the Key Supervision Directory for Confined Spaces in Industrial and Trade Enterprises

Emergency Management Departments (Bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, Emergency Management Bureau of Xinjiang Production and Construction Corps:

  To implement the requirements of the "Safety Regulations for Confined Space Operations in Industrial and Trade Enterprises" (Order No. 13 of the Ministry of Emergency Management), the Ministry of Emergency Management has organized the formulation of the "Key Supervision Directory for Confined Spaces in Industrial and Trade Enterprises." It is hereby issued to you for compliance.

Key Supervision Directory for Confined Spaces in Industrial and Trade Enterprises

  I. Metallurgical Industry

  1. Process Furnaces and Kilns: gas-fired soaking furnaces, preheating furnaces, hot blast stoves, heating furnaces, mixing furnaces, continuous annealing furnaces, normalizing furnaces, drying furnaces, rotary kilns, shaft furnaces, flue gas furnaces.

  2. Gas-related Equipment and Facilities: manhole pipelines, gas cabinets, bag dust collectors, electrostatic tar precipitators, electrostatic precipitators.

  3. Inert Gas-related Equipment and Facilities: bag dust collectors and coal powder silos in coal powder preparation systems; steelmaking converters with nitrogen (argon) bottom blowing, VD furnace vacuum chambers, VOD furnace vacuum chambers; underground wells (pits) with nitrogen (argon) valves in steel plants.

  4. Public Auxiliary Equipment and Facilities: gas washing (condensation) water treatment pools (wells), sewage collection and treatment pools (wells, tanks).

  II. Non-ferrous Metal Industry

  1. Process Furnaces and Kilns: gas-fired melting furnaces, refining furnaces, holding furnaces, melting holding furnaces, soaking furnaces, heat treatment furnaces, calcining furnaces, roasting furnaces, drying furnaces (kilns), rotary kilns, shaft furnaces, molten salt furnaces.

  2. Gas-related Equipment and Facilities: manhole pipelines, gas cabinets, bag dust collectors, electrical filters.

  3. Public Auxiliary Equipment and Facilities: gas washing (condensation) water treatment pools (wells), sewage collection and treatment pools (wells, tanks).

  III. Building Materials Industry

  1. Process Equipment: vertical furnaces and kilns, vertical mills, ball mills, and powder selectors involving hot air.

  2. Tanks: water reducer storage tanks.

  3. Public Auxiliary Equipment and Facilities: sewage collection and treatment pools (wells, tanks).

  IV. Machinery Industry

  1. Process Equipment: lime-type dry spray booth paint mist collection system.

  2. Tanks: electroplating (oxidation) tanks, acid and alkali tanks, electrophoresis tanks, paint dipping tanks.

  3. Public Auxiliary Equipment and Facilities: sewage collection and treatment pools (wells, tanks).

  V. Light Industry

  1. Process Equipment and Facilities: fermentation tanks (fermentation material storage and turnover tanks), pickling tanks, pulp tanks (storage and waste pulp tanks), leather pulp tanks, drums.

  2. Tanks: fermentation tanks, leaching tanks, sugar storage tanks (syrup boxes), acid and alkali tanks, electroplating (oxidation) tanks, acid and alkali tanks, electrophoresis tanks, paint dipping tanks, casein dissolving tanks, acidifying tanks, buffer tanks, ultrapure water nitrogen-sealed water tanks, material tanks with sulfur-containing additives.

  3. Public Auxiliary Equipment and Facilities: sewage collection and treatment pools (wells, tanks).

  VI. Textile Industry

  1. Tanks: acid and alkali tanks.

  2. Public Auxiliary Equipment and Facilities: sewage collection and treatment pools (wells, tanks).

  VII. Tobacco Industry

  Note: The confined spaces listed in this directory are prone to poisoning and suffocation accidents and are key areas for supervision and inspection by industrial and trade safety regulatory departments as well as for daily safety management by enterprises. Confined spaces not listed in this directory should also have corresponding safety risk control measures implemented according to regulations. Other confined spaces identified as having risks of poisoning and suffocation from hydrogen sulfide, carbon monoxide, carbon dioxide, etc., should be included in the key supervision scope.

The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
