The National Standardization Administration and five other departments jointly issued the "Urban Standardization Action Plan"


  To thoroughly implement the spirit of the 20th National Congress of the Communist Party, implement the "National Standardization Development Outline," and fully leverage the supporting and guiding role of standardization in urban development, recently, six departments including the National Standardization Administration, Ministry of Industry and Information Technology, Ministry of Civil Affairs, Ministry of Ecology and Environment, Ministry of Housing and Urban-Rural Development, and Ministry of Emergency Management jointly issued the "Urban Standardization Action Plan" (hereinafter referred to as the "Action Plan").

  The "Action Plan" proposes

  By 2027, the high-quality urban development standard system will be basically established, with more than 150 national and industry standards formulated or revised in areas such as urban sustainable development, new urbanization construction, smart cities, public services, urban governance, emergency management, green and low-carbon development, ecological environment, cultural services, and infrastructure. The leading role of urban-wide standardization will be significantly enhanced, with cooperation on urban standardization between the central government and more than five provinces, and over 30 typical cases of urban standardization published. The international influence of urban standardization will continue to increase, actively participating in the formulation of a batch of international standards in urban sustainable development and smart city fields, hosting high-level urban standardization forums, regularly publishing white papers on urban standardization development, and continuously promoting international exchanges and cooperation on urban standardization. A preliminary linkage mechanism for urban standardization work will be formed, establishing a three-level linkage mechanism among the central, provincial, and municipal levels, building an urban standardization joint mechanism, and creating collaborative platforms for urban standardization work, experience sharing, and international cooperation.

  The "Action Plan" deploys 16 key tasks and proposes relevant organizational and implementation measures. On one hand, focusing on accelerating the construction of a high-quality urban development standard system, it clarifies key standard formulation and revision tasks in 12 fields including urban sustainable development, regional coordinated development, smart cities, urban government services, grassroots governance, urban economic development, basic public services, urban safety risk emergency protection, ecological environment, urban and rural cultural protection and innovative services, urban public facility management and services, and new urbanization standardization construction. On the other hand, focusing on systematically advancing urban standardization work, it deploys key standardization tasks such as deeply carrying out urban standardization pilot construction, urban standardization international cooperation, building platforms for urban standardization experience exchange and cooperation, and exploring special standardization actions in key fields.

  The issuance of the "Action Plan" will further consolidate the standard foundation for high-quality urban development, strengthen the promotion and application of standards throughout urban areas, and provide standardization work support to help improve the level of high-quality urban development and accelerate the modernization of urban governance systems and capabilities.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
