United Intelligence Certification Company's Safety Development Center assists in the successful hosting of the 2023 Beijing Daxing District Special Training on Work Safety


  At the 20th National Congress of the Communist Party of China, President Xi Jinping proposed: adhere to safety first and prevention foremost, establish a comprehensive safety and emergency response framework, improve the public safety system, and promote the transformation of public safety governance towards proactive prevention. Advance special rectification of production safety risks and strengthen safety supervision in key industries and fields.

  From September 18 to 20, 2023, the Safety Development Center of United Intelligence Certification Company and the Emergency Management Bureau of Daxing District, Beijing jointly held a three-day special training on production safety. The training was attended by leaders and safety officers from 300 key enterprises under the jurisdiction of the Daxing District Emergency Management Bureau.

  This training invited Professor Zhang Shengzhu from the China Academy of Safety Science and Technology to explain professional knowledge on "Production Safety Standardization" and "Checklist Preparation" to the participants.

  Professor Zhang Shengzhu's explanation was brilliant and thought-provoking. He analyzed the importance of safety awareness from multiple perspectives and emphasized the strict control and implementation of the "system gate," as system regulations are the important basis and standard for carrying out production safety work. In addition, he cited numerous accident cases to analyze the safety hazards existing in enterprises, pointing out that enterprises should further strengthen safety work and enhance the safety production awareness of safety officers.

  "As long as everyone works together with perseverance, we can definitely promote continuous improvement in safety work," encouraged Professor Zhang.

  Through this training, the basic skills of safety personnel in ensuring unit safety were further consolidated. Enterprises are encouraged to establish a production safety responsibility system, formulate safety management systems and operating procedures, identify and manage hazards, and monitor major risk sources; by establishing prevention mechanisms and standardizing production behaviors, all production links comply with relevant production safety laws, regulations, and standards, effectively strengthening the standardized construction of enterprise production safety.

  This production safety training, co-organized by the Safety Development Center of United Intelligence Certification Company, received high recognition from the leaders of the Daxing District Emergency Management Bureau. Through the training, not only was enterprise safety awareness improved and the importance of production safety work emphasized, but the regional influence of United Intelligence Certification Company's safety business was also expanded, laying a solid foundation for future work.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
