Peaking carbon emissions has moved from the stage of “setting targets” to the stage of “accountability.”
The “15th Five-Year Plan for Carbon Peaking Action” sets out the next phase’s carbon‑reduction targets, key industry transformation tasks, carbon‑emission accounting and oversight mechanisms, and supporting green‑low‑carbon frameworks—ranging from energy‑efficiency upgrades and carbon‑offset compliance to green supply chains, project applications, and compliance management—all of which directly impact enterprises’ operational planning.
The policy has turned tasks into a checklist, and opportunities are hidden within it: first, identify the industries covered by the plan, then take action.
To help partner enterprises accurately grasp policy directions, clarify pathways for carbon reduction, identify transformation opportunities, and mitigate compliance risks, United Zhiye has scheduled… On October 30, a special training session was held to provide an in-depth interpretation of the “15th Five-Year Plan” Action Plan for Peaking Carbon Emissions. , available both online and offline.

Photovoltaic glass is a quintessential energy-intensive industry: batching, melting, annealing, tempering, and coating—each process consumes substantial amounts of energy. During the recertification audit of an energy management system, a certain photovoltaic glass company underwent a transformation—from “nonconformity” to tangible financial benefits. The audit was conducted by a specialized team from United Zhiye Certification Co., Ltd.
Smart Green Integration: Transforming into Reality | Three Directions, One Set of Standards
Recently, at the National Conference on Advanced Manufacturing, General Secretary Xi Jinping issued important instructions on developing advanced manufacturing: “We must adhere to the directions of intelligentization, green development, and integration, continuously strengthen and expand advanced manufacturing, and enhance the autonomy and controllability of industrial chains.” Premier Li Qiang outlined four implementation pathways—“digital and intelligent empowerment, high-end self-reliance, green and low-carbon development, and cross-sectoral integration”—while Vice Premier Zhang Guoqing, in his concluding remarks, identified a key lever: accelerating the establishment of a high-quality standards system and persistently curbing disorderly and irrational competition. Together, these elements—the overarching direction, the specific pathways, and the evaluation criteria—form a coherent and comprehensive logical framework.
Recently, the State Council Information Office held a press conference on the theme of “Getting Off to a Good Start in the 15th Five-Year Plan.” The State Administration for Market Regulation clarified that metrology, standardization, certification and accreditation, and inspection and testing together constitute the national quality infrastructure. In response to “involutionary” low‑price competition, it will adopt a comprehensive approach, leveraging standard‑setting guidance, quality supervision, and price‑enforcement measures to rectify and steer market behavior.
On October 9, the CPC Central Committee and the State Council issued the “Opinions on Developing New‑Type Productive Forces” (hereinafter referred to as the “Opinions”). Supporting high‑quality development and fostering new‑type productive forces have always been the core priorities of the certification, accreditation, inspection, and testing sectors. The “Opinions” contain numerous provisions addressing the establishment of a certification system and the improvement of the standards framework.
