1 .Application Acceptance
1.1 The applying organization shall accurately complete all sections of the application form, including details on the products, activities, premises, and employees covered by the applicant’s management system. The application form must be signed by the client’s responsible person or their authorized representative. Any false or inaccurate information will compromise the impartiality and validity of the certification, and the applicant shall bear all resulting liabilities.
1.2 Beijing United Zhiye Certification Co., Ltd. (Abbreviated as UICC ) Upon receipt of the application and supporting documentation from the applying organization, the organization shall conduct a review of the application; upon successful completion of the review, the certification application shall be formally accepted, and a certification contract shall be entered into with the applying organization. For certification applications that do not meet the acceptance criteria or require the submission of additional documentation, UICC The refund application will be returned with an explanation of the reasons. The following circumstances constitute grounds for non-acceptance:
1.2.1 Failure to provide authentic and valid certificates and documents, regulatory documents, administrative licensing certificates, or mandatory certification certificates;
1.2.2 The construction company has no projects under construction;
1.2.3 The anticipated review time cannot be provided for production due to various reasons. / Projects at the service site;
1.2.4 The scope of the certification application is not within UICC Within the scope of admissibility;
1.2.5 For clients applying for certification, if the scope of certification falls within United Intelligence’s acceptance criteria, a certificate without the certification mark will be issued.
1.2.6 Entities that have recently been involved in exposure incidents related to quality, environment, safety, energy, or food safety and are unable to provide valid documentation demonstrating corrective actions;
1.2.7 Product quality issues were exposed and subsequently investigated and dealt with by the inspection authorities.
1.2.8 The activities undertaken by the applying organization do not comply with applicable laws and regulations;
1.2.9 Ordered by law enforcement and regulatory authorities to suspend operations for rectification, or listed in the National Enterprise Credit Information Publicity System Enter “ List of Enterprises with Serious Legal Violations ” of;
1.2.10 Where the certificate has been suspended or revoked by the original certification body within the past year due to reasons attributable to the certified organization itself;
1.2.11 The reason for the change of certification body is unknown;
1.2.12 Occurrence of a food safety incident that violates relevant laws and regulations within one year (applicable to the food safety management system);
1.2.13 Within the past three years, the certification body has revoked the certification certificate (applicable to food safety management systems) due to food safety incidents, violations of relevant national food safety regulatory provisions, or the submission of false or concealed information required for certification.
1.2.14 Other circumstances in which the application shall not be accepted.
2 .Audit Implementation
2.1 Initial certification audit (including Stage 1 and Stage 2 audits);
2.1.1 The Stage 1 audit involves reviewing the applicant organization’s understanding of and planning for the requirements of the management system standard, assessing the conformity of its documented system documentation with the standard; collecting essential information on the scope of the organization’s management system, its processes and sites, and its equipment; determining compliance with applicable laws, regulations, and mandatory standards; evaluating the overall level of control when multiple sites are involved; and assessing the identification and definition of key performance indicators or critical factors, processes, and objectives of the management system. This review helps to identify the focus areas for the Stage 2 audit, including confirming the audit scope and ensuring resource readiness. It also evaluates the establishment and operation of the organization’s management system, examines the applicant organization’s planning and implementation of internal audits and management reviews, and determines whether the degree of implementation of the management system is sufficient to prepare for the Stage 2 audit.
2.1.2 The second-stage audit is a comprehensive examination of the applicant organization’s management system, assessing the conformity, adequacy, and effectiveness of the auditee’s established and implemented management system to determine whether certification should be recommended.
2.2 Dispatch the review team
UICC In accordance with the procedural requirements, an audit team shall be formed, comprising nationally registered auditors, trainee auditors, or technical experts, to conduct a comprehensive audit of the applicant organization.
2.3 Notify the customer
UICC The audit schedule must be communicated to the applying organization in advance, and confirmation can only be finalized upon the organization’s consent.
2.4 Document Review
The initial audit shall include a document review, which, under normal circumstances, must be completed prior to on-site entry. This facilitates the planning of the audit schedule and helps avoid situations where, upon the audit team’s arrival, significant discrepancies are discovered between the documented management system and the relevant standards, thereby preventing the audit from proceeding.
2.5 On-site audit
2.5.1 The audit team enters the organization and conducts a full-process, cross-departmental audit of the management system at the organization’s production and operational sites.
2.5.2 On-site audit activities include the opening meeting, on-site investigation and evidence collection, internal team discussions, communication with the auditee, and the closing meeting.
2.6 Does not meet the rectification requirements.
The auditee shall, in accordance with the audit team’s requirements, conduct an investigation and analysis of the causes of the nonconformities identified, perform a comprehensive assessment of whether other sites within the management system are also affected, and implement corrective actions. Within the prescribed timeframe, the auditee shall submit a report on the implementation status of the corrective actions for the nonconformities, accompanied by supporting documentation. The audit team leader shall follow up and verify the effectiveness of the implemented corrective actions.
3 . Certification Decision and Issuance of Certificate
Upon completion of the audit and verification of the effectiveness of corrective actions, the certification decision-maker shall make a certification decision for the applicant organization based on the evidence collected during the on-site inspection by the audit team and other relevant information, and determine whether to grant certification. UICC The manager or their authorized representative approves the certification decision (grant) and issues the certification certificate. 4 .Certification Cycle
4.1 through UICC Initial certification shall be granted upon successful verification that the management system meets the requirements of relevant standards and laws and regulations. The certification validity period is three years, during which it is necessary to undergo UICC Supervisory audit.
4.2 The first three-year certification cycle shall be calculated from the date of the initial certification decision, and the surveillance audits following the initial certification shall be scheduled starting from the date of the certification decision. 12 within one month, and thereafter at least once per calendar year, with the interval between two surveillance audits generally not exceeding 12 months ( Quality Management System No more than 12 months).
4.3 Supervisory audits of certified organizations that meet the requirements, UICC An annual confirmation notice will be issued to certified organizations to maintain their certification status.
4.4 Non-routine on-site surveillance audits may be conducted as needed.
4.5 If products of a certified organization are found to be non-compliant in a national supervisory spot check on product quality, from the date on which the market regulatory authority issues the notification, 30 Within the day, UICC Review of the implementation of short-notice advance notification.
4.6 Three months prior to the expiration of a certification cycle, the certified organization shall submit an application for recertification and undergo a recertification audit. The recertification audit shall be conducted in accordance with the initial audit procedures, and the on-site audit must be completed and any critical nonconformities (if any) must be closed before the certificate expires. Upon verification that the organization continues to meet the requirements, the certification body shall issue a new certificate. UICC A new certification certificate will be reissued. The certificate’s effective date shall not be earlier than the date of the recertification decision, and its expiration date shall be determined based on the preceding certification cycle; if the organization fails to submit a recertification application to the company before the certificate expires, the project will not be accepted for recertification.
5 . Information Changes and Adjustments to the Scope of Certification
5.1 Post-Certification Information Changes
5.1.1 Certified organizations shall promptly notify ... of the following changes: UICC Submit a written change request:
( 1 ) Addition or reduction of the scope of certification (e.g., products, activities, premises, etc.);
( 2 ) Changes to basic information such as the organization’s name, registered address, and place of business;
( 3 ) Other significant changes that affect the operation of the management system or the validity of certification.
5.1.2 UICC The changes will be reviewed, and on-site audits will be arranged as necessary. Upon verification that the changes comply with the requirements, a new certificate will be issued, with the original validity period remaining unchanged and the date of the change clearly indicated.
5.2 Expand the scope of certification
5.2.1 When a certified organization submits an application to expand the scope of certification, it shall submit the relevant documentation and the revised system documents.
5.2.2 UICC The scope expansion portion will be subject to assessment; the scope expansion audit may be conducted as a standalone audit or combined with the surveillance audit or recertification audit.
5.3 Reduce the scope of certification
When the certified organization’s management system fails to comply with certain scope requirements of the certification, or when the organization voluntarily requests a reduction in scope, UICC A decision may be made to narrow the scope of certification and reissue the corresponding certificate.
5.4 Certificate Information Update and Public Disclosure
Upon approval of all changes to the scope of certification, UICC The certification certificate will be updated, and the relevant information will be synchronized on the company’s official website and the CNCA platform.
