Recently, the Certification Supervision Department of the State Administration for Market Regulation issued the “Notice on the Integration and Revision of Regulatory Documents for Certification Information Reporting and the Upgrade of the ‘Unified Reporting Platform for Certification and Accreditation Business’” (SMR Certification [Department] Letter [2026] No. 273), comprehensively tightening regulatory standards in the certification sector and upgrading the validation rules of the unified reporting platform. The core adjustments of this new regulation focus on two key areas of stricter oversight, precisely addressing the rampant issues of formalistic and invalid certifications: first, the addition of… Auditor’s mandatory validation mechanism First, for the four major management systems—information technology services, energy, measurement, and intellectual property—if a certification body has an insufficient number of full-time auditors or if auditor qualifications do not align with the scope of certification, its authority to submit certificates will be immediately revoked, and such submissions will not be made public. Second, Comprehensive and granular expansion of reporting fields , new fields have been added, including the review method, review location, review duration, and review team number, enabling full-process traceability and audit trail throughout the certification process.
The new regulations stipulate a phased implementation: starting at 6:00 p.m. on October 12, 2026, the management system and service certification sectors will be the first to adopt the new standards; beginning at 6:00 p.m. on October 26, 2026, full implementation will extend to the product certification sector. Platform upgrades, rigorous personnel verification, and end-to-end traceability in oversight mark the official entry of the certification industry into a phase of survival of the fittest. Institutions with inadequate staffing or non‑compliant processes will be gradually phased out, effectively mitigating issues such as the inability to publicly disclose certifications, invalid tendering outcomes, and compliance risks. Consequently, selecting compliant, qualified certification bodies has become an essential requirement for businesses.
The core content is summarized as follows:
Strengthen the building of public trust in the certification sector, ensure that certification bodies assume their principal responsibilities, and enhance the effectiveness of certification. The Certification and Accreditation Supervision Department of the State Administration for Market Regulation has consolidated and revised the regulatory documents on the submission of certification information, and will accordingly adjust and upgrade the unified reporting platform for certification and accreditation-related data.
In this revision, new verification rules have been introduced in the management system certification field. If a certification body falls under any of the following circumstances, its authority to submit applications for certification certificates in the corresponding scope will be automatically suspended:
(a) The number of full-time auditors for the information technology service management system certification is fewer than 10.
(b) The number of full-time auditors certified in the energy management system is fewer than 10;
(c) The number of full-time auditors for measurement management system certification is fewer than 30.
(d) The number of full-time auditors for intellectual property management system certification is fewer than six.
Once the number of full-time auditors meets the required threshold, the corresponding authority to submit certification certificates for that field will be restored.
Reporting time requirements:
Effective from 18:00 on October 12, 2026, in the fields of management system certification and service certification All certification bodies must comply with the latest reporting template. , and truthfully report the relevant information.
Effective from 18:00 on October 26, 2026, in the fields of mandatory product certification and voluntary product certification. All certification bodies are required to accurately report the relevant information in accordance with the latest reporting template.
