A new batch of smart factories is about to rise in Beijing


From one smartphone going offline every second, to hundreds of robots manufacturing new energy vehicles, and to fully automated small vehicles transporting engine cylinder blocks weighing over 200 kilograms, intelligent manufacturing is gradually becoming a new hallmark of Beijing's manufacturing industry.

A new batch of smart factories is about to rise in Beijing. Recently, the Municipal Bureau of Economy and Information Technology released the "Beijing Manufacturing Industry Digital Transformation Implementation Plan (2024-2026)". According to the plan, the city will promote the digital transformation of manufacturing enterprises, aiming for all large-scale manufacturing enterprises to fully meet digital standards within the next three years, with 100 new smart factories and digital workshops added.

Since the 14th Five-Year Plan, the city has implemented the "New Intelligent Manufacturing 100" project, accelerating the development of "Beijing Intelligent Manufacturing," establishing 10 smart factories with output values exceeding 10 billion yuan, and cultivating 103 smart factories and digital workshops. The CNC rate of key process equipment in smart factories and digital workshops has reached 88.12%, the networking rate of production equipment has reached 79.55%, and the defective product rate and energy consumption per unit output have significantly decreased.

The number of such smart factories is continuously increasing. According to the targets set in the plan, by 2026, the city will strive to achieve full digital compliance of large-scale manufacturing enterprises through digital and intelligent transformation and upgrading. The CNC rate of key processes in key industrial sectors will reach 70%; more than 100 excellent digital transformation supply products will be cultivated; 20 municipal-level or higher industrial internet platforms will be developed; 20 national-level intelligent manufacturing benchmark enterprises, demonstration factories, or "lighthouse factories" will be created; and 100 new smart factories and digital workshops will be added.

To this end, the city will comprehensively carry out digital transformation assessments, propose digital and intelligent transformation compliance indicators for large-scale manufacturing enterprises as the "compliance line" for digital transformation, support enterprises in obtaining transformation services through platforms, industrial chains, parks, and other paths, gradually improve enterprises' digital levels, and fully promote enterprise compliance.

Regarding transformation paths, the city supports leading enterprises in key industries such as automotive, electronics, pharmaceuticals, materials, and equipment manufacturing to cultivate industrial internet industry platforms, summarize manufacturing capabilities and experiences based on application scenarios, gather multi-level excellent digital transformation products, increase the supply of cost-effective, short-cycle, and quick-effect scenario-based lightweight transformation solutions; support benchmark enterprises such as Beijing's digital workshops and smart factories to empower upstream and downstream enterprises in the industrial and supply chains, fully integrate and highly coordinate research and development, procurement, production, warehousing, logistics, and product services, driving digital compliance among all upstream and downstream entities; leverage the advantages of industrial park clusters, encourage parks to enhance their digital service capabilities, organize enterprises within parks to carry out digital transformation, build advanced digital transformation parks, and promote the construction of international innovation industrial parks.

For industrial internet platforms that empower enterprises to improve digital levels and achieve digital compliance, a reward of up to 100,000 yuan per compliant enterprise will be given to the platform.

For parks that improve digital service capabilities and achieve 100% compliance among enterprises within the park, a reward of 2 million yuan will be given to the park operator.

System solution providers that offer solutions to Beijing enterprises and help them achieve digital compliance will be rewarded at 10% of the project amount for digital and intelligent transformation services provided, with a maximum reward of 1 million yuan per project.

For enterprises newly recognized as national-level intelligent manufacturing benchmarks, national intelligent manufacturing demonstration factories, or World Economic Forum "Lighthouse Factories," a reward of 30% of the fixed asset investment in intelligent and digital upgrades during construction will be given, with a maximum of 30 million yuan per project.

Soliciting large model empowerment for manufacturing.

Meanwhile, the city will explore application scenarios of artificial intelligence in manufacturing, such as industrial brains, robot-assisted manufacturing, and machine vision industrial inspection, encourage manufacturing enterprises to open application scenarios, actively promote universities, research institutes, and emerging R&D institutions to build industrial AI large models, and advance innovative applications of AI technology in vertical subfields of manufacturing.

The plan specifies soliciting a batch of vertical demonstration applications and solutions of AI large models in manufacturing subfields, encouraging the formation of typical applications and promotion cases, and awarding 5 million yuan for excellent solutions achieving first-time application.

A relevant official from the Municipal Bureau of Economy and Information Technology introduced that the city will focus on intelligent manufacturing as the main direction and digital empowerment as an important means. Based on the implementation of the "New Intelligent Manufacturing 100" project, it will build a digital transformation system for Beijing's manufacturing industry, accelerate the construction of an international science and technology innovation center, strive to achieve full digital compliance of large-scale manufacturing enterprises, and help explore a new industrialization path with characteristics of Beijing's new era.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
