October 9, The CPC Central Committee and the State Council have issued the “Opinions on Developing New‑Type Productive Forces.” (hereinafter referred to as the “Opinions”). Supporting high-quality development and fostering new‑type productive forces have always been the core priorities of the certification, accreditation, inspection, and testing sectors. The “Opinions” include numerous provisions addressing the development of a certification system and the refinement of the standards framework.
Relevant requirements in the “Opinions”:
I. Technological Innovation and Industrial Integration
Fully implement the “Artificial Intelligence Plus” initiative, foster deep integration between the real economy and the digital economy, promote the seamless convergence of technological innovation and industrial innovation, and upgrade traditional industries while cultivating and expanding emerging sectors.
Promote the digital and intelligent transformation of the manufacturing sector, and develop smart manufacturing, green manufacturing, and service-oriented manufacturing; strengthen the foundational capabilities in quality and technology, enhance brand building, and drive the extension of producer services toward the high end of the value chain.
Strengthen the role of enterprises as the main actors in scientific and technological innovation, accelerate the transformation of scientific and technological achievements into real productive forces, and allow qualified high-quality enterprises to take the lead in undertaking major national technological research projects.
II. Green and Low-Carbon Development
Build a green, low-carbon, circular economic system; strengthen green manufacturing, develop green services, and expand the green energy sector; and coordinate and advance the green transformation of key industries.
Adhere to an integrated approach that combines source‑level waste reduction, process‑level control, and end‑of‑pipe efficiency, strengthen the development of green product certification and labeling systems, and build a number of zero‑carbon factories and industrial parks.
Fully implement dual controls on both the total volume and intensity of carbon emissions, improve the statistical accounting and standard‑measurement systems for carbon emissions, and establish a product carbon‑labeling certification scheme and a product carbon‑footprint management system.
Establish a carbon pricing mechanism centered on the national carbon market, expand the carbon emissions trading market, accelerate voluntary greenhouse gas emission reduction trading, refine the nationwide unified green certificate market, and develop green finance.
Implement fiscal, tax, financial, investment, pricing, technological, and environmental protection policies to promote green and low-carbon development, and optimize the policy toolkit for green development as well as government green procurement policies.
III. Industrial Ecosystem and Innovation System
Establish a sound long-term mechanism for the integrated development of the “four chains,” support leading enterprises in spearheading the formation of innovation consortia, and implement incentive and risk‑compensation schemes for first‑of‑its‑kind equipment, first‑batch materials, and first‑version software.
The system is working to remove market access barriers, implement the “anything not prohibited is permitted” principle, promote agile governance through regulatory sandboxes, and actively participate in the formulation of international standards and rules, thereby enhancing the industry’s core competitiveness.
IV. Financial Innovation
Increase the supply of innovative financial products and encourage their development. Angel investment Venture capital and private equity should support banks in developing loan products tailored to the characteristics of new‑type productive forces, expand the range of science‑and‑technology innovation bonds, and explore technology‑based leasing.
V. Global Factor Allocation
By globally allocating advanced production factors, expanding high-standard opening-up, promoting the joint development of science and technology parks and Belt and Road joint laboratories, proactively building a global innovation cooperation network, and facilitating cross-border data flows.
VI. Talent Management Mechanism
Cultivate the talent urgently needed for the development of new‑type productive forces, promote the high‑quality development of modern vocational education, comprehensively advance the integrated industry‑academia approach to skills training, encourage enterprises and universities to collaborate on customized training programs, and make full use of highly skilled personnel.
Over the past thirty years, United Zhiye Research Institute With a broad industry coverage and an accumulated portfolio of roughly 300,000 achievements, it has emerged as an integrated, intelligent provider of the endogenous driving force behind new‑type productive forces and the soft‑core technologies underpinning new‑style industrialization. In response to this profound transformation of new‑type productive forces, United Zhiye will continue to pursue a dual‑engine strategy of intelligence plus green development, supported by three core business chains—intelligence‑based operations, green‑intelligent technologies, and certification & evaluation—while working hand in hand with governments, industrial parks, enterprises, and a wide network of partners to build a coalition for new productivity and jointly advance high‑quality industrial development.

The audit was conducted by a specialized team from United Zhiye Certification Co., Ltd.
Smart Green Integration: Transforming into Reality | Three Directions, One Set of Standards
Recently, at the National Conference on Advanced Manufacturing, General Secretary Xi Jinping issued important instructions on developing advanced manufacturing: “We must adhere to the directions of intelligentization, green development, and integration, continuously strengthen and expand advanced manufacturing, and enhance the autonomy and controllability of industrial chains.” Premier Li Qiang outlined four implementation pathways—“digital and intelligent empowerment, high-end self-reliance, green and low-carbon development, and cross-sectoral integration”—while Vice Premier Zhang Guoqing, in his concluding remarks, identified a key lever: accelerating the establishment of a high-quality standards system and persistently curbing disorderly and irrational competition. Together, these elements—the overarching direction, the specific pathways, and the evaluation criteria—form a coherent and comprehensive logical framework.
Recently, the State Council Information Office held a press conference on the theme of “Getting Off to a Good Start in the 15th Five-Year Plan.” The State Administration for Market Regulation clarified that metrology, standardization, certification and accreditation, and inspection and testing together constitute the national quality infrastructure. In response to “involutionary” low‑price competition, it will adopt a comprehensive approach, leveraging standard‑setting guidance, quality supervision, and price‑enforcement measures to rectify and steer market behavior.
