Recently, the Ministry of Agriculture and Rural Affairs, the National Standardization Administration, and the Ministry of Housing and Urban-Rural Development jointly issued the "Rural Revitalization Standardization Action Plan" (hereinafter referred to as the "Action Plan"). The Standards and Technology Department of the State Administration for Market Regulation has provided an interpretation of the "Action Plan".
1► What is the background for the issuance of the "Action Plan"?
Comprehensively promoting rural revitalization is a major task for achieving the great rejuvenation of the Chinese nation. General Secretary Xi Jinping emphasized, "From the overall strategy of the great rejuvenation of the Chinese nation, for the nation to be rejuvenated, the countryside must be revitalized." Currently, the central task of the Communist Party of China is to unite and lead the people of all ethnic groups across the country to fully build a modern socialist country and achieve the second centenary goal, advancing the great rejuvenation of the Chinese nation through Chinese-style modernization. Solving the "three rural issues" (agriculture, rural areas, and farmers) is crucial to the overall national rejuvenation, and it is necessary to mobilize the entire Party and society to promote rural revitalization.
Rural revitalization cannot be achieved without the support of standards. Standards are the technical support for economic activities and social development and an important aspect of the country's fundamental system. Standardization plays a fundamental and leading role in advancing the modernization of the national governance system and governance capacity. The "National Standardization Development Outline" specifically deploys "promoting the standardization construction of rural revitalization" and proposes "strengthening standard guidance and implementing the rural revitalization standardization action." The "14th Five-Year Plan for Promoting Agricultural and Rural Modernization" also emphasizes improving the level of agricultural standardization, implementing rural construction actions, and building livable and workable villages. To implement the relevant deployments of the "National Standardization Development Outline" and the "14th Five-Year Plan for Promoting Agricultural and Rural Modernization," coordinate the implementation of the rural revitalization standardization action, and fully leverage the supporting role of standardization in promoting rural revitalization, the National Standardization Administration, the Ministry of Agriculture and Rural Affairs, and the Ministry of Housing and Urban-Rural Development have jointly formulated this "Action Plan."
2► What are the main goals to be achieved by the "Action Plan"?
The overall goal is that by 2025, a high-quality development standard system for agriculture and rural areas will be basically established, a standardization promotion service system will be basically built, the internationalization level of agricultural and rural standards will be significantly improved, and a coordinated standardization promotion mechanism will be basically formed.
The specific goals are mainly reflected in three levels: at the industrial development level, a high-quality agricultural development standard system will be basically established; while revising and formulating 1,000 national industry standards, positive progress will be made in building a full-industry-chain standard system and coordinating the production and product "three products and one standard"; at the rural construction level, a batch of national, industry, and local standards for rural construction will be formulated and revised, the support capacity of rural public service standards will be improved, and a preliminary rural construction standard system will be formed with more scientific content and more reasonable structure; at the promotion mechanism level, the demonstrative role of standardization will be significantly enhanced, and the demonstration and driving roles of national agricultural standardization demonstration zones, agricultural standardization service and promotion platforms, and national modern agriculture full-industry-chain standardization demonstration bases will be more prominent.
3► What key tasks are deployed in the "Action Plan"?
Focusing on the main goals, the "Action Plan" proposes 11 key tasks, which can generally be categorized into three aspects.
First, strengthen the standard foundation for agricultural development. Focus on seed, farmland construction, soil remediation, agricultural machinery equipment, and facility agriculture standardization, playing a key role of standards in ensuring food security; take products as the main line to build a collaborative and efficient modern agricultural full-industry-chain standard system; optimize standards related to the safe use of agricultural inputs, agricultural product quality, and agricultural product quality and safety supervision; continuously improve agricultural green development standards from aspects such as reducing input usage, resource utilization of agricultural waste, strengthening resource monitoring, and ecological environment protection.
Second, fill the standard gaps in rural construction. Promote the construction of rural infrastructure standards, research and formulate standards for rural housing design, village renovation, beautiful and livable village creation demonstrations, as well as emerging rural service industries such as cold chain logistics and express delivery services; formulate general standards for the living environment, strengthen the formulation and revision of special standards for rural toilets, manure treatment, garbage disposal, and village appearance management, and improve the rural living environment standard system; focus on education, health, employment services, and disaster prevention and mitigation, strengthen the implementation and application of national basic public service standards in rural areas, and carry out the formulation and revision of standards in rural safety prevention and emergency management fields.
Third, improve the level of standardization promotion for rural revitalization. Strengthen the development of relevant standards for dynamic monitoring and assistance mechanisms to prevent poverty relapse, project management mechanisms, consolidate and improve the standardization level of poverty prevention work; promote the shift of standard supply from government-led to a balanced approach between government and market, optimize the standard supply structure led by national industry standards and supported by local standards, group standards, and enterprise standards; deeply carry out pilot demonstrations and service system construction to improve the efficiency of standardization work; deepen international standardization cooperation and significantly improve the internationalization level of agricultural and rural standards.
4► How to ensure the effective implementation of key tasks?
According to the multi-field, cross-professional characteristics of rural revitalization standardization and the actual problem of relatively weak foundation, the National Standardization Administration, together with relevant departments, has proposed four strengthened guarantee measures:
First, strengthen organizational leadership. The Inter-ministerial Joint Conference on Standardization Coordination under the State Council will coordinate the promotion of the rural revitalization standardization action. Communication and collaboration among departments, between supervisory departments at all levels, and between departments and standard research and promotion service institutions must be strengthened to jointly promote rural revitalization standardization work.
Second, strengthen technological support. Promote the interactive development of standardization and technological innovation, strengthen the construction of standardization technical organizations and standard innovation R&D platforms, and gradually form a comprehensive rural revitalization standardization technical support system covering all levels.
Third, strengthen policy support. All regions and relevant departments should strengthen the funding guarantee for rural revitalization standard research and standardization action work, and enhance the construction of standardization talent teams in the field of rural revitalization.
Fourth, strengthen publicity and guidance. Strengthen the publicity and guidance of rural revitalization standardization work, establish various forms of standardization learning and exchange mechanisms, select and promote typical cases of learning and using standards, and actively create a good atmosphere for the implementation of rural revitalization standardization actions.
5► What are the prominent features of the "Action Plan"?
In summary, the "Action Plan" has three characteristics.
The first characteristic is the focus on the work priorities. Specifically, it highlights the key departments, key areas, and important measures of rural revitalization standardization work. Rural revitalization standardization work involves many departments, and the current key departments promoting the work are mainly the Ministry of Agriculture and Rural Affairs, the National Standardization Administration, and the Ministry of Housing and Urban-Rural Development. Rural revitalization involves five major revitalizations: industry, talent, culture, ecology, and organization. The recent key areas of standardization work mainly focus on consolidating the foundation of modern agricultural standards, filling the gaps in rural construction standards, and consolidating and improving the standardization level of poverty prevention work. The "Action Plan" coordinates the specific measures of various departments participating in rural revitalization standardization work to ensure that the work measures around key areas are feasible and effective during implementation.
The second characteristic is the implementation of the new development philosophy. The development concepts of innovation, coordination, green, openness, and sharing are important guidelines for all fields of rural revitalization. The "Action Plan" proposes promoting the interactive development of standardization and technological innovation. It emphasizes consolidating the foundation of modern agricultural standards and also focuses on filling the gaps in rural construction standards, reflecting coordination between development and construction; strengthening the standardization of rural infrastructure construction and improving the rural living environment standard system aims to promote coordinated urban-rural development. The "Action Plan" clarifies the improvement of agricultural green development standards. It proposes deepening international standardization cooperation and significantly improving the internationalization level of agricultural and rural standards. In addition, the "Action Plan" emphasizes consolidating and improving the standardization level of poverty prevention work, strengthening the support of rural public service standards, and fulfilling the requirements of sharing development achievements. Overall, the "Action Plan" fully implements the new development philosophy and has strong vitality.
The third characteristic is the formation of a joint promotion synergy. The "Action Plan" was reviewed and approved at the plenary meeting of the Inter-ministerial Joint Conference on Standardization Coordination under the State Council, and jointly issued by the Ministry of Agriculture and Rural Affairs, the National Standardization Administration, and the Ministry of Housing and Urban-Rural Development. During the drafting process of the "Action Plan," extensive opinions were solicited from various departments, the division of responsibilities among departments was clarified, and a working mechanism for collaboratively advancing the standardization of rural revitalization was established.
