At the current stage, China's industrialization development has entered a new phase, facing urgent demands for digital transformation and intelligent integration. Various regions are actively promoting the integration of digital and physical industries, laying out technological frontiers, continuously stabilizing, consolidating, and strengthening the industrial chain in the process of advancing new industrialization, and promoting high-quality economic development.
Hebei: Traditional Industries Rise with the "Cloud"
Hebei is a major province for traditional industries, with significant shares in steel, petrochemicals, building materials, and equipment manufacturing. In recent years, Hebei has seized the major opportunities brought by the new round of technological revolution and industrial transformation, focusing on cloud adoption, data utilization, and intelligence empowerment. It has formulated a series of action plans such as "100,000 Enterprises on the Cloud," digital transformation of manufacturing, 5G application "pilot projects," and the integration of new industrialization and informatization. Moving towards "data" and riding the "cloud," Hebei promotes the digital transformation of traditional industries and accelerates the new industrialization process.
At the rail molding process (ODF) production line of Hebei Canghai Nuclear Equipment Technology Co., Ltd. in Cangzhou City, employees operate the main control keyboard and control knobs. Machines in the workshop then transport steel plates to the production line, which are processed through milling, molding, and extrusion. A 12-meter-long straight seam double-sided submerged arc welded pipe is produced in just 3 minutes. At Kailuan Group Qianjiaying Mining Company in Tangshan City, as the centralized control driver presses the "one-key start" button in the control cabin, large underground machinery such as crushers, transfer machines, and coal cutting units start sequentially. The surface dispatch command center simultaneously begins a real-time "live broadcast" of the coal mining process, providing a clear view of the intelligent coal mining workflow underground. Hebei Iron and Steel Group Tangsteel Company integrates digital technology into production processes, implementing full-process intelligent control over ironmaking, steelmaking, and rolling. With just a click of the mouse, the blast furnace, converter, and supporting equipment can operate automatically, making "one-click steelmaking" a reality.
All regions in Hebei actively embrace digital transformation. Shijiazhuang promotes the deep integration of enterprise informatization and industrialization through project construction, driving the digital transformation and upgrading of key industries such as electronic information, biomedicine, equipment manufacturing, and modern food. "In recent years, Shijiazhuang has continuously enhanced enterprise innovation capabilities by optimizing digital transformation resource supply, promoting industrial chain integration, and strengthening the replication and promotion of digital model enterprises, guiding and driving enterprises to achieve digital transformation," said Zhang Haidong, Secretary of the Party Leadership Group and Director of the Shijiazhuang Municipal Bureau of Industry and Information Technology.
Recently, the Bicycle (Children's Bicycle) Industry Intelligent Connectivity Platform in Pingxiang County, Xingtai City, and the digital collaborative factory of Xingtai Jintian Children's Products Co., Ltd. were recognized as "2023 National Typical Scenarios of Enterprise Digital Application" by the Zhongguancun Digital Economy Industry Alliance. Shi Wenke, head of the Pingxiang County Bureau of Industry and Information Technology, introduced that Pingxiang County has built a Bicycle (Children's Bicycle) Industry Intelligent Connectivity Platform, integrating technologies such as intelligent manufacturing, the Internet, robotics, and artificial intelligence. It has constructed "one network and six centers," connecting the industrial data chain to achieve overall upstream and downstream collaboration and promote the digital transformation of industrial clusters.
While continuously promoting the construction of new industrialization, Hebei's traditional industries provide broad space for digital economy development, and digitalization injects new vitality into the transformation of traditional industries. Shandong: Accelerating Formation of Industrial Clusters
Since the beginning of this year, Shandong has focused on new industrialization construction, actively adjusting and optimizing inefficient capacity, concentrating on strengthening the entire industry advantage, reducing and integrating inefficient capacity, and upgrading traditional industries. It has deeply implemented the "Ten Thousand Technical Renovations, Ten Thousand Enterprise Transformations" initiative to solidify the foundation for high-quality development.
Jinan has deeply implemented the strategy of strengthening the city through industry, promoting the accelerated integration of digital technology and the real economy. Advanced manufacturing industries such as information technology and new energy vehicles have shown significant growth, highlighting their driving role. The new generation information technology industry ranks first among Jinan's four leading pillar industries and is a key flagship industrial chain cluster for the city. Among them, the software and information technology service industry reached a scale of 438.2 billion yuan in 2022, accounting for half of Shandong Province. Driven by the new generation information technology industry, in 2022, the added value of Jinan's core digital economy industries accounted for 17.63% of GDP, and the digital economy scale accounted for 47% of GDP, ranking sixth among cities nationwide in development level.
Today, Jinan's famous enterprises and brands continue to emerge, the scale of chain cluster development keeps improving, and it hosts leading backbone enterprises such as Inspur Group, Gaosu Information, Zhongchuang Software, Shandong Tianyue, and Shanda Diwei. There are 822 enterprises with operating revenues exceeding 100 million yuan and 56 enterprises exceeding 1 billion yuan. The artificial intelligence industry has gathered more than 270 enterprises, driving related industries to exceed 100 billion yuan in scale.
At the digital workshop for composite material production of Lianyi Plastic Engineering Co., Ltd. in Feicheng, Tai'an, four intelligent engineering plastic stretching production lines are fully operational under the control of a cloud management system. "In intelligent production, with the same investment scale, production efficiency can increase by more than 34%," said Zhang Feng, the company's general manager. Since the beginning of this year, Feicheng City in Tai'an has signed a comprehensive cooperation agreement with Huawei, introduced the "Ten Golden Rules" for industrial economy, established an industrial internet development fund of no less than 50 million yuan, and formulated a technical renovation investment subsidy policy of "3% investment + 1.5% interest subsidy." Xintai City in Tai'an focuses on "optoelectronic technology, optical fiber communication, laser and laser equipment" as its main directions. Currently, Xintai has introduced 23 digital industry projects, cultivated 8 enterprises above designated size, and built a highly competitive digital industry cluster.
Currently, Tai'an has started construction on 524 new industrialization projects with a total investment of 233.61 billion yuan. Ninety-one projects have been completed and put into production, and 9 provincial-level characteristic industrial clusters have been cultivated. Song Hongyin, Secretary of the Party Committee of the Tai'an Industrial Promotion Committee, introduced that the local government has established a new industrialization strong city construction promotion committee to promote the chain layout of industrial cluster development and accelerate the formation of industrial clusters.
From January to August this year, the added value of high-tech manufacturing in Shandong Province increased by 7.9%, and investment in technical renovation grew by 14.7%. It is reported that Shandong will further increase policy support and factor guarantees, cultivate and expand emerging industries, plan ahead for future industries, deeply implement the advanced manufacturing strong province action, actively cultivate new industries and new tracks, and accelerate the construction of a modern industrial system with advanced manufacturing as the backbone. Hubei: Innovation Ecosystem Continually Optimized

This is the intelligent workshop of Wuhan Yimo Technology Co., Ltd., which integrates intelligent production management, flexible automated processing, and intelligent warehousing logistics for Wuhan Liansu. Yi Ping, chairman of Wuhan Yimo Technology, introduced that under the command of the domestic industrial software, the "strongest brain," the operation shifted from manual to data-driven. Workshop No. 4 of Wuhan Liansu operates 24 hours nonstop, increasing production capacity by 25% and improving logistics transfer efficiency by over 200%. Previously, each worker managed 3 machine tools on average; now one worker can manage 12 machine tools, and production data analysis time has been reduced from 24 hours to 2 hours.
According to You Zheng, academician of the Chinese Academy of Engineering and president of Huazhong University of Science and Technology, manufacturing enterprises in Hubei are actively transitioning to digitalization, which is a typical manifestation of new industrialization. "New industrialization is an intelligent industry developed on the basis of the information industry. In short, it is based on human brain intelligence, computer networks, and physical equipment as fundamental elements. To develop new industrialization, it is necessary to promote the integration of modern service industries with advanced manufacturing, and the integration of digital technology with the real economy." You Zheng believes that for Hubei's manufacturing industry to seek high-quality development, it must build a modern industrial system, achieve advanced industrial structure, and modernize the industrial foundation.
In Hubei, the "golden key" of digitalization is helping more and more enterprises open the door to new industrialization. Foxconn's Wuhan factory and Midea's refrigerator factory in Jingzhou have been successively rated as global "Lighthouse Factories," representing the highest level of intelligence and digitalization in the manufacturing field. Led by these benchmark enterprises, Hubei's manufacturing companies are actively "going online" and "entering the cloud." Currently, there are 238 fully connected 5G factories under construction or completed in the province, with 48,000 industrial enterprises on the cloud, covering over 48%, and the CNC rate of key enterprise processes exceeding 60%.
Technological innovation is a key element of new industrialization, and Hubei is fully committed to laying the foundation for innovation in the digital economy. The digital economy sector in Hubei Province has 5 national key laboratories, 6 national engineering technology research centers, 2 national manufacturing innovation centers, and 75 national enterprise technology centers, with continuous emergence of R&D achievements. By the end of 2022, among the industrial enterprises above designated size in Hubei Province, 4,531 had established R&D institutions, an increase of 1,838 from the previous year, a growth of 68.3%; the research platform capabilities are strong.
The collaborative innovation ecosystem of digital technology is continuously optimized, strengthening development momentum, optimizing industrial structure, and improving economic efficiency. In 2022, the electronic information industry in Hubei Province achieved revenue of 765.5 billion yuan, a year-on-year increase of 20.6%. In the first half of this year, Hubei's software business revenue reached 133.824 billion yuan, a year-on-year increase of 14.3%. The cumulative number of registered identifiers at the national top-level node for industrial internet identification resolution (Wuhan) has exceeded 10 billion.
To enable more Hubei enterprises to ride the wave of digitalization, Hubei is actively building platforms and ecosystems. Through three rounds of selecting outstanding application cases in the digital economy field across departments, levels, and regions, typical applications benefiting enterprises and the public have been created; based on its own advantages, focusing on key areas of the digital economy, it is building leading digital economy industrial clusters and digital economy innovation development demonstration zones; establishing a provincial-level digital economy project library, accelerating the construction of major projects such as the central hub node of "East Data West Computing," the Three Gorges Dongyue Temple, Wudang Cloud Valley Data Center, and the top-level node of the industrial internet.
