Ministry of Human Resources and Social Security issues document! Nine tasks to comprehensively implement standardization


  To implement the decisions and arrangements of the Party Central Committee and the State Council on establishing and improving the basic public service standard system, promote comprehensive strengthening of standardization in the field of human resources and social security, and accelerate the implementation of the "National Basic Public Service Standards," the Ministry of Human Resources and Social Security recently issued the "Opinions on Further Improving the Basic Public Service Standard System in the Field of Human Resources and Social Security and Fully Promoting Standardization" (hereinafter referred to as the "Opinions").

  The "Opinions" propose to fully leverage the foundational support and innovative leading role of standardization, continuously improving the equalization, universality, and convenience of basic public services in human resources and social security through comprehensive promotion of standardization. By the end of the 14th Five-Year Plan period, a comprehensive standard specification system for basic public services in the field of human resources and social security will be established, achieving full coverage of business, regions, and service targets; the supporting role of standards in human resources and social security management services will be significantly enhanced; the "National Basic Public Service Standards" will be fully and effectively implemented in the field of human resources and social security; and the level of equalization of basic public services and service recipient satisfaction will be significantly improved.

  The "Opinions" clarify nine main tasks including strengthening top-level design of standardization, improving the standard system, accelerating standard formulation, perfecting policy standards, strengthening standard implementation, promoting regional coordination, conducting effect evaluations, enhancing work publicity, and carrying out personnel training.

  The "Opinions" require human resources and social security departments at all levels to strengthen organizational leadership of standardization work, improve institutions, perfect mechanisms, and accelerate the formation of an effective standardization work pattern. Provincial human resources and social security departments should formulate implementation plans for fully promoting the standardization of basic public services in human resources and social security in their regions, clarifying goals, key tasks, timelines, division of responsibilities, and safeguard measures. They should strengthen guarantees in terms of "personnel, finance, and materials" for standardization work, fully leverage market mechanisms, drive social investment, expand service supply, reasonably guide expectations, and actively and prudently carry out standard formulation and implementation work.

Opinions of the Ministry of Human Resources and Social Security on Further Improving the Basic Public Service Standard System in the Field of Human Resources and Social Security and Fully Promoting Standardization

Human Resources and Social Security Departments (Bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, and relevant units under the Ministry:

  In recent years, human resources and social security departments at all levels have conscientiously implemented the decisions and arrangements of the Party Central Committee and the State Council on establishing and improving the basic public service standard system, accelerated the implementation of the "National Basic Public Service Standards," actively carried out pilot work on standardization of basic public services in the field of human resources and social security, and achieved significant results in improving public service capacity and promoting equalization of basic public services. To consolidate pilot achievements, promote typical experiences, and use standardization to advance equalization of basic public services and high-quality development of human resources and social security undertakings, the following opinions are put forward on further improving the basic public service standard system in the field of human resources and social security and fully promoting standardization.

  I. Overall Requirements

  (1) Guiding Ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the Party Central Committee and the State Council's deployment requirements on improving the basic public service standard system, accelerating the implementation of the "National Basic Public Service Standards," and promoting equalization of basic public services. Actively respond to the people's aspiration for a better life and their expectations for high-quality basic public services in human resources and social security. Fully leverage the foundational support and innovative leading role of standardization, continuously improve the equalization, universality, and convenience of basic public services in human resources and social security through comprehensive promotion of standardization, and contribute to enhancing people's well-being and improving their quality of life.

  (2) Work Goals. By the end of the 14th Five-Year Plan period, the system and mechanism for standardization work in human resources and social security will be established, and supporting policies and systems will be basically improved. A comprehensive standard specification system for basic public services in the field of human resources and social security will be fully established, achieving full coverage of business, regions, and service targets, with significantly improved standard unification and regional coordination levels. Various standards will be widely applied, significantly enhancing the supporting role of standards in human resources and social security management services. Human resources and social security service institutions will have standards to follow in hardware construction, service provision, internal management, assessment and evaluation, and risk prevention and control. Standardization will be closely integrated with informatization and digitalization, promoting each other. The "National Basic Public Service Standards" will be fully and effectively implemented in the field of human resources and social security, significantly improving the equalization level of basic public services and service recipient satisfaction. The supporting and leading role of standardization in building a "universal coverage, integrated urban-rural, equal and accessible, high-quality and efficient" basic public service system in human resources and social security and promoting high-quality development of human resources and social security undertakings will be effectively played.

  (3) Basic Principles.

  People First. Take people's satisfaction as the "first standard," regard basic public service standards as the bottom line for livelihood security, use standardization as an important means to improve service levels, optimize the business environment, and solve urgent and difficult problems for the people, continuously expand service targets and improve service standards, and effectively enhance people's sense of gain, happiness, and security.

  Service-Centered. Plan and promote standardization work within the overall human resources and social security work, guided by major reforms, key tasks, and important work demands in the field of human resources and social security, effectively playing the foundational supporting role of standardization in serving the core work of human resources and social security.

  Balanced and Accessible. Firmly grasp the goal of equalization of basic public services, strengthen overall planning, regional coordination, and balanced development of standardization work across the system, maintain policy continuity and stability, strengthen service accessibility, and ensure universal and compliant service delivery.

  Reform and Innovation. Adapt to new situations, tasks, and requirements, firmly establish the concept of standardization, timely update and implement standards, innovate work methods, fully leverage the creativity of grassroots human resources and social security departments in standardization work, and form more replicable and promotable successful experiences.

  II. Main Tasks

  (1) Strengthen Top-Level Design. Implement the National Standardization Development Outline and the Basic Public Service System Construction Plan, improve the top-level design of standardization in the field of human resources and social security, highlight the leading role of standardization, and do a good job in standardization system design, policy formulation, system optimization, and capacity building. Strengthen the connection between standardization and major national strategic deployments, accurately grasp the demands of promoting high-quality development, achieving common prosperity, promoting regional coordinated development, and ensuring and improving people's livelihood for standardization, clarify key directions and major measures for the development of human resources and social security standardization. Strengthen foundational, theoretical, and forward-looking research on standardization, plan the development path of standardization in a coordinated manner, benchmark the requirements for achieving equalization of basic public services, study phased goals, main indicators, policy measures for standardization work, and prepare systems and policies.

  (2) Improve the Standard System. Based on the "National Basic Public Service Standards," the "Human Resources and Social Security Standard System," and the "List of Basic Public Service Items in the Human Resources and Social Security System," scientifically construct the standard system framework according to the principle of "comprehensive coverage and complete practicality." Review existing national, industry standards and normative documents, supplement and refine local standards and internal standards, formulate a standard system table, and form a complete system with organic connection among national, industry, local, and internal standards and norms. Localities should combine their actual conditions, fully absorb and learn from pilot achievements, accelerate the construction of the local basic public service standard system, and provide basic compliance for standard formulation and implementation.

  (3) Accelerate standard formulation. Strengthen the formulation and revision of national and industry standards in the field of human resources and social security, and speed up the development of urgently needed shortage standards. Encourage the elevation of highly applicable and effectively implemented local standards to national and industry standards, enhancing the level and uniformity of standards. Accelerate the development of local and internal standard specifications, and according to the "List of Basic Public Service Items in the Human Resources and Social Security System," prepare service guides and operating procedures item by item, further optimizing service processes, simplifying application materials, and strengthening collaboration and sharing. Based on local realities, and using service radius and service population as the basic criteria, formulate and improve basic standards for the site environment, facilities, equipment, and staffing of human resources and social security service institutions to ensure their efficient operation.

  (4) Improve policy standards. In accordance with the requirements of the "National Basic Public Service Standards" regarding education for all, labor income, elderly care, and preferential military service guarantees, formulate policy and benefit standards that match service items based on the principles of basic guarantee, full coverage, and sustainability. For projects with unified national standards, implement no less than the national standards. For projects without unified national standards, clarify local standards according to national requirements and local conditions to ensure that the services people are entitled to are "all-inclusive and guaranteed as promised," and the benefits they should receive are "fully paid and fully guaranteed." Based on economic development status and fiscal capacity, regularly and dynamically adjust the scope and level of basic public service standards to effectively secure the bottom line of people's livelihood.

  (5) Strengthen standard implementation. According to the requirements of full coverage in fields, regions, and service targets, comprehensively carry out standard implementation work in all levels and types of human resources and social security institutions in the region. Further optimize service processes, regulate service behaviors, implement expenditure responsibilities, and improve service quality through standard implementation. Adhere to integrated planning and promotion of standardization, informatization, and digitalization, promptly incorporate standard results into informatization and digital construction, fully leveraging the foundational role of standardization in promoting information system integration, sharing, and digital transformation, and better realize standard application through informatization and digital means.

  (6) Promote regional coordination. Promote the experience of standardization pilot work, combine with major national regional coordinated development strategies and work deployments, accelerate the formulation of cross-regional coordination standards for basic public services in human resources and social security in regions such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing Twin City Economic Circle, promote more service items to be handled across provinces, improve regional integrated service levels, facilitate reasonable human resource flow, and support regional coordinated development.

  (7) Conduct effect evaluation. Establish a standardization work evaluation mechanism, refer to pilot experiences, study and formulate local basic public service standard implementation evaluation methods, carry out routine evaluation work, promptly feedback evaluation results to relevant units, and strengthen the use of results. Combine with system conduct construction, inspections, "good-bad evaluations," satisfaction surveys, and other work to comprehensively track and evaluate standard implementation. Incorporate standardization work into key local human resources and social security tasks, promote its inclusion in local work assessments, improve incentive measures, encourage grassroots to bravely innovate reforms, and actively take responsibility.

  (8) Strengthen work publicity. Vigorously publicize the importance, implementation effects, advanced experiences, and typical cases of standardization work, expand social influence, enhance staff awareness of standardization and enthusiasm for striving for excellence, and create a good working atmosphere inside and outside the system. Fully utilize various media platforms to timely disclose all basic public service standards, improve public awareness and participation, and facilitate public supervision of standard implementation. Encourage the establishment of publicity zones in human resources and social security public service venues, and carry out standard publicity and interpretation through newspapers, magazines, audio, and video.

  (9) Conduct personnel training. Strengthen standardization business training and learning exchanges, incorporate standardization into training plans at all levels, popularize standardization knowledge, and improve the ability of staff at all positions to understand, implement, and use standards. Strengthen the construction of a standardization talent team, cultivate a group of compound talents who understand both business and standardization, and build a high-quality professional human resources and social security standardization workforce.

  3. Organizational Guarantee

  (1) Strengthen organizational leadership and improve work mechanisms. Localities should raise political awareness and regard standardization as a fundamental project to promote the high-quality development of human resources and social security undertakings. Human resources and social security departments at all levels, especially provincial-level departments, should strengthen organizational leadership of standardization work, establish and improve leadership institutions and coordination mechanisms for standardization, clarify daily standardization work agencies, formulate management methods, improve work systems, and accelerate the formation of a work pattern characterized by unified leadership, division of responsibilities, and coordinated advancement. Relevant subordinate units and standardization technical committees should strengthen guidance on standardization work in their respective fields, regard standardization as an important means to promote business work, and intensify supervision and implementation efforts.

  (2) Formulate implementation plans and create work synergy. Provincial human resources and social security departments should formulate comprehensive implementation plans for the standardization of basic public services in human resources and social security in their regions, clarify goals, key tasks, timelines, division of responsibilities, and safeguard measures, and promote the comprehensive and in-depth implementation of the "National Basic Public Service Standards" in the human resources and social security field. Localities should strengthen coordination between standardization work and major projects, special actions, and key tasks in the human resources and social security field. Encourage localities to participate in national social management and public service comprehensive standardization pilots. Localities should actively coordinate with the Organization Department, Development and Reform Commission, Finance, Market Supervision, and other departments to create favorable conditions for standardization work.

  (3) Strengthen resource integration and focus on risk prevention and control. Localities and relevant subordinate units should strengthen guarantees in terms of "personnel, finance, and materials" for standardization work, emphasize the synergy of multiple resources and forces, fully leverage market mechanisms, drive social investment, and expand service supply. Actively involve standardization professional institutions and experts in human resources and social security standardization construction, and encourage qualified regions to establish provincial-level standardization technical committees in the human resources and social security field. Develop risk contingency plans, analyze and assess potential risks during standard implementation, and propose solutions. According to the principle of "doing one's best within one's capacity," reasonably guide expectations and steadily and prudently carry out standard formulation and implementation work.
