"Zero Carbon" Factory Creation! These Places Begin Deployment


      
Ministry of Industry and Information Technology, National Development and Reform Commission, Ministry of Finance, Ministry of Ecology and Environment, People's Bank of China, State-owned Assets Supervision and Administration Commission of the State Council, State Administration for Market Regulation, etc. Seven departments recently jointly issued the "Guiding Opinions on Accelerating the Green Development of Manufacturing."
The "Opinions" propose: By 2030, China's manufacturing green and low-carbon transformation will achieve remarkable results, the green development level of traditional industries will be comprehensively upgraded, industrial structure and layout will be significantly optimized, the proportion of green and low-carbon energy utilization will be significantly increased, the comprehensive utilization level of resources will steadily improve, pollutant and carbon emission intensity will significantly decrease, total carbon emissions will peak, the role of emerging industries as green growth engines will be more prominent, scale and quality will be further enhanced, the proportion of green and low-carbon industries will significantly increase, new green integrated business models will continuously emerge, the foundational capacity for green development will be greatly improved, green and low-carbon competitiveness will be further strengthened, and green development will become a solid foundation for promoting new industrialization. By 2035, the endogenous power of green development in manufacturing will be significantly enhanced, carbon emissions will steadily decline after peaking, carbon neutrality capacity will steadily improve, the green and low-carbon competitive advantage in the global industrial and supply chains will be prominent, and green development will become the universal form of new industrialization.

The "Opinions" point out that green factories are encouraged to further tap into energy-saving and carbon-reduction potential and create "zero-carbon" factories.

According to statistics, currently there are 16 provinces and cities that have included "zero-carbon" factories in their relevant carbon peak implementation plans. 12 provinces and cities have already carried out related business for the collection and evaluation of "zero-carbon" factories.

Beijing State-owned Assets Supervision and Administration Commission's "Carbon Peak Action Plan for Municipal Enterprises": Build BAIC Group's "zero-carbon" factory.
Hebei
"Hebei Province Industrial Carbon Peak Implementation Plan": Benchmarking international and domestic advanced levels, create a batch of "super energy-efficient" and "zero-carbon" factories.
Shandong

In June 2023, the "Guizhou Province Building Materials Industry Carbon Peak Implementation Plan" was issued, encouraging and guiding building materials industry enterprises to improve green development levels and build a batch of "super energy-efficient" and "zero-carbon" factories.
Guangdong Shenzhen Guangming District
In November 2023, the Guangming District Development and Reform Bureau publicly solicited opinions on the "Guangming District Energy Saving and Carbon Reduction Implementation Plan (Draft for Comments)", encouraging key enterprises to adopt self-diagnosis, third-party certification, and other methods to support pilot construction of "zero-carbon" factories and "zero-carbon" supply chains.
Yunhe County, Lishui, Zhejiang
Yunhe County Ecological Industry Development "14th Five-Year Plan" accelerates the transformation of traditional manufacturing methods, creating more demonstration projects such as "zero-carbon" factories, "zero-carbon" government offices, and "zero-carbon" schools in the manufacturing sector.
Sanming City, Fujian
In October 2023, the Sanming City Industry and Information Technology Bureau issued the "Sanming City Industrial Carbon Peak Implementation Plan", guiding mature green factories to further upgrade and transform, cultivating a batch of "super energy-efficient" and "low/zero-carbon" factories.
 

12 provinces and cities that have carried out related business for the collection and evaluation of "zero-carbon" factories

Currently, Shanghai, Jiangsu, Zhejiang, and Hefei in Anhui have already started promoting the creation of "zero-carbon" factories, and Shandong, Henan, and Hunan have also included "zero-carbon" factories in their next work plans.

Shanghai
The "Energy Saving and Carbon Reduction 'One Hundred and One' Action Plan for Industry and Communications (2022-2025)" clearly states, By 2025, 30 "zero-carbon" factories are to be created.
By the end of 2023, Shanghai has conducted three batches of "zero-carbon" creation and demonstration unit evaluations, releasing a list of 29 zero-carbon demonstration units, including " 20 "zero-carbon" factories , covering key industries in Shanghai such as biomedicine, automobiles, high-end intelligent equipment, and electronics and electrical appliances.
Jiangsu
The Jiangsu Provincial Government's 2024 government work report proposed: exploring the construction of a batch of "zero-carbon" factories and "zero-carbon" parks, accelerating the construction of a new energy system; taking the construction of the Yangtze River Estuary Industrial Innovation Collaborative Zone as an opportunity... promoting the construction of "zero-carbon" parks and "zero-carbon" factories.
Suzhou
In May 2022, the Suzhou Municipal Bureau of Industry and Information Technology issued the "Suzhou 'Near Zero Carbon' Factory Construction Management Measures (Trial)". Currently, the second batch of Suzhou's "Near Zero Carbon" factories has been announced, with 5 enterprises selected in the first batch and 12 enterprises selected in the second batch.
Suzhou Changshu
In October 2023, the Changshu Municipal People's Government issued the "Several Policies to Promote High-Quality Development of Manufacturing", mentioning Enterprises recognized as Suzhou "Near Zero Carbon Factories" will be awarded up to 500,000 yuan.
Suzhou Kunshan
In February 2024, the Kunshan Development and Reform Commission issued the "Several Policy Measures to Promote High-Quality Development of Green and Low-Carbon Industries (Trial) (Draft for Comments)", mentioning encouragement for enterprises to carry out "carbon neutrality" practices, with a maximum reward of 1 million yuan for recognized "Near Zero Carbon Factories."
Lianyungang City
In September 2023, the Lianyungang Industry and Information Technology Bureau carried out the recommendation work for "Near Zero" factories in Lianyungang City, with two enterprises entering the proposed list in December.
Zhejiang
The Zhejiang Provincial Department of Economy and Information Technology issued a notice on the "Zero Carbon" ("Near Zero Carbon") Factory Construction Evaluation Guidelines (2023 Edition), requesting all regions to accelerate the cultivation and construction of "zero carbon" ("near zero carbon") factories according to the requirements of this edition of the "Guidelines."
Wenzhou Yueqing City
In April 2023, the Yueqing Municipal Bureau of Economy and Information Technology issued the "Yueqing City 'Near Zero Carbon' Factory Evaluation Measures" and awarded the title of "Yueqing City Near Zero Carbon Factory" by the Municipal Bureau of Economy and Information Technology, granting each "Near Zero Carbon Factory" a reward of 200,000 yuan.
Anhui Hefei
In May 2023, the Hefei Municipal Bureau of Economy and Information Technology drafted the "Hefei City 'Zero Carbon' Demonstration Factory Creation Implementation Plan (2023-2025) (Draft for Comments)" and the "Hefei City 'Zero Carbon' Demonstration Factory Evaluation Index System (Draft for Comments)," mentioning "By the end of 2025, strive to create about 10 'zero-carbon' demonstration factories.
Hunan Province
In January 2024, the Hunan Provincial Department of Industry and Information Technology issued the "2024 Provincial Energy Saving and Comprehensive Utilization Work Points," mentioning encouragement for key industries such as steel, cement, and coking to carry out ultra-low emission transformations, explore the cultivation of "zero-carbon factories," and select and recognize a batch of carbon reduction benchmark enterprises.
Shandong Province
In January 2024, Shandong Province issued the "Shandong Province New Energy Vehicle Industry High-Quality Development Action Plan," which mentioned support for power battery and its key components and raw material enterprises to obtain zero-carbon factory certification. It also studies and introduces support policies such as traffic rights and "low/zero carbon" factories.
Henan Province
In February 2024, the Henan Provincial Department of Industry and Information Technology issued the "2024 Implementation Guide for Green Upgrading and Transformation of Key Industrial Chains in the Province." It continues to improve the green manufacturing system of key industrial chains, cultivate super energy-efficient factories and "zero-carbon" factories, and add more than 100 new green factories and over 20 green supply chain management enterprises.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
