Carbon emission trading is an important policy tool to incentivize carbon-emitting units to take measures to reduce carbon emissions, promote synergistic effects of pollution reduction and carbon reduction, and actively respond to climate change. To implement the city's "Decision on Beijing's Pilot Work of Carbon Emission Trading under the Premise of Strict Control of Total Carbon Emissions," "Beijing Carbon Emission Trading Management Measures" (Jing Zheng Fa [2024] No. 6), "Beijing Carbon Emission Trading Market Carbon Emission Offset Management Measures" (Jing Huan Fa [2024] No. 16), and other related laws and policies, and to properly manage carbon emission units and carbon emission trading work in 2025, the following matters are hereby notified:
I. Scope of Carbon Emission Units
The scope of carbon emission units shall be implemented in accordance with the "Notice on the Publication of the List of Carbon Emission Units Included in Beijing's Carbon Emission Trading Management for 2024" issued by the Municipal Ecology and Environment Bureau and the Municipal Statistics Bureau (Jing Huan Fa [2024] No. 12). Among them, carbon emission units numbered 1-858, 859, 862, 867, 868, and 871 in Attachment 1 are within the quota settlement scope and shall submit the 2024 carbon emission report, verification report, and complete quota settlement in accordance with the requirements of this document; other units shall submit carbon emission reports as required.
II. Reporting and Verification
Carbon emission units must earnestly fulfill their main responsibilities and properly carry out carbon emission accounting and reporting work.
(1) Accounting and Reporting Requirements
By April 30, 2025, key carbon emission units shall submit the 2024 carbon emission report through the Beijing Carbon Emission Trading Management Platform (hereinafter referred to as the "Management Platform," see the Beijing Municipal Ecology and Environment Bureau government website - Government Services - Key Emission Units Carbon Emission Verification, Quota Determination and Adjustment). Key carbon emission units shall report monthly data and supporting materials through the Management Platform within 20 calendar days after the end of each month. The district ecology and environment bureaus, Beijing Economic and Technological Development Zone Ecology and Environment Construction Bureau, and Beijing Economic and Technological Development Zone Comprehensive Law Enforcement Bureau (hereinafter referred to as district ecology and environment departments) must complete inspection work within 10 calendar days after the reporting deadline.
By May 31, 2025, general reporting units shall submit the 2024 carbon emission report through the Management Platform, and district ecology and environment departments must complete inspection work within 30 calendar days after the reporting deadline.
Carbon emission units shall calculate their 2024 carbon emission data and prepare carbon emission reports according to eight standards including "Requirements for Carbon Dioxide Emission Accounting and Reporting in the Power Generation Industry" (DB11/T 1781-2020), and prepare and update data quality control plans (see Attachment 1 for details).
Carbon emission units are encouraged to purchase and consume green electricity. For key carbon emission units participating in direct electricity market transactions, the carbon emissions from green electricity purchased and consumed in 2024 shall be accounted as zero; in 2025, the carbon emissions from electricity purchased and used by key carbon emission units participating in direct electricity market transactions shall be accounted for based on actual data, with green electricity emissions accounted as zero and thermal power emissions calculated according to the latest national fossil energy power carbon emission factors.
Carbon emission units are encouraged to voluntarily disclose carbon emission information.
(2) Verification Requirements
By May 31, 2025, key carbon emission units shall submit verified emission reports and third-party verification reports through the Management Platform; district ecology and environment departments must complete preliminary inspections within 10 calendar days and report to the Municipal Ecology and Environment Bureau. Key carbon emission units shall commission verification agencies to conduct verification in accordance with the "Carbon Emission Verification Technical Regulations" (DB11/T 2323-2024) standard (see Attachment 2 for details). Key carbon emission units applying for new facility quotas or adjustments to baseline year quota bases may submit materials through the Management Platform by May 31, 2025, in accordance with the "Beijing Key Carbon Emission Units Quota Determination Plan" (see Attachment 3 for details).
The Municipal Ecology and Environment Bureau has established a quality evaluation mechanism for verification work to conduct comprehensive evaluations of verification quality. If the inspection results differ from the verified emission volume by more than 1,000 tons or 10%, the Municipal Ecology and Environment Bureau will issue a reminder to the verification agency.
III. Carbon Emission Volume Confirmation and Quota Issuance
(1) Carbon Emission Volume Confirmation
The Municipal Ecology and Environment Bureau will complete the confirmation of carbon emission volumes for key carbon emission units' 2024 carbon emission reports and verification reports by August 31, 2025.
(2) Quota Issuance
The Municipal Ecology and Environment Bureau will issue free quotas for key carbon emission units for 2024 in accordance with the "Beijing Key Carbon Emission Units Quota Determination Plan," continuing the 20% upper limit circuit breaker mechanism for quota surplus and deficit. The pre-issuance of free quotas for key carbon emission units for 2024 will be completed by May 31, 2025, and the final quota issuance by August 31, 2025, with paid quota issuance conducted irregularly.
IV. Quota Settlement
(1) Quota Settlement Requirements and Arrangements
By October 31, 2025, key carbon emission units shall complete quota settlement. If not completed by the deadline, the Management Platform will automatically collect the quotas and offset products in their accounts for settlement.
Key carbon emission units intending to use offset products shall submit carbon emission offset application documents through the Management Platform by September 30, 2025.
(2) Carbon Inclusive Project Management
Voluntary greenhouse gas reduction activities are encouraged. Eligible units may develop carbon inclusive projects based on methodologies published by the city. Projects shall be implemented in accordance with the "Beijing Carbon Inclusive Project Management Requirements" (see Attachment 4 for details). Verified emission reductions can be used for carbon emission offsets and other purposes by key carbon emission units.
V. Safeguard Measures
(1) Strengthen Overall Coordination. The Municipal Ecology and Environment Bureau will continuously improve policies and standards related to carbon emission trading according to national and municipal requirements, coordinate the advancement of related work, organize professional institutions and experts to provide technical support, and urge carbon emission units to complete various tasks as required.
(2) Strengthen Supervision and Law Enforcement. The municipal and district ecology and environment departments will strengthen supervision and law enforcement of carbon emission management. The Municipal Ecology and Environment Bureau will supervise and inspect all carbon emission units and carbon market-related work citywide. District ecology and environment departments will strengthen daily supervision and management of carbon emission units, urge units within their jurisdiction to complete tasks on time, conduct inspections as required, and improve data quality. Carbon emission units that fail to submit carbon emission reports, verification reports as required, or fail to settle quotas fully and on time will be dealt with according to law.
(3) Strengthen capacity building. The ecological environment departments at the municipal and district levels will increase publicity and training efforts, vigorously promote the concept of green and low-carbon development, and guide and supervise carbon emission units and verification agencies to carry out carbon emission management and carbon emission trading-related work through organizing policy dissemination and specialized business training.
