The Party Central Committee and the State Council have approved the adjustment of responsibilities, institutions, and staffing of 5 departments.

　　According to recent news from the China Institutional Organization Network, the General Office of the CPC Central Committee and the General Office of the State Council recently issued related notices to adjust the responsibilities, institutions, and staffing of the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the National Health Commission, and the People's Bank of China, as well as the responsibilities of the Chinese Academy of Social Sciences.

Notice from the General Office of the CPC Central Committee and the General Office of the State Council on Adjusting the Responsibilities, Institutions, and Staffing of the Ministry of Industry and Information Technology

　　According to the "Plan for the Reform of Party and State Institutions" and the "Plan for Optimizing and Adjusting the CPC Central Committee and State Council Deliberation and Coordination Institutions," and with the approval of the CPC Central Committee and the State Council, the adjustments to the responsibilities, institutions, and staffing of the Ministry of Industry and Information Technology are hereby notified as follows.

　　1. The responsibilities of the Ministry of Science and Technology for organizing the formulation of plans and policies for the development and industrialization of high technology, guiding the construction of national independent innovation demonstration zones, national high-tech industrial development zones, and other science parks, as well as guiding the development of the science and technology service industry, technology markets, and science and technology intermediary organizations, shall be transferred to the Ministry of Industry and Information Technology.

　　2. The Leading Group for Promoting the Development of Small and Medium-sized Enterprises of the State Council and its office shall no longer be retained. The relevant specific work shall be undertaken by the Small and Medium-sized Enterprises Bureau of the Ministry of Industry and Information Technology.

　　3. The High-tech Department of the Ministry of Science and Technology, with 25 administrative staff and 4 division-level leadership positions, and the Department of Achievement Transformation and Regional Innovation with 6 administrative staff and 2 division-level leadership positions, shall be transferred to the Ministry of Industry and Information Technology.

　　After adjustment, the Ministry of Industry and Information Technology will have 23 internal institutions, 725 administrative staff, and 110 division-level leadership positions.

　　According to the "Plan for the Reform of Party and State Institutions" and the "Plan for Optimizing and Adjusting the CPC Central Committee and State Council Deliberation and Coordination Institutions," and with the approval of the CPC Central Committee and the State Council, the adjustments to the responsibilities, institutions, and staffing of the Ministry of Ecology and Environment are hereby notified as follows.

　　1. The responsibilities of the Ministry of Science and Technology for organizing the formulation of plans and policies to promote ecological environment development, as well as the Department of Social Development Science and Technology with 4 administrative staff and 1 division-level leadership position, shall be transferred to the Ministry of Ecology and Environment.

　　2. The Leading Group for Air Pollution Prevention and Control in the Beijing-Tianjin-Hebei and Surrounding Areas and its office shall no longer be retained. The Atmospheric Environment Department of the Ministry of Ecology and Environment will no longer carry the nameplate of the Air Environment Management Bureau for the Beijing-Tianjin-Hebei and Surrounding Areas.

　　3. The Central Ecological Environment Protection Inspection Office within the Ministry of Ecology and Environment shall be renamed the Central Ecological Environment Protection Inspection Coordination Bureau, and its responsibility description shall be changed from "undertaking the daily work of the State Council Leading Group for Ecological Environment Protection Inspection" to "handling specific affairs of the Office of the Central Leading Group for Ecological Environment Protection Inspection."

　　After adjustment, the Ministry of Ecology and Environment will have 21 internal institutions, 504 administrative staff, and 79 division-level leadership positions.

　　According to the "Plan for the Reform of Party and State Institutions" and the "Plan for Optimizing and Adjusting the CPC Central Committee and State Council Deliberation and Coordination Institutions," and with the approval of the CPC Central Committee and the State Council, the adjustments to the responsibilities, institutions, and staffing of the National Health Commission are hereby notified as follows.

　　1. The responsibilities of the Ministry of Science and Technology for organizing the formulation of plans and policies to promote health development shall be transferred to the National Health Commission.

　　2. The responsibilities of the National Health Commission for organizing the formulation and coordination of policies and measures to respond to population aging, and undertaking the specific work of the National Committee on Aging, shall be transferred to the Ministry of Civil Affairs.

　　3. The China Aging Association, which is under the management of the National Health Commission, shall be transferred to the Ministry of Civil Affairs.

　　4. Four administrative staff and one division-level leadership position of the Ministry of Science and Technology shall be transferred to the National Health Commission. Three administrative staff of the National Health Commission shall be transferred to the Ministry of Civil Affairs.

　　After adjustment, the National Health Commission will have 19 internal institutions, 444 administrative staff, and 81 division-level leadership positions.

　　According to the "Plan for the Reform of Party and State Institutions," and with the approval of the CPC Central Committee and the State Council, the adjustments to the responsibilities, institutions, and staffing of the People's Bank of China are hereby notified as follows.

　　1. On the adjustment of main responsibilities

　　(1) The Financial Stability and Development Committee of the State Council and its office shall no longer be retained. The responsibilities of the office of the Financial Stability and Development Committee of the State Council shall be transferred to the office of the Central Financial Committee.

　　(2) The daily supervision responsibilities over financial holding companies and other financial groups shall be transferred to the National Financial Regulatory Administration.

　　(3) The responsibilities for establishing and improving the basic system for financial consumer protection shall be transferred to the National Financial Regulatory Administration.

　　2. On the adjustment of institutional setup

　　(1) The Secretariat of the Office of the Financial Stability and Development Committee of the State Council, which is set up in the People's Bank of China, shall be transferred to the office of the Central Financial Committee.

　　(2) The Financial Consumer Rights Protection Bureau of the People's Bank of China shall no longer be retained. The responsibilities for coordinating and promoting related inclusive finance work previously undertaken by the Financial Consumer Rights Protection Bureau shall be transferred to the Financial Market Department.

　　(3) The Macroprudential Management Bureau shall no longer undertake the daily supervision responsibilities over financial holding companies and other financial groups. The responsibilities of the Financial Market Department for coordinating internet financial supervision and formulating and organizing the implementation of macro credit guidance policies related to the real estate financial sector shall be transferred to the Macroprudential Management Bureau.

　　3. On the adjustment of administrative staffing and leadership positions

　　According to the transfer of responsibilities, the People's Bank of China will reduce 30 administrative staff and 6 division-level leadership positions accordingly.

　　After adjustment, the People's Bank of China will have 20 internal institutions, 714 administrative staff, and 87 division-level leadership positions.

　　According to the "Plan for Optimizing and Adjusting the CPC Central Committee and State Council Deliberation and Coordination Institutions," and with the approval of the CPC Central Committee and the State Council, the adjustments to the responsibilities of the Chinese Academy of Social Sciences and other matters are hereby notified as follows.

　　1. The responsibility of the Chinese Academy of Social Sciences for managing the China Local Chronicles Guidance Group shall no longer be retained.

　　2. The office of the China Local Chronicles Guidance Group shall be renamed the China Local Chronicles Work Office and will continue to carry the nameplate of the National Local Chronicles Museum.

　　3. The China Local Chronicles Work Office shall be managed by the Chinese Academy of Social Sciences on behalf of the Central Leading Group for Propaganda, Ideological, and Cultural Work.
