How to promote greater effectiveness in building a unified national market? At the regular policy briefing of the State Council Information Office on the morning of December 26, Li Chunlin, Deputy Director of the National Development and Reform Commission, pointed out in response to inquiries that the NDRC will study and formulate standards and guidelines for building a unified national market, accelerate the introduction of the "Social Credit Construction Law" and the "Fair Competition Review Regulations," optimize the structure of standard supply, strengthen government management of standard formulation, further improve the unified market's fundamental institutional rules, and establish various institutional rules conducive to building a unified national market. In short, it means clarifying the rules and making clear what can and cannot be done.
In addition, Li Chunlin introduced the next key tasks from the aspects of expanding domestic demand, actively and steadily advancing reforms in key areas such as finance and taxation, increasing efforts in pilot explorations, and removing various obstacles:
Leverage the advantage of a super-large-scale market to help expand domestic demand. Promote the construction of an industrial gradient transfer pattern among the eastern, central, and western regions; fully utilize the national secondary land market transaction service platform to promote market-based allocation of land resources and revitalize stock resources; accelerate the standardization of multimodal transport; deeply implement high-quality development actions for commercial logistics and county-level commercial construction. The goal is to better leverage the unified market's support role in expanding domestic demand.
Actively and steadily advance reforms in key areas such as finance, taxation, and statistics. Conduct in-depth research to improve the local tax system, and improve the fiscal and taxation system that matches administrative responsibilities, expenditure responsibilities, and financial capacity. Study and revise institutional rules regarding the classification of statistical units and the approval and management of statistical units for cross-provincial branches treated as legal entities.
Increase efforts in pilot explorations. In conjunction with the implementation of major regional strategies and regional coordinated development strategies, encourage regions such as Beijing-Tianjin-Hebei and the Yangtze River Delta to take the lead in building regional market integration. Actively explore innovations in improving market institutional rules, enhancing market infrastructure, sharing logistics development achievements, and strengthening cross-regional market supervision cooperation, providing replicable and promotable experiences nationwide. In the process of building a unified national market, it is necessary not only to remove fences but also to replace the soil. Good experiences and practices should be piloted successfully in these areas before being promoted nationwide.
Remove various obstacles unfavorable to building a unified national market. Organize localities to thoroughly investigate problem clues and clean up policy measures, carry out special rectifications on prominent issues such as market segmentation and local protection in key areas, continuously report typical cases to play a warning and deterrent role, and focus on unblocking bottlenecks and blockages restricting the construction of a unified national market.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
