Recently, the General Office of the People's Government of Henan Province issued the "Several Measures to Support the Development of Individual Industrial and Commercial Households and Small and Micro Enterprises in Henan Province." It proposes to reduce operating costs, with state-owned and public inspection, testing, and calibration institutions charging half the fees for elevator, boiler, and pressure vessel inspections for small and micro enterprises in the accommodation and catering industries across the province. Product quality inspection and metrology testing fees entrusted by small and micro enterprises across the province will be charged at half price, and product quality inspection, metrology testing, and special equipment inspection fees entrusted by individual industrial and commercial households will also be charged at half price. Financial support of up to 70% will be provided for overseas patent applications, overseas trademark registrations, management system certifications, product certifications, and other expenses for small and micro enterprises.

Several Measures to Support the Development of Individual Industrial and Commercial Households and Small and Micro Enterprises in Henan Province
  To thoroughly implement the decisions and deployments of the Party Central Committee and the State Council on promoting the development and growth of the private economy, encourage, support, and guide the high-quality development of individual industrial and commercial households and small and micro enterprises, and stimulate the vitality of business entities, the following measures are formulated based on the actual situation of our province.
  I. Support Entrepreneurship and Innovation
  1. Merchants without fixed business premises are allowed to register as individual industrial and commercial households using their home address as the business location and conduct mobile operations. Natural persons engaged in e-commerce without fixed business premises are allowed to use the online business premises provided by e-commerce platforms for individual industrial and commercial household registration.   2. Eligible individuals who start a small and micro enterprise or engage in individual business for the first time will be given a one-time start-up subsidy upon approval. Those who meet the conditions for applying for entrepreneurial guarantee loans can apply for a loan of up to 300,000 yuan with a term not exceeding 3 years. The entrepreneurial guarantee loan limit for small and micro enterprises is raised to 4 million yuan, with a loan term not exceeding 2 years. Small and micro enterprises with active repayment, strong employment-driving ability, and good entrepreneurial projects can continue to apply for loans and interest subsidies after the entrepreneurial guarantee loan expires, up to a total of 3 times. Borrowers of entrepreneurial guarantee loans who encounter temporary liquidity difficulties due to natural disasters or major emergencies may apply for loan extension, generally not exceeding 1 year.   3. Vigorously carry out vocational skills training and evaluation for employees of individual industrial and commercial households and small and micro enterprises and provide subsidies according to regulations. Include individual industrial and commercial household operators and founders of small and micro enterprises in the scope of entrepreneurship training subsidies. Actively guide research institutes and enterprise professionals to participate in entrepreneurship counseling, employment training, and skill improvement services. Strengthen professional training and skill practice for local e-commerce operators. Encourage industry associations and chambers of commerce to organize individual industrial and commercial households and small and micro enterprises with labor needs to carry out order-based and targeted school-enterprise cooperation with universities and vocational technical schools. Build job-seeking and employment service platforms to promote the matching of talent supply from vocational colleges and social training institutions with the labor needs of individual industrial and commercial households and small and micro enterprises. Professional technical personnel of small and micro enterprises can apply online directly for associate senior and below professional titles based on their education and years of experience.   II. Optimize the Development Environment
  4. Further standardize law enforcement and supervision related to enterprises. Except for fire safety, gas, building safety hazard inspections, and law enforcement checks, reduce the proportion and frequency of spot checks on small and micro enterprises and individual industrial and commercial households according to the principles of randomness, minimum, and consolidation. Implement the mutual recognition of spot check results for chain enterprises (directly operated stores) with unified supply. In principle, inspections should not be conducted during peak production and operation periods, and it is strictly forbidden to require cooperation in work unrelated to production and operation activities. In key areas such as urban management, ecological environment protection, and market supervision, implement "no penalty for first violation" and "exemption for minor violations" according to law.   5. Carry out special governance on fees related to individual industrial and commercial households and small and micro enterprises, strictly investigate illegal charging behaviors by administrative approval intermediary agencies, industry associations, and sectors such as finance, water supply, electricity, gas, and heating. Strictly investigate behaviors that do not implement the national fee reduction and burden relief policies as required.   6. Strictly review suspected cases of seeking punitive damages through complaints and reports that infringe on the legitimate rights and interests of operators. Punitive damage claims for product labels, instructions, promotional materials, etc., that have defects but do not affect product quality or mislead consumers may not be accepted, and reports of such behaviors may not be filed. Those who fraudulently obtain compensation or extort operators by means such as tampering, substitution, forgery, altering product production dates, or fabricating facts will be held accountable according to law.   7. Continue to carry out the clearance of accounts payable owed by administrative organs, public institutions, and state-owned enterprises to small and micro enterprises, intensify inquiries, interviews, supervision, and notifications to debtors. Publicize information on large enterprises overdue in paying individual industrial and commercial households and small and micro enterprises. Incorporate the prevention and resolution of accounts payable owed to small and micro enterprises into the province's enterprise service assessment indicators and business environment evaluation system, and include the resolution status of local debts in the comprehensive performance evaluation of high-quality development. Accelerate the clearing of accounts payable by provincially managed enterprises, include the completion of debt clearance work in business performance assessments, and link it to the remuneration of enterprise leaders.   III. Reduce Operating Costs
  8. Support the transformation from individual to enterprise and from small to standard scale. Individual industrial and commercial households transforming into enterprises are allowed to continue using their original trade name, establishment date, and retain industry characteristics, and enjoy tax reduction and exemption policies for small and micro enterprises as prescribed. When small-to-standard scale enterprises handle the renaming of land use rights and house ownership, deed tax will be exempted according to the national enterprise restructuring and reorganization deed tax policy, and transaction fees will be exempted if the investment entity and business premises remain unchanged.   9. Encourage localities to introduce rent subsidy policies, support large supermarkets and commercial complexes in reducing or deferring rent and venue fees. Incubators and other entrepreneurial carriers developed with government investment should allocate about 30% of their space free of charge to college graduates. Places with conditions should provide rent subsidies for college graduates starting businesses in incubators. Encourage and support localities to actively revitalize inefficient and idle state-owned assets, abandoned factories, and other facilities to attract various entrepreneurial groups to start businesses.   10. State-owned and public welfare inspection, testing, verification, and calibration institutions shall charge half the fees for elevator, boiler, and pressure vessel inspections for small and micro enterprises in the accommodation and catering industry across the province. They shall also charge half the fees for product quality inspection and metrology testing entrusted by small and micro enterprises across the province, and half the fees for product quality inspection, metrology testing, and special equipment inspection entrusted by individual industrial and commercial households across the province. The implementation period is until December 31, 2025.    4. Strengthen financial support
  11. Support financial institutions in comprehensively utilizing registration, tax payment, social security, water, electricity, and gas information to establish a "white list" for individual industrial and commercial households and small and micro enterprises. Open a "green" channel for business entities on the white list, optimize approval processes, and increase the issuance of first loans, renewal loans, credit loans, and medium- and long-term loans. Make good use of the People's Bank of China's inclusive small and micro loan support tool, expanding single-customer credit to 20 million yuan support policy. Implement and optimize the policy of no principal repayment renewal loans for small and micro enterprises, expanding the renewal loan scope from some small and micro enterprises to all small and micro enterprises.   12. Continue to promote the expansion and increase of the "Specialized, Refined, Distinctive, and Innovative Loan" business. Enrich and improve exclusive credit products such as "Famous, Special, Excellent, and New Loan" for individual industrial and commercial households, and promote the loan mode of borrowing and repaying at any time. Promote the "Credit Easy Loan" financing model, encouraging financial institutions and credit agencies to develop and launch financing credit service products such as "Government Procurement Loan," "Tax Easy Loan," "Entrepreneurship Loan," "Talent Loan," and "Intellectual Property Pledge Loan." Promote "Business Assistance Insurance" to provide inclusive insurance services for individual industrial and commercial households and small and micro enterprises covering property loss, personal injury, and public liability during business operations. Strengthen export credit insurance support for small and micro foreign trade enterprises, establish a unified insurance platform for small and micro foreign trade enterprises with annual export amounts of 5 million US dollars or less, with enterprises exempt from paying unified insurance premiums, fully supported by special fiscal funds. Support participation in international professional exhibitions, providing tiered support for net booth fees and personnel airfare expenses for participating small and micro enterprises. Provide up to 70% financial support for small and micro enterprises' overseas patent applications, overseas trademark registrations, management system certifications, and product certifications.    5. Stimulate market vitality
  14. Issue targeted consumption vouchers, focusing on supporting consumption activities such as retail, catering, cultural tourism, accommodation, and shopping, to increase the operating income of individual industrial and commercial households and small and micro enterprises.   15. Hold the main events of the National Culture and Tourism Consumption Season, launch "Harvest Central Plains," "Winter Tour Central Plains," and other "Four Seasons Henan" themed activities, and release seasonal cultural tourism products and preferential measures such as autumn viewing, hot springs, and skiing. Encourage qualified localities to carry out low-altitude tourism, flight experience, aviation sports, and other consumption activities, develop sightseeing tours, experiential tours, and other low-altitude tourism products, and issue no less than 10 million yuan in low-altitude consumption vouchers annually. The implementation period is until December 31, 2027. Accelerate the implementation of the 144-hour visa-free transit policy and add a batch of departure tax refund stores.   16. Encourage localities to develop the night economy according to local conditions, plan and open night markets and weekend stall areas in different regions, actively develop diversified consumption formats such as "night shopping," "night dining," "night entertainment," "night reading," and "night tours," and cultivate distinctive night economy brands. The provincial finance will reward counties (cities, districts) recognized as provincial-level night economy clusters with up to 5 million yuan, and those rated as qualified after review will receive rewards of 1 million to 2 million yuan for their counties (cities, districts). Allow individual industrial and commercial households to appropriately expand outdoor business areas and extend business hours, implement prudent and inclusive supervision and guidance for off-store business activities. Allow idle land, vacant factories, and other spaces to be temporarily used preferentially as characteristic night markets benefiting people's lives, exempting related fees for college graduates, veterans, and people with employment difficulties. Allow vehicles to park temporarily on roads around night markets at night. Fully promote the construction of a 15-minute convenient living circle in cities, vigorously support individual industrial and commercial households and small and micro enterprises to develop convenience stores, breakfast shops, fruit and vegetable stores, repair shops, and basic guarantee formats such as elderly care and childcare services, and implement "one circle, one policy" to fill livelihood gaps and create diversified and multi-level consumption scenarios.
