Opinions of the Beijing Municipal Committee of the Communist Party of China and the Beijing Municipal People's Government on Comprehensively Optimizing the Business Environment in Beijing and Creating 'Beijing Service'

  To implement the decisions and deployments of the Party Central Committee and the State Council on optimizing the business environment, comprehensively optimize the city's business environment, further stimulate the vitality of business entities, accelerate the construction of a modern industrial system, promote the implementation of the national unified market, advance high-level opening-up, and provide strong support for the capital's high-quality development, the following opinions are proposed.

   I. Overall Requirements

  (1) Guiding Ideology

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately, and comprehensively implement the new development philosophy, firmly grasp the strategic positioning of the capital city, vigorously strengthen the construction of the "Four Centers" functions, improve the level of the "Four Services", adhere to the coordinated service and integration of the "Five Sons", with the primary goal of greatly enhancing the sense of gain and satisfaction of enterprises and the public, oriented by marketization, legalization, internationalization, and intelligence, centered on profoundly transforming government functions, focusing on building a service-oriented government and digital government, supported by "Beijing Standard", "Beijing Efficiency", and "Beijing Integrity", shaping the highest standards and international first-class "Beijing Service", comprehensively promoting the optimization and improvement of the business environment in Beijing-Tianjin-Hebei, enabling enterprises and the public to handle affairs efficiently, quickly, well, and successfully, always maintaining the leading position of the top district, achieving the city's business environment to leap to the forefront of global international competitiveness, and using an international first-class business environment to support the capital's high-quality development.

  (2) Working Principles

  — Adhere to an effective market and proactive government. Uphold the "two unwavering principles", fully play the decisive role of the market in resource allocation, better play the role of the government, earnestly implement market economy basic systems such as property rights protection, market access, fair competition, and social credit, innovate administrative methods, improve administrative efficiency, and further reduce institutional transaction costs.

  — Adhere to problem orientation and goal orientation. Focus on urgent and difficult problems faced by enterprises in investment, production, and operation, and by the public in handling affairs, center on key areas and critical links of optimizing the business environment, spare no effort to solve problems and implement policies thoroughly, effectively clear the "last mile" of policy implementation, improve government credibility and execution, build a service-oriented government that satisfies the people, and enable enterprises and the public to enjoy more precise policy services and more convenient and efficient handling experiences.

  — Adhere to reform leadership and digital empowerment. Driven by both institutional innovation and technological innovation, comprehensively improve the scientific level of government decision-making and management service efficiency. Use digital reform to assist government function transformation, focus on solving a number of institutional and mechanism obstacles, promote systematic changes in government service processes and governance models, build a new form of digital and intelligent government operation, and enhance the modernization level of government governance capabilities.

Closely align with major national strategic needs and significant capital development demands, strengthen top-level design and overall planning of the city's business environment reform, coordinate comprehensively, highlight priorities, strengthen system integration and resource consolidation, enhance departmental coordination and vertical linkage, continuously strengthen the systematicness, integrity, and synergy of reforms, fully mobilize the enthusiasm and initiative of all sectors of society, and accelerate the formation of a multi-party participation and shared pattern for optimizing the business environment.

  II. Key Tasks

  (1) Consolidate three major foundations and strengthen the leading and exemplary role of "Beijing Service"

  1. Create an international first-class "Beijing Standard." Fully leverage the fundamental role of standardization in optimizing the business environment, follow the principles of simplification, unification, coordination, and optimization, focus on optimizing administrative management, deepen the standardization of enterprise full lifecycle services, build an international first-class standard environment that matches the capital's functions and the development of high-end industries, and strengthen the leading role of the "Beijing Standard." Improve the government service standard system, focus on promoting the formulation and promotion of standards in administrative approval, government services, and other administrative management fields, unify rules, guidelines, and processes, and achieve overall improvement in government service management capabilities. Strengthen the support of technological innovation standards, enhance the ability to develop standards using independent intellectual property achievements, strengthen the transformation of scientific and technological achievements into standards, and create the internationally leading "Zhongguancun Standard" brand. Improve industrial standardization levels, focus on enhancing standardization capabilities in new generation information technology, pharmaceutical health, intelligent connected vehicles, and other fields, improve standards in the "Beijing Intelligent Manufacturing" field, and actively participate in the formulation of international standards in the digital field. Improve green development standardization guarantees, carry out carbon peak and carbon neutrality standardization improvement projects, improve environmental pollution prevention and control standard systems and resource conservation and intensive utilization standard systems, and participate in the construction of green finance standard systems. Improve the urban public facility standard system, strengthen the formulation of standards in public facility construction, operation, digital operation and maintenance, evaluation and assessment, improve standards for barrier-free environment construction and management. Enhance the level of standardization openness, promote international connectivity of policies, rules, and standards, promote the organic integration of import and export trade with standardization work, analyze and respond to technical trade measures and overseas standard information, and improve the compatibility of "Beijing Standard" with international standards.

Fully improve the quality of consumer services, regulate consumer market business order, and create a convenient and reassuring consumption environment. Improve administrative management efficiency, transform government functions, promote optimization and efficient coordination of government institutional functions, strengthen institutional supply and enforcement, continuously improve the quality and efficiency of administrative decision-making, widely apply digital technology in government management and services, and improve the efficiency of administrative approval, regulatory enforcement, and government services. Improve public service efficiency, innovate public service supply models and management mechanisms, encourage more social forces and capital to invest in public services, continuously improve the quality and efficiency of public services in transportation, education, childcare, medical care, and other fields, and promote the compatibility, openness, and sharing of public service facilities in sports, culture, and other fields. Improve urban management efficiency, vigorously promote smart city construction, advance comprehensive upgrades in urban governance and services, achieve refined and efficient urban management, improve urban sensing systems, focus on key areas such as public safety, traffic management, and ecological environment, and enhance the intelligent management level of urban infrastructure networks.

  3. Build "Beijing Integrity" as the premier model district. Vigorously promote the construction of the social credit system, solidly advance the deep integration of credit concepts, credit systems, and credit methods with all aspects and links of the economy and society, create an atmosphere of honesty, self-discipline, trustworthiness, and mutual trust, making keeping promises the most prominent symbol of Beijing's business environment. Strengthen government integrity construction, adhere to law-based administration and "sunshine administration," establish and improve records and punishment systems for government dishonesty, continuously enhance the awareness and level of integrity in government performance and administration at all levels. Deepen business integrity construction, coordinate the promotion of integrity in production, circulation, consumption, and other fields, accelerate the promotion of the credit commitment system, guide various business entities to establish a spirit of contract, actively fulfill commitments, and jointly punish dishonest acts such as counterfeiting, false advertising, and commercial fraud that infringe on consumer rights according to law, enhancing enterprises' awareness of honest operation. Utilize credit incentive mechanisms to enhance the sense of gain for enterprises with good credit. Fully promote social integrity construction, give full play to the role of credit in improving public service systems and social governance systems, focus on fields such as labor employment, medical and health care, intellectual property, environmental protection, cultural tourism, and sports, improve integrity management and self-discipline mechanisms, increase publicity of integrity models and dishonest cases, making honesty and trustworthiness a conscious pursuit of the whole society.

  (2) Build six major environments to drive the quality and efficiency improvement of "Beijing Service".

  1. Build a first-class efficient and collaborative business environment in the Beijing-Tianjin-Hebei region. Make great efforts to optimize the regional business environment, innovate the coordinated development system and mechanism of Beijing-Tianjin-Hebei, improve the regional coordinated development policy system, focus on innovation collaboration and industrial cooperation, promote integrated development of regional business environment and government services, striving to make Beijing-Tianjin-Hebei a pilot and demonstration zone for Chinese-style modernization. Jointly build a new highland for reform and opening up, promote the introduction of an action plan for building a first-class business environment in Beijing-Tianjin-Hebei, focus on key areas such as business systems, regulatory enforcement, government services, cross-border trade, and intellectual property, promote resource sharing, unified standards, mutual recognition and connectivity, efficient collaboration, and coordinated openness, strengthen the linkage development of Beijing-Tianjin-Hebei free trade zones and comprehensive bonded zones, explore "one place innovation, three places mutual recognition." Work together to build an innovation and entrepreneurship ecosystem, promote the construction of a multi-subject collaborative innovation mechanism, build a collaborative innovation system integrating government, industry, academia, research, finance, services, and application, establish and improve the list mechanism for matching supply and demand of scientific and technological achievements transformation in Beijing-Tianjin-Hebei, support various technology transfer institutions to provide cross-regional services, promote the wide gathering and free flow of innovation elements such as talents, technology, and capital, continuously improve the efficiency and proportion of scientific and technological achievements transformation within the region. Optimize the regional industrial development ecology, establish and improve the division of labor and cooperation in industrial chains and cross-regional cluster collaborative cultivation mechanisms, accelerate the construction of a number of industrial innovation alliances, strengthen the construction and management of key platforms for Beijing-Tianjin-Hebei industrial cooperation, form an industrial development ecology with optimized structure, leading quality and efficiency, and efficient collaboration, helping to build a number of world-class advanced manufacturing clusters.

  2. Build a fair competition market environment. Strengthen the fundamental position of competition policy, practice streamlining administration, reduce institutional transaction costs, continuously create an institutional environment where state-owned enterprises dare to act, private enterprises dare to venture, and foreign enterprises dare to invest.   3. Build a fair and just rule of law environment. Better play the role of the rule of law in consolidating fundamentals, stabilizing expectations, and benefiting the long term, regulate regulatory enforcement, improve judicial quality and efficiency, create a stable, fair, transparent, and predictable rule-of-law business environment, allowing entrepreneurs to operate with peace of mind, invest with confidence, and focus on entrepreneurship. Solidly promote law-based administration, accelerate legislation in key areas such as technological innovation, social credit, and foreign-related rule of law, promote more sound and improved government governance systems in all aspects, ensure healthy economic and social development through good laws and good governance. Improve comprehensive regulatory enforcement efficiency, accelerate the construction of the national market supervision digital pilot zone, establish a "risk + credit" hierarchical and classified regulatory mechanism, strengthen standardization and normalization of regulatory matters, fully promote the implementation of integrated comprehensive supervision.   4. Create a free and convenient investment and trade environment. Accelerate the creation of an international business environment compatible with the construction of the "Two Zones," align with international high-standard economic and trade rules such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), steadily promote institutional openness in rules, regulations, management, and standards, create conditions for greater stress testing, and provide more fair market, investment, and development opportunities for foreign-funded and foreign trade enterprises. Strengthen consistency between domestic and foreign capital, fully implement the pre-establishment national treatment plus negative list management system for foreign investment, promote the introduction of Beijing's foreign investment regulations, optimize certification procedures for overseas investors' qualifications, and ensure foreign enterprises enjoy equal access to factors, qualification permits, business operations, intellectual property protection, standard setting, bidding, and government procurement policies. Provide high-level services for enterprises to "bring in" and "go out," establish a multi-level, normalized communication and service system for foreign enterprises, expand the scope of "full-process online" services for foreign enterprises, offer comprehensive services for foreign enterprises' development and project implementation in Beijing, build a comprehensive "Belt and Road" service platform, integrate various resources, and provide full-chain comprehensive services. Optimize the international trade development environment, build smart ports, rely on the international trade "single window," actively strive for pilot policies on inter-port document network verification with major trade partners, and create an all-round international trade service platform. Accelerate the development of the national import trade promotion innovation demonstration zone, promote integration of domestic and foreign trade, innovate customs supervision service models, and promote the "intelligent approval" policy for special items. Foster an innovative development environment for service trade, actively create a national service trade innovation development demonstration zone, and accelerate the development of service trade in key areas such as finance, internet information, and culture. Actively carry out pilot projects for data foundational systems, explore service mechanisms for cross-border data flow, and promote the construction of data cross-border service centers and technical service platforms. Promote the Beijing Green Exchange to improve the voluntary greenhouse gas emission reduction trading mechanism and explore alignment and cooperation with international carbon trading mechanisms. Build a world-class international aviation hub, optimize the allocation of international routes for the "dual hubs," actively strive for high-quality air rights resources, and create an important national gateway for opening up. Improve and perfect risk prevention and control systems, implement foreign investment security reviews, antitrust reviews, and other management measures, strengthen major risk assessment and early warning for enterprises "going global," and establish a risk prevention and resolution cooperation mechanism.

  5. Create a warm and efficient government service environment. Establish a standardized, regulated, and integrated online and offline government service system, systematically, holistically, and collaboratively promote government management and service reform and innovation, and enhance the digital and intelligent level of government services. Improve international online service capabilities by building an international online service platform integrating information release, public services, and consultation, gradually launch scenario-based integrated services for foreign-funded enterprises and foreigners, and dynamically optimize foreign-related service processes. Fully leverage the 12345 enterprise service hotline advantage, improve a smooth, convenient, and efficient normalized government-enterprise communication and interaction mechanism, enhance the efficiency of promptly handling enterprise appeals, and timely and effectively resolve urgent and difficult problems faced by enterprises.

  6. Create a smart and convenient digital social environment. Adhere to digital empowerment to optimize the business environment as a fundamental and leading project, comprehensively promote the digital transformation and upgrading of urban infrastructure, public services, and social governance, achieve scientific government decision-making, precise social governance, and efficient public services, and promote the construction of a global benchmark city for the digital economy. Deepen the construction of the smart city digital foundation, build internationally leading network infrastructure, advance the construction of sensing systems, comprehensively improve sensing data interoperability, sharing, and intelligent analysis application levels, accelerate the implementation of the "city code" construction project, promote refined identification and coding management of "people," "enterprises," and "objects," facilitate the integration, correlation, and shared application of physical foundational sensing data, and promote convenient services such as "code-based handling" and "one code for all services." Accelerate the construction of major smart city applications, use digital technology to drive government approval, supervision, service process reengineering, rule reshaping, and method transformation, accelerate the construction of digital services, digital business environment, and digital supervision, and promote the functional upgrades of "Jingtong," "Jingban," and "Jingzhi." Improve the level of digital social construction, accelerate digital education, digital culture, digital social security, and digital community construction, promote the integrated development and digital transformation of culture, commerce, and tourism, expand digital scenario applications, and enrich digital experiences.

  (3) Implement eight major actions to achieve comprehensive leadership of "Beijing Service"

  1. Implement the talent service quality improvement action. Adhere to the principle that talent is the primary resource, comprehensively build a system for talent introduction, cultivation, motivation, and service guarantee, and create the most internationally attractive talent development environment. Focus on major national strategic needs and the capital's significant development demands, attract and gather leading scientific and technological talents and innovative teams, mobilize enterprises and universities, and build an engineering team with outstanding technological innovation capabilities and expertise in solving complex engineering problems. Optimize the development environment for young talents, explore establishing urban public service spaces and facility construction standards suitable for young talent development, and give priority to young scientific and technological talents in major scientific and technological tasks and key core technology breakthroughs. Encourage each district to formulate youth talent and entrepreneurial talent service guarantee policies based on local conditions, continuously enrich social and consumption scenarios for young talents, and create a youth entrepreneurial and business environment that attracts talents from near and far. Improve talent evaluation and incentive mechanisms, form a talent evaluation and income distribution mechanism oriented by innovation value, ability, and contribution, and delegate professional title evaluation authority to qualified leading scientific and technological enterprises and institutions. Increase efforts to attract foreign talents, accelerate the construction of high-quality talent communities, create a batch of characteristic areas with overseas-like environments, multiculturalism, and livable lifestyles, provide international "one-stop" services for foreign talents' entrepreneurship and employment in Beijing, further improve convenience in foreign talents' residence permits, entry and exit, qualification recognition, entrepreneurship, and employment, and create a good environment where foreign talents "are willing to come and stay" and "feel secure and settled."

  2. Implement the action to enhance science and technology innovation services. Aiming at building an international science and technology innovation center, focusing on improving the service system, promoting achievement transformation, and strengthening financing support, to create a globally competitive innovation ecosystem. Establish a full lifecycle support and service system for technology enterprises by providing entrepreneurship guidance, early-stage investment, resource matching, and other services, focusing on cultivating flagship first-class technology enterprises. Focus on serving the transformation of scientific and technological achievements and hard technology entrepreneurship, benchmark against international first-class standards, face the frontier future, and support the development of benchmark incubators in line with the key industrial directions of each district. Strive to improve the government service environment for science and technology innovation and facilitate the handling of services such as high-tech enterprise recognition. Enhance the endogenous motivation for the transformation of scientific and technological achievements, fully grant universities and research institutes autonomy over their scientific and technological achievements, and stimulate the enthusiasm of research units and personnel for the transformation of their work-related scientific and technological achievements. Build a new type of common technology platform service support system, establish a professional personnel training mechanism centered on technology managers, and encourage the professionalization, marketization, and standardization of technology transfer institutions. Expand financing channels for enterprise technological innovation, accelerate the construction of the Zhongguancun Science and Technology Innovation Financial Reform Pilot Zone, establish a long-term investment guidance mechanism matching technological innovation, improve the "one enterprise, one policy" service mechanism, promote more high-quality enterprises to be listed and financed on the Beijing Stock Exchange, encourage financial institutions to innovate and launch products such as entrepreneurship loans, and reduce the costs of innovation and entrepreneurship. Focus on the "Three Cities and One Area" to promote the integrated development of "Science + City," continuously optimize infrastructure, enhance public supporting service capabilities, establish an open low-density scientific district, create convenient conditions for scientific research exchanges and high-quality living, and accelerate the formation of a globally leading scientific cluster.

  3. Implement the action to optimize and upgrade the industrial ecosystem. Aiming to build a more internationally competitive modern industrial system, focus on coordinated efforts in policy support and service support to create an industrial ecosystem deeply integrated with industrial chains, capital chains, innovation chains, and service chains. Innovate and build an industrial ecosystem service system, focusing on key areas such as new-generation information technology, pharmaceutical health, artificial intelligence, green energy, and intelligent connected vehicles, optimize the management and service of the entire industrial development chain, improve administrative licensing, qualification, inspection, and testing management systems and rules, formulate "one chain, one policy" industrial chain supporting service policies, and attract more enterprises and projects to settle. Create a favorable environment for the development of new business formats and models; for new business formats and models in digital economy, consumption, and other fields that align with the capital city's strategic positioning, establish a municipal-level comprehensive approval mechanism, provide "one-stop" integrated services, and promote cross-departmental collaborative reform and innovation. Optimize the industrial park service environment, improve the government-authorized, market-operated park management mechanism, accelerate the improvement of the "one industry, one policy" system, coordinate the formulation of policies to promote the development of subdivided industries, increase government guidance fund investment, and promote the establishment of professional park investment attraction teams and assessment incentive mechanisms. Accelerate the construction of the park industrial service system, support parks in linking third-party professional service institutions such as intellectual property, inspection and certification, technology transactions, scientific and technological consulting, human resources, legal and tax services through market-oriented approaches.

  4. Implement the action to improve the quality and efficiency of digital government services. Develop a three-year action plan to comprehensively enhance the digital and intelligent level of government services, continuously meeting the multi-level and diversified service needs of enterprises and the public. Strengthen the data management responsibilities of government departments, improve mechanisms for promoting data sharing and business collaboration, and according to the principle of "gather as needed, share all that should be shared," improve the quality and efficiency of shared data. Vigorously develop "Artificial Intelligence + Government Services," promote the integration of online and offline government services. Continuously optimize the "Jingtong" service experience, implement intelligent approval, online guidance, intelligent consultation, and other intelligent services, achieving the transformation of government services from online availability to "full-process online handling," easy and convenient handling. Enhance smart tax functions, provide more intelligent and personalized services, and enable direct and fast access to various tax and fee preferential policies. Focus on promoting reforms such as "one industry, one certificate," "one matter," and integrated comprehensive supervision, driving overall optimization and improvement of the entire chain of approval, supervision, and services.

  5. Implement the action to standardize and improve the policy environment. Improve and perfect the mechanisms for policy formulation, implementation, and fulfillment, building an open, transparent, and predictable policy environment so that the policies issued can be found, understood, and used by enterprises and the public.
