Recently, the State Administration for Market Regulation held a national training course on special food safety supervision and reported on the special food safety supervision work in 2023.
In 2023, market regulation departments strengthened strict prevention at the source, strict control during the process, strict product inspection, and strict risk control, continuously promoting high-quality development and high-level safe and positive interaction in special food safety work, using high-quality development to promote high-level safety. The overall pass rate of special food supervision and sampling inspections throughout the year was 99.85%, an increase of 0.03% year-on-year, maintaining a high level for many years. Regulatory capabilities and levels have continuously improved, the special food safety supervision situation is generally stable and improving, and consumer confidence continues to be boosted.
Policies and systems continue to improve, continuously promoting steady and long-term progress in special food safety work. Special food registration supervision policies and measures continue to be optimized, promoting the continuous enhancement of the industry's endogenous development momentum and gradually improving innovation and development capabilities. Revised and issued regulations such as the "Management Measures for the Registration of Infant Formula Milk Powder Product Formulas" and the "Management Measures for the Registration of Special Medical Purpose Formula Foods," further strictly regulating registration requirements, application conditions, and approval procedures, encouraging enterprise research and innovation, and implementing priority review for special medical purpose formula foods for rare diseases, clinically urgent and yet unapproved new categories. Issued the "Implementation Rules for the Technical Evaluation of New Functions and Products of Health Foods (Trial)," and jointly with the National Health Commission and the National Administration of Traditional Chinese Medicine, released multiple health function catalogs and health food raw material catalogs, reforming the previous government-reliant and endorsement-based evaluation management model for health food function claims in China, taking quality and safety as the baseline, leading new progress and breakthroughs in high-quality industry development. Added health food raw material catalogs including ginseng, American ginseng, and Ganoderma lucidum, strongly supporting the inclusion of China's traditional characteristic resources in the raw material catalog. Issued the "Compliance Guide for Online Sales of Special Foods" and the "Guidelines for Standardized Labeling of Health Food Marks," further regulating online sales of special foods and strictly standardizing label markings.
Registration reform continues to deepen, coordinating the promotion of high-quality development and high-level safety in special food safety work. The dual-track reform of health food registration and filing has made significant breakthroughs, opening up new function declarations for health foods, standardizing health food function claims, improving technical evaluations, and expanding the health food raw material catalog, effectively stimulating new market momentum. The policy guidance effect is gradually emerging, and the number of filed products is growing rapidly. Throughout the year, 875 health food registrations were approved, and 3,423 health food filing certificates were issued, an increase of 2.5% compared to 2022; by the end of 2023, China had approved 12,100 health food registrations and issued 16,200 health food filing certificates. The development trend of special medical purpose formula foods continues to improve, with 70 product registrations approved in 2023, setting a new annual registration record. By the end of 2023, the high-quality completion of the new national standard registration task for infant formula milk powder was achieved, with 134 enterprises approved to register 1,028 infant formula milk powder product formulas under the new national standard, ensuring stable market supply. On the basis of safeguarding special food safety, efforts are strengthened in scientific and technological innovation, technological reform, and product updates, continuously consolidating the foundation for high-quality development of the special food industry.
Implement the "Four Strictest" requirements to prevent and resolve risks throughout the entire process of special foods. Various measures such as supervision inspections, research exchanges, training assistance, and typical demonstrations are taken to urge and guide enterprises to equip food safety directors and food safety officers, establish and improve the "daily control, weekly inspection, monthly scheduling" work mechanism, dynamically improve and strictly implement the risk control checklist, continuously deepen and implement the "two responsibilities" for special food safety, achieving positive results. Daily supervision and inspection efforts are continuously increased, the "full coverage" system inspection normalization mechanism is continuously improved, special actions focusing precisely on public concerns are carried out to effectively ensure special food safety. In 2023, a total of 2.092 million inspections of special food production and operation enterprises were conducted nationwide, with 169,000 problems found; system inspections were completed for 525 health food production enterprises, and full coverage system inspections were completed for 111 infant formula milk powder production enterprises and 33 special medical purpose formula food production enterprises nationwide. With a sense of responsibility of "always concerned," adhering to prevention first and early intervention, through case analysis, experience exchange, expert interpretation, and other methods, risk prevention and control exchanges are promoted to become normalized and long-term, improving the risk prevention awareness and handling capabilities of regulatory departments and enterprises, effectively preventing and resolving emerging and potential risk hazards.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
