　　On August 16, Premier Li Qiang presided over the second plenary meeting of the State Council, thoroughly implementing General Secretary Xi Jinping's important speech on the current economic situation and economic work, fully implementing the decisions and deployments of the Party Central Committee, redeploying and advancing the next steps to ensure the completion of annual goals and tasks, and solidly promoting high-quality development.

　　Li Qiang pointed out that since the beginning of this year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, and with the joint efforts of all regions and departments, China's economic operation has generally rebounded and improved, laying a good foundation for achieving the annual goals and tasks. We must effectively unify our thoughts and actions with the Party Central Committee's scientific judgments and decision-making deployments, adhere to the general principle of seeking progress while maintaining stability, strengthen confidence, maintain composure, strive to act, implement macro-control precisely and effectively, strengthen coordination and cooperation of various policies, continuously promote sustained improvement in economic operation, continuously enhance endogenous momentum, continuously improve social expectations, continuously resolve risks and hidden dangers, and accelerate the shaping of new advantages for high-quality development by consolidating the foundation.

　　Li Qiang emphasized the need to focus on expanding domestic demand, continue to broaden policies to expand consumption and promote investment, boost bulk consumption, mobilize private investment enthusiasm, and solidly carry out preliminary research and reserves for major projects. Efforts should be made to build a modern industrial system, accelerate the transformation and upgrading of traditional industries with new technologies and new business formats, vigorously promote the development of strategic emerging industry clusters, and comprehensively accelerate the digital transformation of manufacturing. Efforts should be made to deepen reform and expand opening up, thoroughly implement a new round of state-owned enterprise reform and enhancement actions, optimize the development environment for private enterprises, promote stable scale and optimized structure of foreign trade, and attract and utilize foreign investment with greater intensity. Efforts should be made to promote coordinated regional and urban-rural development, deepen the implementation of the main functional area strategy, thoroughly implement the new urbanization strategy and rural revitalization strategy, and consolidate and expand poverty alleviation achievements. Efforts should be made to prevent and resolve major risks, effectively and orderly advance substantial risk mitigation in key areas. Efforts should be made to guarantee and improve people's livelihood, increase social assistance and bottom-line guarantees for people in difficulty, and promote employment and income growth through multiple channels. Efforts should be made to strengthen disaster prevention, mitigation, relief, and safety production supervision, effectively carry out post-disaster recovery work, conduct in-depth inspections and rectifications of safety production risks and hidden dangers, and maximize the protection of people's lives and property.

All departments of the State Council should strengthen their overall perspective, keep in mind the 'big picture of the country,' find the right entry points for work, and open up new situations. They should take the initiative to step forward, strengthen coordination and cooperation, work together around 'efficiently completing a task,' and continuously enhance the sense of gain among the public and enterprises. They should break fixed thinking patterns, adhere to starting from reality, continuously optimize work processes and promotion methods. They should better perform their duties and responsibilities, organically combine supervision and service, safety assurance and development promotion, think more about development, help enterprises more, and create a strong atmosphere of entrepreneurship and joint promotion of development throughout society.
