  "Do not say you start early, there are those who start earlier." Getting up at five in the morning, today's audit company is located in Shenyang. After a quick wash, I prepared to catch the earliest high-speed train.

  The night is hazy, snowflakes dance in the air under the streetlights; this is the first snowfall since winter began. The first snow quietly arrives, and the northern winter is bitterly cold, covered in silver.

  No time to enjoy the scenery, the audit destination is still far away.

  "One mountain after another, one river after another. Heading towards Yuguan, deep into the night with a thousand tents lit. One watch of wind, one watch of snow. The noisy sounds shatter dreams of home, such sounds are absent in the old garden." This poem "Longing" by Nalan Xingde expresses the poet's homesickness, but it also truly reflects us auditors—"long away from home, working from dawn to dusk," which is routine for us.

  However, as an auditor, I understand the responsibility I bear—"diligent cultivation, continuous progress, and a professional spirit that inspires."

  Today's audited company is Shenyang Liming Xinfeng Electric Co., Ltd., a manufacturer of high and low voltage complete electrical equipment. Since cooperating with United Intelligence Certification Company to establish scientific product process flows and rigorous "quality, environment, occupational health and safety" management systems, the company's internal management has gradually moved towards standardization, normalization, and scientific management, which fills us with great satisfaction and pride.

  Upon arrival at the audit site, we first signed in according to certification regulations. Then, as planned, we held the opening meeting to explain and clarify the type, purpose, scope, audit criteria, specific arrangements, and possible changes of this audit.

  Next, the audit team officially entered the audit process. Through interviews, document review, and on-site inspections, the team systematically audited all departments covered by the company's QES three systems, verifying the conformity and effective operation of the quality, environment, and occupational health and safety management systems established according to standards.

  Within the company's certification scope, routine factory inspection items for distribution box products include: general inspection, mechanical operation test, electrical clearance measurement, protective circuit effectiveness measurement, insulation resistance verification, dielectric performance test, and protection level verification.

  The temperature rise test is not part of the routine factory inspection specified for the product; it is a type test to confirm the product structure. If the product structure and standards have not changed, it is not necessary to arrange sample testing for every batch of products leaving the factory.

  This audit team referenced similar distribution box products in the same industry that failed temperature rise tests in national product quality spot checks, and conducted in-depth discussions on how to ensure that the temperature rise test of distribution box products in low-voltage complete switchgear continues to meet standard requirements, providing guiding suggestions.

  As this audit nears its end, through on-site evidence collection, standard comparison, and audit findings, it is confirmed that the company's departments are currently operating well, the management system is functioning normally, the company's certification scope is appropriate, and the audit objectives have been met.

  At the closing meeting, I read out the audit conclusion: recommending the company to maintain its certification registration qualification.

  After the audit ended, our audit team members each rushed to the next company to be audited. The stars do not question the traveler, time does not fail the diligent; the audit, we are always on the road!

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
