To improve the implementation procedures for green building material product certification and further enhance the effectiveness of green building material product certification, the National Certification and Accreditation Administration has organized the revision of the "General Rules for Graded Certification of Green Building Material Products," which is hereby issued and will be implemented from January 1, 2024.
1. Relevant certification bodies shall revise and formulate the certification implementation rules for corresponding products based on the new version of the general rules and file them with the National Certification and Accreditation Administration.
2. From the date of implementation, certification bodies shall accept certification applications and carry out certification in accordance with the requirements of the new general rules and the filed implementation rules. Valid certification certificates previously issued may continue to be used. The conversion of certification certificates will be completed through expiration renewal, product changes, standard revisions, post-certification supervision, and other methods.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
