To deeply implement the "532" development strategy, accelerate the construction of the "New Energy Capital," develop new quality productivity according to local conditions, foster new growth drivers, further stimulate enterprise innovation and creativity, continuously enhance traditional industries, strengthen emerging industries, and cultivate future industries, the following policies are formulated based on the actual situation of our city.

Support is given to enterprises newly selected in the "Global 500," "China Top 500 Enterprises," "China Top 500 Manufacturing Enterprises," "China Top 500 Private Enterprises," and "China Top 500 Service Enterprises." Newly recognized national manufacturing single champion enterprises and national specialized and new "little giant" enterprises are supported up to 2 million yuan and 1 million yuan respectively. Enterprises newly awarded the China Industrial Award, commendation award, and nomination award are supported up to 2 million yuan, 500,000 yuan, and 200,000 yuan respectively. Enterprises newly recognized as high-tech enterprises receive up to 200,000 yuan; for re-recognition, up to 100,000 yuan. Enterprises newly recognized as Jiangsu unicorn enterprises and potential unicorn enterprises receive up to 2 million yuan and 500,000 yuan respectively. 　　2. Support enterprises to expand effective investment. Focusing on the "1028" industrial system, key support is given to high-end technological transformation. For demonstration projects with equipment and software investment of over 100 million yuan, special funds are provided at no more than 10% of the equipment and software investment, with a maximum of 10 million yuan per project. Support is provided for enterprises to carry out industrial basic capacity building in the "five basics" fields: basic components and parts, basic materials, industrial basic software, basic manufacturing processes and equipment, and industrial technology foundation. For projects with equipment and software investment over 50 million yuan, special funds are provided up to 15% of the investment, with a maximum of 10 million yuan per project. Enterprises implementing intelligent digital transformation projects with investment over 5 million yuan receive support up to 5% of the project investment, with a maximum of 2 million yuan per enterprise. Enterprises with higher equipment and software investment and significant technological transformation effects are supported. Support is provided for enterprises to build major modern agricultural development projects, with a maximum of 1 million yuan per project. Projects included in provincial major projects are given priority rolling support within a three-year implementation period. Enterprises are encouraged to focus on key areas such as technological innovation leadership and green low-carbon transformation to layout more "two heavy" and "two new" projects, and support is provided to help enterprises obtain ultra-long-term special national bonds, central budget investment, and other funds. Organizations newly awarded the "Jiangsu Provincial Governor Quality Award" and its nomination receive up to 1 million yuan and 500,000 yuan respectively; individuals newly awarded these receive up to 200,000 yuan and 100,000 yuan respectively. Newly listed industrial enterprises above designated size in the previous year receive up to 10,000 yuan. Industrial and construction enterprises (groups) with first-time operating income exceeding 100 billion yuan, 50 billion yuan, and 10 billion yuan receive up to 10 million yuan, 5 million yuan, and 2 million yuan respectively; wholesale enterprises with operating income exceeding 20 billion yuan receive up to 5 million yuan; service enterprises with operating income exceeding 20 million yuan receive up to 100,000 yuan. Enterprises with rapid growth and good economic benefits are supported. Construction enterprises promoted to special-grade general contracting qualification or comprehensive engineering supervision qualification receive up to 2 million yuan. Enterprises established specifically for data business separation receive up to 200,000 yuan based on the provision of data products and services externally. For capital increase from undistributed profits, capital reserves, surplus reserves, etc., for every 5 million yuan of net increased share capital under natural person shareholders, support of no more than 300,000 yuan is provided, with a maximum of 3 million yuan. For high-growth technology enterprises, support up to 1 million yuan based on the increase in their R&D expenses. For major scientific and technological innovation platforms and key laboratories that have been approved and funded by national or provincial authorities, the municipal and district levels will provide matching support up to 1:1 of the actual national or provincial funds received, with a maximum of 100 million yuan at the national level and 50 million yuan at the provincial level. For municipal and above-level science and technology public service platforms engaged in concept verification, public technology services, technology transfer, and intellectual property services, support up to 5 million yuan will be provided based on annual performance evaluation results. Newly recognized national and provincial enterprise R&D platforms will receive up to 2 million yuan and 500,000 yuan respectively. For projects undertaking national core technology breakthroughs, matching support of 50% of the national allocated funds will be provided, with a maximum of 5 million yuan per project. Support small and medium-sized enterprises and data element enterprises within the "1028" industrial system to rent non-affiliated intelligent computing resources through public computing power scheduling and innovation service platforms, subsidizing up to 20% of the actual artificial intelligence computing power expenses paid, with an annual maximum subsidy of 1 million yuan. Support enterprises, universities, and research institutes to form consortia focusing on seven major fields including embodied intelligent industrial robots and industrial collaborative robots, to carry out innovative algorithm research and development for large models, and achieve the application of large models in related industries. The lead R&D units of advanced large models will receive support up to 2 million yuan. Projects recognized as national typical applications of artificial intelligence empowering new industrialization or "Artificial Intelligence+" typical applications will receive support up to 1 million yuan. Support enterprises participating in the construction of trusted data spaces, with support up to 500,000 yuan based on participation scale. Actively promote new energy applications in industrial parks, service industry clusters, and beautiful countryside, providing up to 500,000 yuan support for new energy scenario construction. Select typical innovative scenarios for the integrated development of productive services, diversified development of living services, and construction of high-quality supply chains, with support up to 1 million yuan. Support enterprises participating in data element circulation and trading; for data products listed in data trading venues, support up to 50,000 yuan, with a maximum of 150,000 yuan per enterprise per year. Vigorously develop the first-store and first-launch economy, supporting internationally renowned consumer brands to establish their first stores in Changzhou, with a maximum support of 1 million yuan for those reaching a certain turnover scale. For catering units listed in the annual "Michelin Guide" or "Black Pearl Restaurant Guide," support up to 1 million yuan based on star or diamond ratings. Support various exhibitions held in Changzhou that meet requirements, with a maximum of 500,000 yuan per project. Support the development of cross-border e-commerce brands; enterprises recognized as provincial-level cross-border e-commerce brands will receive up to 300,000 yuan. Expand the coverage of "cross-border logistics credit insurance loans" business and support cross-border e-commerce enterprises in market expansion. Encourage the introduction of major funds that play a key supporting role in the "1028" industrial system and future industries such as low-altitude economy and commercial aerospace. For qualified major funds, a maximum support of 1 million yuan is provided. For cumulative equity investments of over 100 million yuan in unlisted enterprises with an investment period of one year, investment support up to 5 million yuan is given. Guide and incentivize funds to invest early, invest small, invest long-term, and invest in hard technology. For cumulative equity investments of over 20 million yuan in startup technology enterprises with an investment period of one year, investment support up to 3 million yuan is provided. Support enterprises in promoting capital flow through equity trading platforms, with a maximum support of 300,000 yuan for enterprises listed on the New Third Board. Provide funding of over 20 million yuan for introduced overseas strategic talents and over 10 million yuan for introduced local strategic talents, both with no upper limit; provide over 5 million yuan funding for talent consortia undertaking key research tasks. For high-salary talents introduced by enterprises in our city with an annual salary over 300,000 yuan, provide high-salary rewards ranging from 20,000 to 500,000 yuan. At the municipal level, launch the "Two Housing Vouchers" policy, where enterprises introducing bachelor’s, master’s, and doctoral talents can enjoy housing voucher subsidies of up to "50,000+28,800", "80,000+39,600", and "300,000+57,600" respectively; these vouchers can be directly used as down payments for housing. Support enterprises in cultivating urgently needed skilled talents, providing subsidies ranging from 500 to 4,300 yuan per person for those who obtain vocational skill certificates through training. For units awarded the China Patent Gold, Silver, and Excellence Awards, provide maximum support of 500,000 yuan, 250,000 yuan, and 100,000 yuan respectively; for units awarded the China Design Gold and Silver Awards, provide maximum support of 250,000 yuan and 125,000 yuan respectively; for units awarded the Jiangsu Province Patent Gold, Silver, and Excellence Awards, provide maximum support of 150,000 yuan, 100,000 yuan, and 50,000 yuan respectively; for inventors awarded the Jiangsu Province Inventor Award, provide up to 10,000 yuan. Establish a subsidy fund for interest discounts on patent pledge loans for small and medium-sized enterprises. For patent pledge loans of 10 million yuan or less to "specialized, refined, distinctive, and innovative" enterprises at or above the municipal level, provide interest subsidies up to 1% of the actual loan amount. 　　This policy shall be implemented from February 1, 2025, with a validity period of 3 years and annual adjustments based on actual conditions. Support for the same matter shall be provided according to the principles of "highest, best, and non-duplication." The funding bearing mechanism between the city and district will be specified separately in the corresponding implementation rules. If relevant matters encounter adjustments in national or provincial regulations, those regulations shall prevail.
