Recently, the Ministry of Emergency Management held a national meeting in Hefei, Anhui Province, to advance the construction of the natural disaster relief emergency plan system. The meeting deeply studied and implemented General Secretary Xi Jinping's important instructions on disaster prevention, mitigation, and relief, as well as the decisions and deployments of the Party Central Committee and the State Council. It analyzed and researched the situation and tasks faced by natural disaster relief work and deployed key tasks for building the disaster relief emergency plan system.
The meeting pointed out that the General Office of the State Council issued and implemented the newly revised "National Natural Disaster Relief Emergency Plan," focusing on the new situation of natural disasters and the requirements of disaster relief work in the new era. It addressed the new needs for basic living security of affected people and systematically adjusted and improved the work mechanisms and response measures for major and extraordinary disaster relief at the national level. Localities must deeply understand the importance of building the disaster relief plan system and ensure thorough learning, implementation, and enforcement.
The meeting emphasized adhering to a problem-oriented approach and strengthening systematic thinking, aiming to build a unified system and comprehensively promote the revision of relief plans at all levels; focusing on improving supporting mechanisms to create an efficient operating environment for relief plans; using emergency drills as a means to continuously enhance the operability and practicality of relief plans; and centering on improving relief capabilities to fully leverage the guiding and driving role of relief plans.
The meeting required that the construction of the relief plan system be the main line, highlighting overall coordination, top-level design, disaster relief preparation, and grassroots foundation. It focused on preventing and responding to extreme disasters, addressing shortcomings in disaster relief, effectively improving the quality and efficiency of disaster relief, building a "large-scale disaster relief" framework, enhancing the ability to "handle major disasters," striving to create a new situation in disaster relief work, and making every effort to ensure the basic living needs of affected people.
Relevant responsible persons from the emergency management departments (bureaus) of all provinces (autonomous regions, municipalities directly under the central government) and the Xinjiang Production and Construction Corps attended the meeting.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
