Recently, to deeply promote the improvement of quality management systems in small and micro enterprises, United Zhiyie Certification Company conducted a special training on quality improvement for small and micro enterprises in Shanxi Province. Through quality system certification, it helps enterprises improve quality and efficiency, empowering the high-quality development of local industries.

This quality improvement action for small and micro enterprises was led by the Taiyuan branch of United Zhiyie Certification Company, in cooperation with the Market Supervision Administration of Lingshi County, Jinzhong City, Shanxi Province. The theme was "Serving Professional Towns, Certification Improvement Tour." United Zhiyie Certification Company dispatched professional instructors to conduct training through remote teaching.

This special training was conducted both online and offline, attracting active participation from relevant personnel of the local Market Supervision Bureau and representatives of related enterprises. Chen Jiadan, the project leader for small and micro enterprise quality improvement and assistant general manager of United Zhiyie Certification Company, delivered remote lectures. Teacher Chen fully utilized the role of quality certification in "helping enterprises overcome difficulties," focusing on the development difficulties, pain points, and bottlenecks of small and micro enterprises. Through successful assistance cases carried out by the company over the years, a profound explanation was given to enhance participants' awareness of quality management, helping everyone realize the positive role of quality certification in promoting quality-strong counties, assisting enterprises in improving quality and efficiency, stimulating innovation vitality in small and micro enterprises, and promoting their high-quality development.

The humic acid industry in Lingshi County is highly developed, and the local government attaches great importance to the high-quality development of the professional humic acid town. In this assistance action, the Market Supervision Administration of Lingshi County selected 11 small and micro enterprises with certification needs for quality certification assistance. United Zhiyie Certification Company conducted in-depth on-site "diagnosis and consultation" by investigating and collecting information on enterprises' production, operation, and management. They understood the shortcomings and weaknesses in enterprises' quality management systems, production processes, quality control procedures, talent teams, and corporate culture, forming a list of problems. Targeted measures were implemented for enterprises, carrying out "one-to-one" targeted assistance. Following the principle of "one enterprise, one policy," they guided enterprises to establish and improve quality management systems, formulated effective quality management system improvement assistance plans based on enterprise characteristics and actual needs, trained enterprise legal representatives and quality managers, and guided and helped enterprises organize production according to requirements to achieve cost reduction and efficiency improvement.
Next, United Zhiyie Certification Company will join hands with the Market Supervision Administration of Lingshi County, taking the quality management system certification improvement action for small and micro enterprises as a breakthrough point. Combining the development needs of assisted enterprises, they will track enterprises' continuous improvement, promote the high-quality development of local enterprises, and empower Lingshi County to build a major domestic humic acid production base and the most influential industrial cluster.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
