On the 25th, the National Development and Reform Commission held a special press conference. A reporter asked: "Since the release of the 'Two New' plan, what progress and achievements have been made in promoting the replacement of old consumer goods with new ones through the standard improvement action?
In response, Wang Shengli, Deputy Director of the Quality Supervision Department of the State Administration for Market Regulation, introduced that to thoroughly implement the spirit of the fourth meeting of the Central Financial and Economic Affairs Commission and to implement the State Council's "Action Plan for Promoting Large-scale Equipment Renewal and Replacement of Old Consumer Goods with New Ones," in March this year, the State Administration for Market Regulation and six other departments issued the "Action Plan for Equipment Renewal and Replacement of Old Consumer Goods with New Ones Driven by Standard Improvement." Regarding the replacement of old consumer goods with new ones, the focus is on new standardization demands in areas such as automobiles, home appliances, furniture, and emerging consumption. Over the next two years, 115 key national standards will be formulated or revised. Through the formulation and implementation of standards and supporting policy measures, the work of replacing old consumer goods with new ones will be better supported.
Wang Shengli pointed out that currently, all 115 national standards have been approved, and 30 have been released. The release and implementation of these standards will strengthen the safety baseline, raise the quality ceiling, accelerate the upgrading of traditional consumption, and lead the creation of new types of consumption, continuously stimulating domestic demand through improved quality and expanded consumption. For example, in the home appliance field, the mandatory national standard "Safety Technical Specifications for Electrical Parts of Household and Similar Electrical Appliances, Sporting Goods, and Electronic Toys" has been released, along with 103 supporting recommended national standards. These comprehensively and systematically specify safety requirements and verification methods for household electrical products, achieving 100% consistency with international standards, which will greatly improve the quality and safety level of domestic home appliances and increase consumers' sense of gain in home appliance consumption. Additionally, in the furniture field, three mandatory national standards have been released, including "Safety Technical Specifications for Infant and Children's Furniture," "Limits of Harmful Substances in Furniture," and "Technical Specifications for Furniture Structural Safety," along with six recommended national standards such as the "Consumer Goods Quality Grading Guide for Furniture." There are currently more than 110 national standards in the furniture field, which will play an important role in promoting the optimization and upgrading of the furniture industry and boosting furniture product consumption. Furthermore, 12 national standards related to recycling have been released, including "Green Product Evaluation - Sanitary Ceramics" and "General Requirements for Recycling of Vehicle Power Batteries," promoting green production and leading green consumption through green and low-carbon standards.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
