Recently, the State Administration for Market Regulation, together with the Cyberspace Administration of China, the National Development and Reform Commission, and 18 other departments, jointly issued the "Action Plan for the Implementation of the National Standardization Development Outline (2024-2025)" (hereinafter referred to as the "Action Plan"), proposing specific tasks for implementing the "National Standardization Development Outline" (hereinafter referred to as the "Outline") from 2024 to 2025, requiring all regions and departments to conscientiously implement it according to their actual conditions.
The "Action Plan" clarifies the need to strengthen supervision of standard implementation, strictly adhering to standards in quality supervision activities such as certification, accreditation, inspection, and testing; to enhance standard testing and verification, promoting the integrated development of standards with metrology, certification and accreditation, inspection, and testing as quality infrastructure elements.

To solidly promote the in-depth implementation of the "National Standardization Development Outline" (hereinafter referred to as the Outline), target the development goals for 2025, clarify the key tasks for the next two years, orderly advance the deep development of comprehensive standardization, focus on improving the level of standardization development, steadily expand the openness of the standard system, continuously consolidate the foundation of standardization development, and enable standardization to play a greater role in accelerating the construction of a new development pattern and promoting high-quality economic and social development, this Action Plan is formulated.
I. Strengthen the interaction between standardization and scientific and technological innovation
(1) Strengthen tackling key technology standards. Concentrate efforts on key fields such as integrated circuits, semiconductor materials, biotechnology, germplasm resources, special rubber, as well as artificial intelligence, intelligent connected vehicles, and large-scale application of Beidou, accelerating the development of a batch of important technical standards. Strengthen the construction of standard systems for basic software, industrial software, and application software, and promptly issue urgently needed industry standards. Establish and improve standards for cross-border data transmission and security. (2) Improve the mechanism for transforming scientific and technological achievements into standards. Issue guiding opinions to promote the interactive development of standardization and scientific and technological innovation. Improve the linkage mechanism between major scientific and technological projects and standardization work, coordinate the setting of standard research tasks and assessment targets in scientific and technological plan projects, promote the simultaneous deployment, implementation, and completion of project initiation and standard development. Improve the evaluation index system and service mechanism for transforming scientific and technological achievements into standards, leading the transformation of scientific and technological achievements into productivity through standards. Promote the inclusion of standards in the scope of scientific and technological awards. Improve the coordination policy between standards and patents. Formulate and implement the management measures for national standardization guiding technical documents, accelerating the standardization process of frontier technological achievements. Strengthen the integration of standard development into the construction of national technology innovation centers and other common technology platforms, shortening the standard development cycle. Strengthen pre-research on standardization in emerging fields such as next-generation internet, metaverse, and synthetic biology, and accelerate the establishment of standardization project research groups. Establish a green channel for pre-review of national standard project initiation for common key technologies and application-oriented scientific and technological plan projects, promoting a ratio of standard research results exceeding 50%. II. Improve the level of modern industrial standardization
(3) Improve the industrial basic standard system. Formulate and revise common technical standards for core basic components (elements) such as precision reducers, high-end bearings, and automotive-grade chips, promoting solutions to key issues such as high performance, high reliability, and long life of products. Strengthen the development of additive manufacturing process standards such as powder bed fusion, improve basic electronic processing process standards such as component packaging and curing, and new display film packaging. Promote the formulation of standards for high-end metal materials, new polymer materials, and electronic special materials. Accelerate the filling of gaps in industrial software standards for research and development design and production manufacturing. Formulate and revise a batch of industrial basic standards to promote the advanced development of industrial foundations. (4) Strengthen the formulation of industry integration standards. Focusing on the deep integration of digital technology and the real economy, accelerate the development of standards related to the integration of emerging technologies such as the Internet of Things, big data, and cloud computing with traditional industries, improve the standard system, promote the upgrading of traditional manufacturing standards, and improve enterprise technological transformation standards. Implement the high-end equipment manufacturing standardization strengthening project, continuously improve the informatization and industrialization integration standard system, and focus on key areas such as industrial chain and supply chain stability, integration of large, medium, and small enterprises, and green carbon reduction, accelerating the formulation and revision of urgently needed standards for digital transformation including technology application, model innovation, hierarchical classification, testing and evaluation, and interoperability, orderly promoting enterprises to implement digital transformation standards. Deepen pilot applications of standards such as intelligent manufacturing, promoting intelligent transformation and upgrading of traditional industries such as mining, metallurgy, petrochemical, machinery, and textiles. Focusing on the integration of advanced manufacturing and modern service industries, improve the service-oriented manufacturing standard system, strengthen the formulation of standards for personalized customized shared manufacturing, whole lifecycle management, and general integration and contracting. Focusing on the integration of finance and the real economy, focus on developing standards for inclusive finance, cross-border financial services, digital finance, and risk prevention and control, preventing and resolving financial risks, and effectively serving the development of the real economy. (5) Promote the upgrading of product and service consumption standards. Implement actions to strengthen the standardization of consumer goods, accelerate the upgrading and iteration of standards for bulk consumer goods, establish and improve the quality grading standard system for consumer goods, and promote the development of standards for product and service consumption experience. Guided by standards for technology, energy consumption, emissions, etc., promote large-scale equipment renewal and trade-in of consumer goods. Develop coordinated and unified smart home standards, improve the standard system for smart home appliances, electric furniture, and home furnishings. Improve the standard system for consumer electronics products, promoting interoperability among various types and brands of smart electronic products, mobile communication terminals, wearable devices, and other products. Continuously strengthen the revision and formulation of mandatory national standards and supporting recommended standards for textiles, clothing, footwear, bags, and home decoration products. Focus on improving safety and quality standards for "elderly-friendly and child-friendly" products, and increase the supply of standards for emerging consumer products such as smart products and functional products. Improve standards for charging piles, electric vehicles, power batteries, etc., accelerate the implementation and application of high-power DC charging series standards, and research and develop mandatory national safety standards for charging piles. Increase the revision and formulation of standards in the modern service industry, accelerate the development of standards in modern logistics, cross-border e-commerce, sharing economy, and intermodal transport. Develop trade, transportation, and logistics-related standards such as bulk material and bulk commodity coding based on the platform economy to promote the transformation and upgrading of traditional service industries. Promote the revision and formulation of service standards in the cultural and tourism sectors to boost service consumption. Improve sports standards, and develop and improve standards for mass fitness, ice and snow sports, sports events, sports venues, and sports goods. Implement the new industrial standardization leading project, focusing on industries such as new generation information technology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, civil aviation, urban rail transit, ship and marine engineering equipment, and safety emergency equipment. Closely monitor industry development trends and moderately advance the development of related standards to lead industrial innovation through standards. Focus on fields such as brain-computer interfaces, quantum information, generative artificial intelligence, and the metaverse, and proactively layout future industrial standard research. Continue to carry out national high-tech industry standardization pilot demonstrations and strengthen the demonstration and leadership of standardization in industrial innovation development. (7) Improve the supporting standard chain for the industrial chain. Implement the standardization project to stabilize key industrial chains, improve the standard system for important industrial chains such as industrial mother machines and new displays, establish joint standardization working groups for key industrial chains such as industrial mother machines, and simultaneously promote technological breakthroughs and standard development. Leverage the role of leading enterprises, unite upstream and downstream industry chain stakeholders in production, academia, research, and application, as well as specialized and innovative small and medium-sized enterprises, focus on urgent needs in the industrial and supply chains, and accelerate the development of supporting standards. Strengthen liaison and coordination among standardization technical organizations upstream and downstream in the industrial chain, promote effective connection of standard systems across all links and fields, and enhance the resilience and security level of industrial and supply chains. Establish 50 national high-end equipment manufacturing standardization pilot projects to lead the optimization and upgrading of key manufacturing industry chains. (8) Strengthen the construction of standards for new infrastructure. Implement a special action for the standardization of new infrastructure, continuously promote the development of basic and application standards in key information infrastructure fields such as mobile communication networks, fixed broadband networks, spatial information, and new data centers, accelerate the improvement of the standard system, and provide technical support for the construction, operation, and security of new infrastructure. Fully leverage the rapid iteration advantages of new generation information technology, focus on key integrated infrastructure fields such as industrial internet, vehicle networking, and land spatial planning implementation monitoring networks, accelerate standard development, and unleash the effectiveness of new infrastructure. 3. Improve the standardization guarantee for green development.
(9) Continuously improve the carbon peak and carbon neutrality standard system. Accelerate the improvement of carbon emission accounting and reporting standards for key industries and enterprises, speed up the development of basic general national standards for product carbon footprint accounting, revise and formulate standards for carbon emission verification procedures, personnel, and institutions, and promote the development of basic common standards for carbon emission intensity and carbon footprint of key products such as steel, aluminum, plastics, and power batteries. Encourage enterprises to actively participate in the formulation of international standards related to carbon footprint accounting. Steadily improve energy consumption and energy efficiency standard indicators for key industries and energy-using products, accelerate the revision and formulation of energy-saving standards in emerging fields, and focus on improving supporting standards such as energy consumption calculation, energy efficiency testing, and energy-saving evaluation. Strengthen the use of clean energy, accelerate the supply of standards for the entire hydrogen energy industry chain, and improve the standard system for new energy storage. Proactively layout research and formulation of standards for carbon capture, utilization, and storage, promoting the coordinated advancement of key technology standards with scientific research, demonstration, and promotion. Develop standards for carbon sink monitoring and accounting in terrestrial and marine ecosystems, provincial greenhouse gas inventory standards, improve the standard system for agricultural and rural emission reduction and carbon sequestration, and develop standards for soil and water conservation carbon sinks. Further improve pollution prevention and control standards for air, water, soil, noise, oceans, chemicals, new pollutants, etc., develop drinking water source environmental quality standards, improve the technical standard system for supervision and management of river and sea discharge outlets, and develop 20 noise-related standards for household appliances, vehicles, ships, general machinery, and other products. Improve the standard system for biodiversity investigation, assessment, and monitoring, accelerate the development of standards for invasive species prevention and control and management, and develop standards for agricultural ecological environment monitoring, protection, and restoration. Further improve the standard system for groundwater protection, utilization, and management. Develop technical specifications for national ecological status investigation and assessment. Improve and perfect the natural resource grading, classification, pricing, and evaluation standard system, carry out the formulation of standards for quality investigation, evaluation, monitoring, and quality spot checks of cultivated land (soil) resources. Improve basic geological survey and strategic mineral resource survey standards. Establish and improve agricultural green development standards, strengthen the formulation and revision of standards for green inputs and agricultural water-saving, and continuously strengthen the formulation of standards for the recycling of agricultural wastes such as straw, livestock and poultry manure, and pesticide packaging waste. Formulate and revise water quota standards for high water-consuming industrial use. Strengthen the formulation of standards for industrial enterprises in pollution reduction and carbon reduction, energy saving, water saving, and material saving, comprehensive resource utilization, green factories, green industrial parks, green supply chains, and green product design. (13) Strengthen the green and low-carbon guidance of lifestyles. Continuously expand the coverage of green product evaluation standards and revise the general rules for green product evaluation. Improve standards limiting excessive packaging of goods such as food, cosmetics, and express logistics. Deeply implement national standards to stop food waste in catering. Formulate and revise standards related to household waste classification and treatment. Study and formulate water quota standards for high water-consuming service industries. Establish evaluation standards for schools, green venues, etc., promote the application of green hospital building evaluation standards, and promote the green transformation of public institutions. IV. Promote the standardized development of urban and rural construction and social construction

Promote the establishment of a standard system for urban operation management service platforms, strengthen the formulation and implementation of standards in urban infrastructure operation and monitoring, urban comprehensive management and supervision, and urban public service system construction and evaluation. Strengthen the construction of urban transportation standard systems and improve the coordination level of planning, construction, and operation. Strengthen forward-looking research and overall coordination of institutional governance standardization, promote the simultaneous formulation and transformation of domestic and international standards in organizational governance and compliance management. Establish a rapid transformation and release mechanism for public safety standards under emergency conditions.
