Key Points for Industrial and Information Technology Standards Work in 2025 Issued


The Ministry of Industry and Information Technology recently issued the key points for industrial and information technology standards work in 2025, proposing that this year efforts will focus on improving and building a modern industrial system, implementing the "New Industry Standardization Leading Project Implementation Plan (2023-2035)", continuously improving the emerging industry standards system, proactively planning future industry standards research, formulating more than 1,800 industry standards, and establishing more than 5 standardization technical organizations for emerging and future industries. To ensure the safety baseline of industrial development, a guide for the construction of the mandatory national standards system for industry and information technology will be compiled, and more than 100 mandatory national standards will be organized and developed. To promote industrial globalization, support will be given to more than 100 international standards led by Chinese enterprises and institutions, with an industry-wide international standard conversion rate reaching 88%. The modernization level of industry governance capabilities will be enhanced to provide strong support for advancing new industrialization and accelerating the construction of a manufacturing power and a cyber power.

Overall Requirements

 

 

 

Adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, fully implementing the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, earnestly implementing the deployment requirements of the National New-type Industrialization Promotion Conference, conscientiously fulfilling the functions of managing industries and standards, coordinating the implementation of standards with industrial development strategies, plans, and policies, strengthening the formulation of standards for traditional industries, advantageous industries, emerging industries, and future industries, accelerating the supply of high-end, intelligent, and green manufacturing standards, improving the mandatory national standards system for industry and information technology, enhancing the internationalization level of standards, leading high-quality industrial development, and laying a solid foundation for the comprehensive completion of the 14th Five-Year Plan goals and a good start to the 15th Five-Year Plan.

 

Main Objectives

 

 

 

Focusing on improving and building a modern industrial system, implementing the "New Industry Standardization Leading Project Implementation Plan (2023-2035)", continuously improving the emerging industry standards system, proactively planning future industry standards research, formulating more than 1,800 industry standards, and establishing more than 5 standardization technical organizations for emerging and future industries. To ensure the safety baseline of industrial development, a guide for the construction of the mandatory national standards system for industry and information technology will be compiled, and more than 100 mandatory national standards will be organized and developed. To promote industrial globalization, support will be given to more than 100 international standards led by Chinese enterprises and institutions, with an industry-wide international standard conversion rate reaching 88%. The modernization level of industry governance capabilities will be enhanced to provide strong support for advancing new industrialization and accelerating the construction of a manufacturing power and a cyber power.

 

 

1. Coordinated Promotion of Standards with Industrial Development Strategies, Plans, and Policies

   (1) Strengthen coordination between standards and industrial development strategies. Focusing on promoting new industrialization, accelerating the construction of a manufacturing power and a cyber power, and other strategic implementations, concentrating on enhancing the resilience and security level of industrial and supply chains, building a modern industrial system with advanced manufacturing as the backbone, promoting deep integration of informatization and industrialization, and advancing industrial green development, conduct standards demand analysis and research, and strengthen the technical support of standards for the implementation of industrial development strategies.

(2) Strengthen coordination between standards and industrial development plans. Deploy standards work in the preliminary research of the 15th Five-Year industrial development plan, promote joint planning, deployment, and implementation of industrial development plans and standards construction. Complete the 14th Five-Year industrial development plan, accelerate the development of urgently needed key standards around national-level plans such as digital economy and software development, key industry plans such as raw materials and major technical equipment, and key field plans such as scientific and technological innovation, intelligent manufacturing, green development, and small and medium-sized enterprises, strengthening the guiding role of standards in industrial development.

(3) Strengthen coordination between standards and industrial development policies. Based on the coordinated promotion of high-quality development of key manufacturing industry chains, industrial foundation reengineering projects, major technical equipment research projects, and other key industrial policies, insist on synchronizing industrial policy implementation with standards construction, accelerate the development of technical, process, method, product, equipment, and application standards in key areas, and assist in the thorough implementation of industrial policies.

(4) Strengthen the service of standards to industries. Strengthen top-level design of standards work in key areas, steadily promote the "New Industry Standardization Leading Project Implementation Plan (2023-2035)", establish and improve standards systems for intelligent manufacturing, industrial internet, cloud computing, smart home, all-solid-state batteries, automotive carbon footprint, and other areas, serving high-quality industry development with high-level standards construction.

(5) Strengthen the service of standards to enterprises. Explore promoting "Artificial Intelligence + Standardization", empower standardization construction with large AI models, promote the application of AI technology throughout the entire lifecycle of standards research, formulation, promotion, and implementation, improve standard formulation efficiency, and promote the implementation of standards. Support leading chain enterprises and specialized, refined, distinctive, and innovative small and medium-sized enterprises to jointly carry out technological research, pilot testing, standard development, and product development, forming a close supply chain collaboration system.

 

 

2. Leading the Construction of a Modern Industrial System with Standards

(6) Strengthen standards construction for traditional industries. Accelerate the development of standards for advanced processes, reliability, and quality consistency in key links of key industries. Promote the formulation and revision of standards in traditional mechanical fields such as petrochemical general equipment and heavy machinery. Strengthen the construction of standards for the promotion and application of advanced and applicable digital intelligence technologies and green technologies in key process links. Accelerate the construction of usability and applicability standards for new technologies and new scenarios in traditional products such as household appliances, home materials, infant and child products, and elderly products.

 

(7) Strengthen standards construction for advantageous industries. Implement standards systems for industries such as photovoltaics and lithium batteries, accelerate the formulation and revision of grading and classification standards for key products such as advanced photovoltaics, new energy storage, and high-performance lithium batteries, strengthen key technical standards research for intelligent photovoltaics, lithium battery recycling, and environmental adaptability of display modules, driving the research and development of key materials, technologies, and products with high standards. Develop key process and product standards for rare earths and superhard materials targeting key applications. Promote the development of standards for intelligent connected new energy vehicles, including whole vehicles, key components, systems, intelligent connected key technologies, and infrastructure. Conduct research on wind power equipment industry standards systems. Improve the 5th generation mobile communication (5G) standards system, and promote the formulation of standards for 5G lightweight, 5G millimeter wave, and Tiantong satellite functions for smart terminals.

 

(8) Strengthen standards construction for emerging industries. Optimize and improve standards for new generation information technologies such as cloud computing, big data, blockchain, and Beidou navigation; coordinate the formulation of standards for foundational general technologies, key technologies, product services, industry applications, and security governance of new generation information technologies; assist in breaking through a batch of new generation information technology application products aimed at integrated applications. Accelerate the construction of a new type of information infrastructure standards system, and promote research on standards for 5G—A, low-altitude information infrastructure, 6G, quantum secure communication, etc. Develop standards for advanced metals, advanced non-metals, advanced polymers, key components, intelligent networking technologies, full lifecycle management for new energy vehicles, robots for special industry applications, high-end equipment such as high-precision CNC machine tools, medical equipment, safety and emergency equipment, green intelligent ships, deep-sea polar equipment, ship and marine engineering equipment, low-altitude industry, large aircraft, and civil aviation standards system construction; accelerate the development of standards for basic commonality, key technologies, advanced processes, test methods, key products, typical applications, and safety.

 

(9) Strengthen the construction of future industry standards. Conduct research on standards for metaverse, brain-computer interfaces, quantum information, humanoid robots, generative artificial intelligence, bio-manufacturing, advanced computing, future displays, future networks, new energy storage, and other areas.

 

(10) Strengthen the construction of industrial foundational standards. Accelerate the development of standards for basic materials, basic components, basic parts, basic processes, engineering construction, safety production, network and data security, radio, quality and reliability, pilot production in manufacturing, and science and technology service industries.

 

 

3. Support deep integration of informatization and industrialization through standards.

(11) Strengthen standards construction for digital transformation of manufacturing. Establish and improve the standards system for integration of informatization and industrialization and digital transformation of manufacturing; develop standards focusing on key standard lists for manufacturing digital transformation, including digital scenarios of the industrial chain, digital R&D simulation, digital production manufacturing, digital supply chain, digital transformation maturity, digital parks, industrial internet platforms, and classification and grading of digital transformation service providers.

 

(12) Strengthen standards construction for networked collaboration in manufacturing. Accelerate the construction of a computing power infrastructure standards system; strengthen standards for computing power interconnection and interoperability, computing power resource pools, and computing power platforms. Promote the development of standards for 5G+ industrial internet, mobile IoT, IPv6/IPv6+, intelligent network management agents, and application-oriented end-to-end network quality evaluation. Develop and revise standards for optical communication networks including high-speed transmission, all-optical integrated switching, and access upgrades.

 

(13) Strengthen standards construction for intelligent empowerment in manufacturing. Implement the national comprehensive AI industry standardization system construction guidelines; strengthen the development of foundational common standards such as AI reference architecture and testing evaluation; accelerate the development of foundational support standards for data services, intelligent chips, intelligent sensors, computing devices, and computing power centers; promote the development of key technology standards for large models, human-machine hybrid enhanced intelligence, embodied intelligence, etc.; accelerate the development of AI key technology application standards in key industries such as raw materials, equipment, and consumer goods. Implement the national intelligent manufacturing standards system construction guidelines; continuously promote the construction of intelligent manufacturing standards systems in subdivided industries; accelerate the development and revision of standards in key technology areas such as smart factories, intelligent equipment, smart supply chains, and new intelligent manufacturing models. Expand the coverage of intelligent manufacturing capability maturity standards; promote optimization and enhancement of standards for typical intelligent manufacturing scenarios and system solutions; advance pilot construction for standard application.

 

 

4. Promote green and low-carbon industrial development through standards.

(14) Strengthen carbon management standards construction. Implement the guidelines for the construction of carbon peak and carbon neutrality standards system in the industrial sector; comprehensively layout greenhouse gas-related standards covering foundational general, accounting and verification, technical equipment, monitoring, and management evaluation key aspects. Develop and revise standards for product carbon footprint accounting rules in the industrial and information technology fields; develop measurement technical specifications for carbon peak and carbon neutrality. Formulate standards for clean and low-carbon hydrogen applications in the industrial sector.

 

(15) Strengthen green manufacturing standards construction. Develop and revise standards such as green factories, green industrial parks, general rules for green supply chain evaluation, and green design technical specifications; revise green factory evaluation standards by industry.

 

(16) Strengthen standards construction for resource conservation and recycling. Accelerate the formulation of standards in areas such as comprehensive utilization of industrial solid waste, comprehensive utilization of renewable resources, and pollutant prevention and control; promote the development and revision of standards for water quotas in key water-using industries and water-saving enterprises (parks); develop standards for water-saving processes, technologies, and equipment; accelerate the formulation of standards for environmental protection equipment and hazardous substance control in key products.

 

 

5. Build a solid safety bottom line for industrial development through standards.

(17) Compile guidelines for the construction of the mandatory national standards system. According to the principle of "strengthen when strong, fully strengthen when necessary," compile the "Guidelines for the Construction of the Mandatory National Standards System for Industry and Information Technology (2025 Edition)" focusing on product quality and safety, ecological environment safety, production safety, and industry management; strengthen the overall promotion of mandatory standards work; further clarify the framework structure, project planning, and schedule of the mandatory national standards system.

 

(18) Strengthen the formulation and implementation of mandatory national standards. Accelerate the formulation of mandatory national standards for limits on toxic and hazardous substances, new energy vehicles, electric bicycle charging piles, children's watches, etc.; conduct regular supervision inspections and follow-up evaluations according to the work ledger. Strengthen testing and verification of key technical indicators; improve the advancement and applicability of mandatory national standards. Guide relevant industry associations, standardization organizations, and professional institutions to carry out promotion and implementation statistical analysis of mandatory national standards; achieve closed-loop management of standard formulation, implementation, and information feedback.

 

 

6. Promote industrial globalization development through standards.

(19) Deeply participate in international standards formulation. Focus on all fields of the industrial and information technology sectors; support domestic enterprises and institutions to participate in activities of the International Telecommunication Union (ITU), International Organization for Standardization (ISO), International Electrotechnical Commission (IEC), United Nations World Forum for Harmonization of Vehicle Regulations (WP.29); strengthen technical exchanges and cooperation; actively contribute Chinese technical solutions; jointly establish international standards with global upstream and downstream enterprises in the industrial chain; promote industrial globalization development.

 

(20) Promote the internationalization of ITU-T standards construction. Promote the domestic implementation of the outcomes of the 2024 World Telecommunication Standardization Assembly (WTSA-24); fully participate in the international standard construction of the new study period (2025-2028) of the ITU Telecommunication Standardization Sector (ITU-T) in conjunction with resolutions on artificial intelligence, digital transformation, green low-carbon, network security, etc., passed at the assembly. Study and establish China's ITU-T management system; strengthen management, supervision, and evaluation of Chinese experts serving in ITU-T study group leadership. Further strengthen domestic review of ITU-T international standard documents; focus on improving the quality level of Chinese documents.

 

(21) Improve the consistency between domestic and international standards. Organize actions to benchmark and meet international industrial and information technology standards, conduct transformation evaluation and analysis of international standards, accelerate the transformation of advanced and applicable international standards, and promote compatibility between domestic standards and the international standard system. For industries and fields where the transformation rate of international standards is below 80%, establish supervision ledgers, formulate improvement measures, and accelerate the transformation of international standards.

 

 

7. Improve the Modernization Level of Industry Governance

(22) Strengthen the formulation of various types of standards. Accelerate the formulation of mandatory national standards in areas ensuring personal health and life property safety, national security, ecological and environmental safety, and meeting the basic needs of economic and social management. Focus on formulating basic common and recommended national standards that complement mandatory national standards. Strengthen the development of industry standards for key technologies, advanced processes, test methods, important products, and typical applications. Encourage social organizations to quickly respond to technological innovation needs and independently formulate group standards.

 

(23) Strengthen the full lifecycle management of standards. Encourage standardization technical organizations to strengthen pre-research of standards, guided by advancement and applicability, optimize the industry standard project initiation mechanism, and control the formulation cycle of new industry standards within 12 months. Support close collaboration between standardization technical organizations and scientific research project units, strengthen experimental verification of key technical indicators in standards, and promote efficient transformation of scientific and technological innovation achievements into standards. Strengthen the promotion and implementation of key standards, guiding enterprises to benchmark and meet standards in research and development, manufacturing, and management. Strengthen tracking and evaluation of standard implementation effects, timely review and revise outdated standards, and abolish backward standards.

 

(24) Strengthen the construction of standardization technical organizations. Implement the "Management Measures for Professional Standardization Technical Committees of the Ministry of Industry and Information Technology," establish a batch of industry standardization technical organizations in a timely manner according to the development needs of emerging industries and future industrial evolution trends. Based on industry management needs, study and establish an assessment and evaluation mechanism for standardization technical organizations undertaking industry standard work, and carry out pilot assessments and evaluations in some industries and fields. Study and establish the construction and management mechanism of the domestic counterpart group of ITU-T, comprehensively promote the assessment and evaluation work of the ITU-T domestic counterpart group.

 

(25) Strengthen the construction of the standard information service platform. Comprehensively upgrade the industrial and information technology standard information service platform, add a special column for standard promotion, and promote key standard interpretation articles and standard cloud courses online. Increase functions for national standards, foreign language versions of standards, and management of standardization technical organizations. Strengthen the management of the standard research plan cycle, continuously optimize the "red, yellow, green" light dynamic management function, strictly control the review time limits at each stage, and achieve automatic reminders and supervision through the platform.

 

(26) Strengthen the construction of the standardization talent team. Support standardization technical organizations and professional institutions to carry out training on basic standardization theory, business knowledge, work methods, etc., to improve the capabilities of standardization practitioners. Conduct ITU-T standards internationalization special training, strengthen experience exchange and sharing, and continuously improve the construction of the international standardization talent echelon.
