and fully implementing the social credit system to dismantle institutional "fences" and reduce market transaction costs.
The plan addresses intellectual property protection issues in new fields and new business formats by strengthening full-chain IP protection and promoting high-quality patent priority examination and rapid pre-examination in areas such as big data, artificial intelligence, and blockchain. To break down various market entity access barriers and achieve fair competition, it proposes undertaking the national pilot for market access efficiency evaluation, comprehensively clearing explicit and implicit market access barriers, issuing procedural regulations for fair competition review systems, and establishing coordination mechanisms between fair competition policies and industrial policies.
At the same time, the city will focus on strengthening technological innovation leadership, promoting orderly data security flow, deepening full-factor and full-chain capital market reforms, improving unified urban-rural land and labor markets, cultivating and developing a nationwide unified energy and ecological environment market, and deepening integration and sharing of public resource trading platforms. These efforts aim to break local protectionism and market segmentation, promote orderly factor flow and reasonable allocation, and unblock key bottlenecks restricting economic circulation.
Pilot for cross-region "handling, issuing, and receiving" of business licenses
"The 'Implementation Plan' independently chapters the construction of regional market integration, taking 'cooperation,' 'linkage,' and 'coordination' as keywords to break regional administrative barriers and institutional mechanism obstacles," said a relevant person in charge. The city will focus on promoting government service cooperation in the Beijing-Tianjin-Hebei region, deepening credit supervision linkage, and continuously advancing cross-border trade collaboration to improve policy unity, rule consistency, and execution coordination in the region.
Regarding government services that enterprises care about, the "Implementation Plan" takes expanding the scope of government service cooperation as a starting point, proposing to promote the construction of a pilot demonstration zone for coordinated business environment reform in the northern three counties of Tongzhou; continuously promote "same work, same standards" for government service items in the Beijing-Tianjin-Hebei region; promote mutual recognition and application of high-frequency electronic certificates in the region; based on the national "cross-province handling" items, explore promoting more Beijing-Tianjin-Hebei characteristic "unified handling" items; and pilot the construction of an integrated service system for cross-region "handling, issuing, and receiving" of business licenses.
Explore the "direct channel for immediate handling of online shopping complaints"
The key to a unified market lies in "unification." How to achieve high-standard unification of goods and service markets and fair and unified market supervision tests the wisdom of government departments.
"The city will focus on deepening quality certification system reform, comprehensively improving consumer service quality, and improving key field standard systems to promote smoother flow of goods and factor resources on a larger scale," said a relevant person in charge. For example, in product inspection, testing, and quality certification, it will promote innovation in the exemption from mandatory product certification system, expand pilot applications, broaden the "white list," and open convenient channels for key industries such as integrated circuits, automobile manufacturing, and information technology for self-commitment, self-declaration, automatic certification, and credit supervision; in improving consumer service quality, it will continue special rectification actions against online illegal activities such as false advertising and fake transactions, strengthen the disclosure and management of consumer evaluation data, further optimize the mechanism for resolving online transaction complaints, and explore promoting the "direct channel for immediate handling of complaints" process.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
