Green building materials refer to high-quality building material products characterized by low resource and energy consumption and minimal ecological environmental impact throughout their entire life cycle, featuring "energy saving, emission reduction, low carbon, safety, convenience, and recyclability." The development of green building materials is the main direction for the transformation and upgrading of the building materials industry and an inevitable choice for supply-side structural reform. It is an important support for green development in urban and rural construction and the building of beautiful countryside. In recent years, the production scale of green building materials in China has continuously expanded, quality and efficiency have steadily improved, and promotion and application have been strengthened. However, the green low-carbon and intelligent manufacturing levels throughout the entire life cycle still need further improvement, and the motivation for engineering selection and market consumption is insufficient. According to the deployment of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Fully, Accurately, and Comprehensively Implementing the New Development Philosophy to Achieve Carbon Peak and Carbon Neutrality," this implementation plan is formulated to further accelerate the high-quality development of the green building materials industry.
I. Overall Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply practice Xi Jinping's ecological civilization thought, based on the new development stage, fully, accurately, and comprehensively implement the new development philosophy, accelerate the construction of a new development pattern, adhere to a systematic approach, coordinate the expansion of domestic demand and deepen supply-side structural reform, promote the green transformation of the building materials industry, promote the increase in varieties, improvement in quality, and creation of brands of green building materials, accelerate the promotion and application of green building materials, strengthen support and service capabilities, enhance the endogenous power, influence, growth, and support of the entire industry chain, accelerate the high-quality development of the green building materials industry, and provide strong support for accelerating new industrialization.
II. Main Goals
By 2026, The annual revenue of green building materials will exceed 300 billion yuan, with an average annual growth rate of over 10% from 2024 to 2026. A total of more than 30 characteristic industrial clusters will be cultivated, over 50 green building materials application demonstration projects will be constructed, government procurement policy implementation cities will not be fewer than 100, green building materials product certification certificates will reach 12,000, and the ability of green building materials to lead the high-quality development of building materials and ensure the improvement of building quality will be further enhanced.
By 2030, The levels of "energy saving, emission reduction, low carbon, safety, convenience, and recyclability" throughout the entire life cycle of green building materials will be further improved, forming a number of internationally well-known green building materials production enterprises and product brands.
III. Key Tasks
(1) Promote production transformation and enhance industry endogenous power
1. Accelerate the greening of the production process. Strengthen comprehensive measures such as process upgrading, energy substitution, energy saving and consumption reduction, and resource recycling to achieve dual reductions in pollutants and carbon emissions. Implement technological transformation, orderly promote the construction of ultra-low emission facilities in the cement industry, continuously release carbon reduction technology guidelines for subdivided industries, and support key industries such as cement, flat glass, building sanitary ceramics, glass fiber and products to carry out integrated application of energy-saving, carbon-reducing, and pollution-reducing technologies. Optimize energy structure, promote clean energy substitution for existing coal-fired captive power plants (boilers), prudently promote the replacement of industrial kilns currently using high-pollution fuels with industrial waste heat, electric energy, natural gas, etc., increase the utilization ratio of renewable energy such as solar and wind power, improve the electrification level of terminal energy use, and encourage the application of alternative energy sources such as hydrogen energy, biomass fuel, and waste-derived fuel in industrial kilns such as cement. Promote clean production, encourage enterprises to control resource consumption from the source, improve resource utilization efficiency, reduce waste emissions, strive to become environmental performance A or B level or performance-leading enterprises, accelerate the adjustment of enterprise transportation structure, and promote short-distance transportation using closed belt corridors, pipelines, new energy vehicles, and other methods. Develop a circular economy, encourage the creation of "zero-waste enterprises," improve the utilization level of solid waste, and gradually expand the use of industrial solid waste in green building materials. With the goal of "six zeros" factories: zero external power purchase, zero fossil energy, zero primary resources, zero carbon emissions, zero waste emissions, and zero frontline employees, organize enterprises to "take the lead," carry out technological research and development and integrated application of energy-saving and carbon-reducing technologies, and build "one zero" pilot factories. 2. Accelerate the intelligent transformation of production methods. Continuously promote the intelligent manufacturing development of the building materials industry, accelerate the deep integration of the entire green building materials industry chain with new generation information technology, and promote intelligent production, large-scale customization, and service extension of green building materials. Accelerate the integration of the green building materials industry with the industrial internet network system, encourage key enterprises to build networked collaboration platforms connecting upstream and downstream enterprises, promote data interoperability and identification resolution, and achieve resource sharing, collaborative manufacturing, and collaborative services. Encourage building materials enterprises to cooperate with software developers and equipment manufacturers to carry out domestic substitution technology research, create a batch of professional industrial software and intelligent equipment with independent intellectual property rights and industry characteristics, and promote adaptive transformation and large-scale application. Select and publish a batch of benchmark enterprises for digital transformation in the building materials industry, deepen the digital application of the production and manufacturing process, and improve product performance and quality stability. Based on intelligent manufacturing, promote a flexible production model for multi-variety, small-batch green building materials products to better meet customized and differentiated demands. 3. Promote collaborative industrial development. Accelerate the cultivation of green building materials industry clusters, encourage regions with conditions to develop characteristic green building materials clusters based on local resource endowments and market demand, and build green industrial chains and supply chains. Support localities in promoting the construction of new industrialization demonstration bases dominated by green building materials. Encourage the establishment of green building materials parks with coupled development in areas with concentrated industrial solid waste such as tailings, waste rock, slag, industrial by-product gypsum, and agricultural solid waste, and encourage the creation of "waste-free parks." Guide building materials enterprises to play the role of "urban environmental purifiers," support cement enterprises in using industrial kilns for coordinated disposal of solid waste, and ensure that coordinated disposal projects for construction waste, domestic waste, and hazardous waste are equipped with efficient pollution control facilities for newly added pollutants such as dioxins and heavy metals, supporting urban emergency disposal needs while meeting equipment operation requirements and ensuring stable compliance emissions. Cultivate comprehensive green building materials enterprises with strong core competitiveness and driving effects, leveraging their leading role in product innovation, technological breakthroughs, factor aggregation, upstream and downstream collaboration, and ecological construction. Strengthen the cultivation of small and medium-sized enterprises, supporting the development of manufacturing single champion enterprises in fields such as wall materials, decoration and renovation materials, door and window products, waterproof and insulation materials. 4. Promote product variety excellence. Promote the upgrading of building materials products, accelerate the low-carbon and productized development of basic raw materials such as cement and flat glass, the composite and lightweight development of building materials products such as wall materials and insulation materials, and the functional and assembly development of decorative materials such as ceiling, wall, floor materials, and decorative panels. Develop new green building materials such as new low-carbon cementitious materials, low (or zero) volatile organic compounds (VOCs) content materials, phase change energy storage materials, carbon sequestration materials, and all-solid-waste cementitious materials to meet the needs of low-carbon, zero-carbon, and negative-carbon projects and green low-carbon construction. Develop componentized and functional green building materials products suitable for different application scenarios such as prefabricated decoration, sponge cities, "waste-free cities," underground utility tunnels, and ecological environment restoration to meet urban renewal and renovation needs. Develop cost-effective green building materials that meet regional consumption habits to support green and low-carbon rural housing construction. 5. Promote quality foundation strengthening. Encourage enterprises to establish full-process control and quality management systems that meet green building materials production requirements, benchmark advanced standards, strictly regulate production processes, and comprehensively improve product quality. Promote enterprises to carry out quality management capability evaluations, select green building materials quality benchmarks, and motivate enterprises to strive for excellent quality. Strengthen supervision and inspection of green building materials products and production enterprises, promptly disclose inspection results, increase the frequency of quality supervision and sampling inspections for products such as cement, safety glass, waterproof materials, architectural coatings, VOC-containing raw and auxiliary materials, artificial boards and wood flooring, bamboo building materials, etc., strengthen quality sampling inspections of cement products from cement kilns co-processing hazardous waste, and enhance penalties for counterfeit and inferior products. Screen, evaluate, and implement elimination, substitution, and removal of toxic and harmful chemicals in building materials, and promote the application of non-toxic, harmless, low-toxicity, and low-harm chemicals in building materials. Promote the construction of a quality grading evaluation system for green building materials products and establish a market-based recognition mechanism for quality grading and application classification. 6. Expand brand influence. Support third-party organizations to carry out brand value evaluation, brand promotion weeks, exchange and matchmaking meetings, compile green building materials brand development reports focusing on decorative materials of consumer concern, and release annual enterprise and product brand rankings. Support qualified regions to create "National Quality Brand Promotion Demonstration Zones," innovate models to hold green building materials product exhibitions, scene experience exchange meetings, and other activities, and build first-class regional green building materials brands. Encourage enterprises to increase investment in brand building, innovate brand communication models, build high-quality service systems, cultivate distinctive, competitive, and reputable trademark brands, actively participate in international cooperation, and continuously enhance international recognition of green building materials brands. (3) Accelerate application expansion to enhance industry growth momentum
7. Promote application in construction projects. Strengthen the selection requirements for green building materials in green buildings, encourage qualified regions to carry out green building materials application demonstration construction combined with zero-carbon buildings, near-zero energy buildings, and other building types, and encourage public procurement and market investment projects to expand the scope and increase the intensity of green building materials procurement. Expand the implementation scope of government procurement policies supporting green building materials to promote building quality improvement, improve government procurement demand standards for green buildings and green building materials, optimize management systems for green building materials procurement, supervision, and application, and ensure that relevant green building materials products are fully procured and applied. Promote the application of green building materials in infrastructure construction, increasing the proportion of green building materials such as low-carbon cement and high-performance concrete in engineering projects. 8. Deepen the promotion of green building materials to rural areas. Research to further enrich and improve the green building materials rural promotion activities, exploring the transition from "green building materials products" rural promotion to "green building materials system solution providers + characteristic rural construction service providers" rural promotion. Support local guidance for manufacturers, e-commerce platforms, shopping malls, and other participants in the activities, encourage key manufacturers to formulate online and offline discount promotion measures, providing consumers with more cost-effective products. Support local adaptation and use of local materials to build demonstration projects, strengthen typical and characteristic demonstrations, combine with modern livable farmhouses, farmhouse energy-saving renovations, modern agricultural facilities, and other project constructions, promote new construction methods, cultivate green building materials system solution providers, and promote green building materials to help improve farmhouse quality. Encourage local areas to create a batch of characteristic rural construction service providers suitable for local rural consumers based on different regional rural building characteristics, creating a beautiful environment that retains "nostalgia for the countryside." 9. Guide green consumption. Innovate consumption models, encourage manufacturers to cooperate with real estate, architectural design, and decoration companies to provide menu-style and customized application solutions for green building materials, exploring new integrated decoration service models. Encourage circulation enterprises to strengthen commercial layout relying on shopping malls, home decoration companies, design firms, and online platforms, organizing touring exhibitions, promotions, and recommendation activities. Encourage e-commerce platforms to set up special zones for green building materials products and offer preferential policies to enterprises participating in green building materials rural promotion activities. Encourage new retail models such as home experience halls and lifestyle halls to penetrate communities and rural areas to meet diversified and personalized consumer needs. Encourage green renovation using ceramic thin tiles, water-saving sanitary ware, environmentally friendly coatings, elder-friendly building materials, high-performance waterproof and sealing materials, and promote the application of dry wall (floor) surfaces, integrated bathroom and kitchen modular components. Increase the replacement of raw and auxiliary materials such as low (or zero) VOC content coatings, adhesives, and cleaning agents, and promote the use of low (or zero) VOC content coatings for outdoor structure protective facilities. (4) Consolidate industry foundation and enhance industrial support capacity
10. Optimize innovation mechanisms. Encourage the establishment of technology centers and engineering centers featuring green building materials, and improve public R&D and technology transfer platforms needed by the industry. Promote the establishment of regional and industry industrial technology basic public service platforms, strengthen public service supply such as testing and inspection, information services, and industrialization of innovation achievements. Support regions with a good foundation for green building materials development to establish green building materials innovation centers focusing on product modularization, functionality, and resource recycling. Support enterprises to increase investment in scientific and technological innovation, cooperate with upstream and downstream enterprises, universities, and research institutes to build an innovation system integrating production, education, research, and application, focusing on energy-saving, pollution reduction, carbon reduction process equipment, integrated structural-functional products, and tackling the production of green building materials from complex and difficult-to-use solid wastes such as phosphogypsum and red mud. Encourage large enterprises to release technology innovation lists and small and medium enterprises to tackle listed challenges, forming a collaborative innovation system. 11. Improve the standard system. Formulate and revise green building materials evaluation standards according to the development of the green building materials industry, timely assess the implementation of relevant green building materials standards, and strengthen the promotion of mandatory standards for products such as cement, flat glass, waterproof materials, and energy-saving doors and windows. Improve testing method standards and establish a sound standard system related to the use of solid waste and toxic and harmful chemical substance content in green building materials. Compile product usage instructions for building materials, accelerate the coordinated development of green building and green building materials standards, and expand the selection scope of green building materials for construction projects. Establish a product traceability standard system, focusing on the development of traceability standards for products such as cement and waterproof materials. Research and establish carbon footprint accounting rules for green building materials products, improve the standard system for green building materials carbon footprint, carbon labeling, and low-carbon technology evaluation and verification, and study and develop the "Six Zero" factory evaluation standard. Improve public service platforms, explore the construction of a green building materials carbon footprint background database, standardize carbon footprint evaluation activities, carry out green building materials certification evaluation, inspection and testing, promotion, and application services, accelerate the interconnection, interoperability, and mutual recognition of data such as green building materials product catalogs, green product label certification information, and credit application, and encourage regions to establish green building materials credit application databases based on actual conditions. IV. Safeguard Measures
13. Strengthen organizational coordination. Relevant national departments shall implement related work according to their division of responsibilities. Localities should strengthen policy coordination, support measures, and create a favorable environment for the development of the green building materials industry. Third-party organizations such as the China Building Materials Federation and the Green Building Materials Product Certification Technical Committee should strengthen research and analysis of green building materials industry development trends, actively carry out results exchange, brand evaluation, product promotion, strengthen industry self-discipline, and facilitate upstream and downstream connections. 14. Improve policy support. Make full use of channels such as the first set (batch) application insurance compensation mechanism to support the promotion and application of innovative green building materials products. Improve differentiated electricity price policies conducive to the green and low-carbon development of the building materials industry, and further implement normalized peak-shifting production of cement. Utilize the national production-finance cooperation platform to guide financial institutions to actively develop green finance and transition finance, supporting the development of green building materials enterprises. Support social capital to establish green building materials industry development funds in a market-oriented manner. Encourage qualified regions to provide loan interest subsidies for green building materials production projects and application demonstration projects, promoting green building materials product certification.
