Enterprises certified for carbon neutrality receive a maximum support of 500,000 yuan

Implementation Rules for Subsidy Funds for the Green Transformation and Upgrade Project of Beijing City Sub-center

Chapter 1 General Provisions

Article 1  These rules are formulated based on the "Notice of the People's Government of Tongzhou District, Beijing on Issuing Several Measures to Accelerate the High-quality Development of the Industry in Beijing City Sub-center" (Tong Zheng Fa [2024] No. 8) and the "Management Measures for Subsidy Funds for Green Transformation and Upgrade Projects in Tongzhou District (Trial)" (Tong Jing Xin Ju [2023] No. 12).

Article 2  The use and management of funds under these rules shall follow the principles of openness and transparency, focus, and performance orientation, guiding and promoting industrial green development.

Article 3  The Economic and Information Technology Bureau of the district is specifically responsible for the collection, disbursement, acceptance, and supervision of supported projects, while the district Finance Bureau is responsible for budget arrangement and supervision of fund usage.

Chapter 2 Supported Entities and Recognition Criteria

Article 4  Supported entities are enterprises registered and established in Tongzhou District, Beijing, with independent legal person status in the manufacturing and software information service industries. They must also meet the following basic conditions:

1. Sound financial management system, standardized internal management, and good operating conditions;

2. No major safety accidents in the past three years; enterprises established less than three years must have no major safety accidents since establishment;

3. The project must have approval documents for project establishment and filing or equivalent proof documents such as board resolutions or general manager office meeting resolutions;

4. Enterprise land use, construction, and other procedures must be legal and compliant;

5. The project should be completed, have undergone acceptance procedures, and issued a letter of commitment.

Chapter 3 Support Directions

Article 5  Support the construction of green manufacturing systems. Manufacturing enterprises are encouraged to create green factories and green supply chains. Manufacturing enterprises awarded the national-level titles of "Green Factory" or "Green Supply Chain" can receive up to 1 million yuan; those awarded the municipal-level "Green Factory" title can receive up to 500,000 yuan.

Article 6  Support green intelligent transformation. Support manufacturing enterprises in implementing clean transformation, improving energy utilization efficiency, and efficient water resource utilization. Enterprises are encouraged to carry out green transformation based on the concepts of full lifecycle, resource and environment optimization, and green innovation. For completed projects (requiring a special audit report issued by a qualified accounting firm), subsidies are granted at 30% of the approved total project investment, with a maximum support of 2 million yuan.

Article 7  Support distributed photovoltaic energy construction. Enterprises are encouraged to use distributed photovoltaic energy to replace fossil energy according to local conditions, fundamentally reducing carbon emissions. For applicants who have completed the transformation project, subsidies are based on the total installed capacity of the project (the sum of the rated effective power of the installed generator units):

From 100KW (inclusive) to 300KW, the maximum support is 200,000 yuan;

From 300KW (inclusive) to 600KW, the maximum support is 500,000 yuan;

600KW (inclusive) and above, the maximum support is 1 million yuan.

Article 8  Support carbon reduction development

1. Encourage enterprises to implement carbon reduction development. Enterprises are encouraged to pilot "Carbon Neutral Enterprise" certification through authoritative institutions. Enterprises that obtain "Carbon Neutral Enterprise" certification can receive up to 500,000 yuan.

2. For enterprises whose annual carbon emission intensity (annual carbon emissions / annual output value) in the previous year decreased by 5% or more compared to the year before, and who achieve a reduction in total CO2 emissions through non-trading actions of 500 tons or more compared to the year before, after verification, subsidies are granted at a maximum of 200 yuan per tCO2e (ton of CO2), with a maximum support of 500,000 yuan.

Chapter 4 Fund Application and Project Management

Article 9  The District Economic and Information Technology Bureau shall prepare and issue the green transformation and upgrade project application notice based on the "Several Measures to Accelerate the High-quality Development of the Industry in Beijing City Sub-center" and the actual development situation of the district, organizing related application work.

Article 10  Enterprises shall submit relevant materials within the prescribed application period. Failure to submit within the prescribed time shall be deemed as automatic waiver.

Article 11  In principle, no duplication of benefits is allowed. The contents of these rules that are the same as other district-level industrial policies shall not enjoy duplicate benefits; if the same project meets multiple support categories under these rules, only one category can be chosen for application in the same year.

Article 12  These rules are interpreted by the Economic and Information Technology Bureau of Tongzhou District, which may adjust them according to the actual annual situation. These rules shall be implemented from the date of issuance.
