With a regional GDP reaching 12.82 trillion yuan and a growth rate of 5.8%, and the number of cities with a regional GDP exceeding one trillion yuan increasing to five... Jiangsu Province achieved remarkable results in the past year. Jiangsu Governor Xu Kunlin stated during the review of the Changzhou delegation that promoting Chinese-style modernization is the greatest political task of the new era, and adhering to high-quality development is the hard truth of the new era. He pointed out the need to effectively improve intrinsic safety levels and continuously enhance the people's sense of gain, happiness, and security.
According to incomplete statistics, provinces such as Tianjin, Jilin, Jiangsu, Zhejiang, Jiangxi, Hubei, Hunan, Guangdong, Sichuan, Yunnan, and Shaanxi have all included the high-level coordination of development and security as a key point in their 2024 government work reports.
Among them, Hunan pointed out that high-quality development and high-level security are "one body with two wings," both indispensable. To achieve the expected goals for 2024, it is necessary to vigorously implement the "eight major actions" of industrial cultivation, innovation enhancement, demand stimulation, reform breakthroughs, strengthening main bodies, regional progress, security bottom line, and perceptible people's livelihood, consistently adhering to "stability, progress, quality, and innovation."
Sichuan clearly stated that development is the foundation, and security is the bottom line. It is necessary to promote the benign interaction between high-quality development and high-level security, neither seeking security through inaction nor seeking development at the expense of security.
Yunnan requires resolving contradictions and responding to risks and challenges in promoting high-quality development, continuously strengthening the material and technical foundation for safe development, firmly safeguarding the safety bottom line in key areas, and accelerating the creation of a security environment conducive to development.
Building livable, resilient, and smart cities
The report of the 20th National Congress of the Communist Party pointed out the implementation of urban renewal actions, strengthening urban infrastructure construction, and building livable, resilient, and smart cities. Many local government work reports have incorporated safety and resilience requirements into urban renewal actions, focusing on improving urban risk response capabilities to make cities healthier, safer, and more livable.
As a megacity, Beijing clearly proposed accelerating the construction of resilient cities, formulating special plans for resilient city construction, strengthening grassroots emergency capacity building, enhancing the ability to respond to major risks and disasters, self-adapt, and recover quickly, comprehensively improving the intrinsic safety level of the city.
"We must fully develop and utilize intelligent technology, adopt ground sensing, integrated sky-ground monitoring technology, and urban disaster intelligent early warning and emergency response systems, establish Beijing's scientific detection, long-term monitoring, real-time early warning technology system, and control platform for natural disaster prevention and control." Fu Zhibin, a member of the Beijing CPPCC, deputy chief engineer of the Construction Comprehensive Survey and Design Institute Co., Ltd., and director of the Geotechnical Engineering Research Institute, believes that enhancing urban resilience should fully leverage technological means to improve urban disaster early warning capabilities.
In 2023, Shandong's regional GDP reached 9.2 trillion yuan, ranking third among the 31 provinces nationwide. With new economic development leaps, Shandong further promotes urban safety development. The provincial government work report clearly focuses on deepening urban renewal and tackling actions. It implements the "ten major projects" of urban renewal, steadily advances comprehensive renewal of 160 old districts, starts renovation of 560,000 old urban residential units, accelerates urban village renovation, and construction of "dual-use" public infrastructure projects. It speeds up the improvement of municipal facility networks, replaces 600 kilometers of aging gas pipelines, and promotes underground comprehensive utility tunnel construction according to local conditions. It meticulously manages urban governance and promotes smart city and resilient city construction.
Taking urban renewal actions as a starting point, Hunan proposed accelerating the construction of livable, resilient, and smart cities, improving integrated management service platforms, enhancing the digital management level of water services, sanitation, bridges, and other areas, strengthening collaborative governance of urban residential communities, and enhancing urban disaster prevention and mitigation capabilities.
Urban waterlogging seriously threatens urban safe operation. As an important measure to alleviate urban waterlogging, sponge city construction has attracted attention in many regions.
Shanxi proposed systematically promoting sponge city construction throughout the region, filling gaps in underground pipe networks, and strengthening water-saving and recycled water utilization. Liaoning requires building sponge cities and implementing urban drainage and flood control capacity improvement projects. Shanghai clearly promotes sponge city construction and accelerates the renovation of road water accumulation points.
How to fully realize the effectiveness of sponge city construction? Ge Weiwei, a member of the Guangzhou CPPCC and the Guangzhou Municipal Committee of the Jiusan Society, believes that most existing demonstration cases are for partial or special areas, with few excellent cases for large-scale common urban areas, and technical upgrade research is insufficient. Therefore, she suggests using urban geographic spatial information to establish a dynamic supervision model for the city's sponge facilities and drainage systems for real-time coordinated scheduling.
Improving disaster prevention, mitigation, and relief capabilities
China is one of the countries most severely affected by natural disasters in the world, with many types of disasters, wide distribution, high frequency, and heavy losses. Currently, facing the severe reality of frequent natural disasters, coordinating development and security requires focusing on risk prevention and making efforts to improve disaster prevention, mitigation, and relief capabilities.
Last flood season, the Beijing-Tianjin-Hebei region and Northeast China experienced historically rare floods, seriously affecting people's lives and property safety and social and economic development. When arranging this year's work, Tianjin proposed in its government work report to strengthen the construction of disaster prevention, mitigation, and relief capabilities. It aims to weave a dense and solid protective net for disaster prevention, complete 43 water damage repair projects before the flood season, implement a batch of flood discharge river standard projects and flood detention area safety construction projects. It accelerates the construction of natural disaster emergency capacity improvement projects to further enhance disaster early warning and prevention, emergency response, and rescue capabilities.
Affected by low-temperature rain, snow, and ice disasters, a large-scale power outage occurred in Yuanqu County, Shanxi, last December. In this year's government work report, Shanxi called for improving effective response plans for extreme weather such as heavy rainfall and low-temperature rain, snow, and ice, enhancing public risk awareness, and implementing flood control capacity improvement projects. It aims to improve monitoring and early warning, emergency broadcasting, and material reserve systems, continuously enhancing disaster prevention, mitigation, and relief capabilities.
Zhejiang and Guangdong are prone to typhoon impacts, and both regions have meticulously implemented various measures to uphold safety bottom lines.
Zhejiang proposed deeply implementing a three-year action plan to enhance flood and typhoon prevention capabilities, accelerating the improvement of the flood control engineering system, focusing on the prevention and control of geological disasters, marine disasters, and forest fires, and strengthening emergency rescue, all-disaster protection, and risk monitoring and early warning capabilities. Guangdong proposed implementing a three-year campaign to reinforce levees to meet standards and carrying out county-level flood control standard construction. It strengthens the "three defenses" work, improves natural disaster monitoring and early warning levels, reinforces the first line of meteorological disaster prevention and mitigation, enhances emergency drills for typhoons, heavy rain, floods, earthquakes, and geological disasters, and boosts emergency response and rescue capabilities.
Disasters are not limited by region, making cross-regional coordinated disaster prevention, mitigation, and relief extremely important. "It is necessary to further integrate national, municipal, district, county, and social rescue forces, strengthen coordinated rapid response, and build an emergency rescue system with multi-party early warning, information sharing, joint team building, and efficient rescue." During the second session of the sixth Chongqing Municipal CPPCC, when discussing "Prevention and Control of Dangerous Rock Geological Disasters in the Three Gorges Reservoir Area," several members proposed suggestions for establishing and improving multi-cross coordination systems.
"To enhance disaster prevention, mitigation, and relief capabilities, the construction of the 'civil defense' system must be accelerated." Xu Zesheng, a member of the Hebei Provincial CPPCC, believes that raising public risk awareness and improving their self-rescue and mutual aid abilities are crucial for effective disaster prevention, mitigation, and relief work. On one hand, emergency management department cadres must be adequately staffed and strengthened to enhance the practical capabilities of professional rescue teams at all levels; on the other hand, emergency linkage and response mechanisms should be improved, comprehensive safety education and skills training for all people should be deeply carried out, and evacuation drills should be fully implemented.
Some provinces have also put forward special requirements to strengthen grassroots disaster prevention capabilities. Sichuan proposed focusing on the evacuation and relocation of villagers threatened by mountain floods and geological disasters, strictly implementing a closed-loop management emergency mechanism from forecasting and early warning to disposal, and strictly preventing major casualties caused by mountain floods and geological disasters. Hunan included enhancing grassroots disaster prevention capabilities and strengthening emergency broadcasting construction at the municipal and county levels among its "Top Ten Key Livelihood Projects."
Steadily Promote Post-Disaster Recovery and Reconstruction
Extreme heavy rainfall, earthquakes, low-temperature rain, snow, and ice disasters... In 2023, various disasters occurred frequently.
On the new journey, to ensure development and safety, it is necessary to adhere to the principle of everything for the people and relying on the people, solving the urgent, difficult, and worrying problems of the masses. After disasters occur, the affected areas organize rescue and relief immediately, quickly start post-disaster recovery and reconstruction, accelerate filling gaps, properly resettle affected people, always put people's interests first, and truly handle the matters that concern the public one by one.
Beijing properly resettled 344,000 affected people, all 759 affected schools opened on schedule, over 10,000 damaged farmers' houses were repaired, 167 damaged roads were restored, and water, electricity, gas, and heating guarantees basically returned to pre-disaster levels; Jilin rebuilt and repaired 5,529 houses damaged by floods, ensuring all affected people had a warm winter; Qinghai centrally resettled 9,803 households totaling 45,218 people, with resettlement sites achieving the "six haves"... Reviewing government work reports from multiple places, the post-disaster recovery and reconstruction work has been solidly advanced, leaving a deep impression.
In the new year, affected areas will continue to promote the implementation and refinement of post-disaster recovery and reconstruction work.
Beijing proposed to promptly complete the reconstruction of remaining damaged houses, quickly repair water-damaged facilities, strengthen key water conservancy projects, manage mountain flood channels well, and ensure that flood control capacity is restored to pre-disaster levels and improved before the flood season. It promotes the construction of flood control engineering systems in the Beijing-Tianjin-Hebei region to comprehensively enhance basin defense capabilities. It focuses on upgrading mountain roads, building the "three horizontal and three vertical" main corridors in the western mountainous area, increasing mountain road network density and flood control standards.
"Post-disaster reconstruction should better integrate with rural revitalization and agricultural and rural modernization." Zhang Yong, a member of the Beijing Municipal CPPCC and former chairman of the Mentougou District CPPCC, believes that creating a micro-circulation of mountain roads is key to improving rural emergency capabilities after disasters. The opportunity of post-disaster road reconstruction should be seized to upgrade all city roads and improve road usage efficiency.
Yunnan proposed making every effort to carry out emergency rescue for the "1.22" landslide in Zhenxiong, resettle affected people, and advance post-disaster recovery and reconstruction. It continues to enhance urban and rural seismic fortification capabilities, accelerate the construction of a comprehensive natural disaster prevention and control system covering all disaster types, processes, and aspects, prevent and curb major casualties, and effectively safeguard the lives and property of the people.
In December last year, a 6.2-magnitude earthquake occurred in Jishishan, Gansu, causing significant casualties, extensive house damage, and damage to some water, electricity, transportation, and communication infrastructure.
In response, Gansu proposed treating the post-earthquake reconstruction of the Jishishan County disaster area as a major political task. It scientifically formulates post-disaster reconstruction plans, adheres to government leadership and public participation, combines centralized and scattered resettlement based on fully respecting public wishes, and optimizes the layout of public service facilities. It strives to enable affected people to move into new homes before the 75th anniversary of the founding of the People's Republic of China.
Qinghai requires the complete completion of post-earthquake recovery and reconstruction. It insists on national guidance, provincial coordination, and municipal and county responsibility, with more care and attention to winter resettlement of the people, strengthens monitoring and risk removal at geological disaster points, implements national recovery and reconstruction plans and provincial implementation schemes, mobilizes and uses reconstruction funds from multiple sources, completes the reconstruction and relocation of damaged houses by the end of December, and ensures recognition by the Party Central Committee, the public, and history, making the new homes of affected people more beautiful and their lives sweeter.
