Recently, the Ministry of Industry and Information Technology issued the “Notice on Carrying Out the 2026 Recommendations and Dynamic Management of Green Factories,” outlining the procedures for nominating green factories, leading enterprises in green supply chains, and green industrial parks for 2026, while also implementing dynamic management for existing national-level green factories and green industrial parks.
This year, there are three key changes that businesses should take note of:
Change 1: New recommended categories added
For the first time, leading enterprises in the green supply chain have been designated as a separate recommendation category, targeting parent companies of large enterprises such as central state-owned enterprises and industry-leading firms. The previous national list of green supply chain management enterprises has been discontinued.
Change No. 2: Front-loading the application threshold
To apply for Green Factory certification, an enterprise must first be listed on the provincial-level Green Factory roster of its region and meet the requirements of the new edition of the “General Principles for Green Factory Evaluation” (GB/T 36132—2025), demonstrating industry-leading levels in energy decarbonization, resource efficiency, clean production, green product design, and intensive land use.
Change Three: Stricter Dynamic Management
Dynamic management and enhanced oversight will ensure that existing national green factories and green industrial parks that fail to meet the new evaluation criteria are, in accordance with established procedures, promptly removed from the list.
As required by the notice, provincial-level departments in charge of industry and information technology must, by… October 30, 2026 The deadline for submitting the recommended list and reporting on dynamic management is already quite tight, leaving enterprises with limited time to benchmark against the standards, address their weaknesses, and prepare the necessary documentation.
To implement the requirements of the notice, we will prioritize strengthening enterprises’ capabilities in green supply chain management and support them in enhancing the quality and upgrading their green factory applications and ongoing management. United Zhiye is specially organizing a specialized training session for leading enterprises in the green supply chain.

Smart Green Integration: Transforming into Reality | Three Directions, One Set of Standards
Recently, at the National Conference on Advanced Manufacturing, General Secretary Xi Jinping issued important instructions on developing advanced manufacturing: “We must adhere to the directions of intelligentization, green development, and integration, continuously strengthen and expand advanced manufacturing, and enhance the autonomy and controllability of industrial chains.” Premier Li Qiang outlined four implementation pathways—“digital and intelligent empowerment, high-end self-reliance, green and low-carbon development, and cross-sectoral integration”—while Vice Premier Zhang Guoqing, in his concluding remarks, identified a key lever: accelerating the establishment of a high-quality standards system and persistently curbing disorderly and irrational competition. Together, these elements—the overarching direction, the specific pathways, and the evaluation criteria—form a coherent and comprehensive logical framework.
Recently, the State Council Information Office held a press conference on the theme of “Getting Off to a Good Start in the 15th Five-Year Plan.” The State Administration for Market Regulation clarified that metrology, standardization, certification and accreditation, and inspection and testing together constitute the national quality infrastructure. In response to “involutionary” low‑price competition, it will adopt a comprehensive approach, leveraging standard‑setting guidance, quality supervision, and price‑enforcement measures to rectify and steer market behavior.
On October 9, the CPC Central Committee and the State Council issued the “Opinions on Developing New‑Type Productive Forces” (hereinafter referred to as the “Opinions”). Supporting high‑quality development and fostering new‑type productive forces have always been the core priorities of the certification, accreditation, inspection, and testing sectors. The “Opinions” contain numerous provisions addressing the establishment of a certification system and the improvement of the standards framework.
