Measures for Promoting Green, Low-Carbon, and High-Quality Development in Beijing Economic-Technological Development Area
To comprehensively promote the construction of a beautiful Yizhuang, coordinate efforts in pollution reduction, carbon reduction, greening, and growth, accelerate the creation of a model area for new quality productivity, and focus on promoting green, low-carbon, and high-quality development, these measures are formulated based on actual conditions.
I. Overall Goal
Guided by Xi Jinping's Thought on Ecological Civilization, focusing on industrial development, environmental governance, energy supply, and benchmark demonstration, strengthening new applications of low-carbon technologies, cultivating new momentum for green manufacturing, and creating new pilot demonstration scenarios. By 2027, breakthroughs will be made in key green and low-carbon technologies, service systems and supply capabilities will be further enhanced; the green content of new quality productivity will reach new heights, with the establishment of a number of zero-carbon factories and park demonstrations, and the formation of several technology integration application pilots; the promotion and application of new energy vehicles (equipment) will achieve new leaps, with the proportion of new energy in shuttle buses and non-road mobile machinery striving to reach over 90%; carbon peak and carbon neutrality actions will set new benchmarks, the consumption ratio of new and renewable energy will further increase, green buildings and ultra-low energy consumption buildings will make new progress, accelerating the construction of Beijing Economic-Technological Development Area into an internationally influential green and low-carbon pioneer zone.
II. Implement the Science and Technology Strengthening Green Action to Build a Green and Low-Carbon Industrial High Ground
Focusing on breakthroughs in low-carbon and zero-carbon technologies, integration and innovation of artificial intelligence with low-carbon scenarios, through technological breakthroughs, scenario applications, and platform foundation building, construct a technology innovation service system, cultivate sources of green technology, and develop a high ground for low-carbon industrial development.
(1) Strengthen the leadership of new technology innovation
1. Green governance technology challenge and leadership. Promote iteration and upgrading of energy technologies, breakthroughs and innovations in new governance technologies, focusing on R&D of low-carbon, zero-carbon, and negative-carbon energy technologies, as well as key areas such as industrial characteristic pollutant wastewater, low-concentration large-volume waste gas, solid waste reduction and resource utilization, and new pollutant monitoring and governance. Establish a collaborative innovation technology source mechanism through "challenge and leadership" and "competition" methods, involving "enterprise proposing topics, government setting topics, and talent solving topics." After evaluation, support is provided at 30% of project R&D investment, with a maximum of 5 million yuan per project (inclusive). (Responsible unit: Bureau of Ecological Environment Construction)
2. Verification of green manufacturing scientific and technological achievements. Focus on key industrial fields such as new generation information technology, biology, energy saving and environmental protection, new materials, new energy vehicles, aerospace, new energy, and high-end equipment manufacturing. Conduct concept verification and pilot verification of green and low-carbon technology achievements to improve the transformation level of ecological environment scientific and technological achievements. Projects that receive municipal funding support will be given 1:1 matching support, with a maximum of 5 million yuan per project. (Responsible unit: Bureau of Ecological Environment Construction)
(2) Create new technology application scenarios
3. Intelligent chain strengthening innovation application scenarios. Focus on key areas such as industrial intelligent connectivity, new energy, smart water services, pipeline network inspection, and environmental monitoring. Accelerate the deep integration of artificial intelligence technology with green and low-carbon scenarios to promote industrial digital and intelligent transformation. Applications such as deep emission reduction, energy saving and efficiency improvement, intelligent pollution control, and unmanned monitoring through AI technology will be supported at 30% of total project investment after evaluation, with a maximum of 5 million yuan per project. 4. Full-chain energy, carbon, and pollution refined control scenarios. Focus on key aspects such as clean energy, deep governance, precise control, and circular economy. Integrate innovative achievements to create full-chain multi-mode demonstration scenarios, encouraging large-scale application of integrated green and low-carbon technologies. Support is provided at 50% of total project investment after evaluation, with a maximum of 10 million yuan per project. (Responsible unit: Bureau of Ecological Environment Construction)
(3) Improve new technology service systems
5. Build new technology application service platforms. Address market demand-side issues such as insufficient understanding and poor channels when applying new technologies, focusing on new energy storage, carbon neutrality, carbon footprint, and recycling. Promote active activities by industry associations and industrial alliances to preliminarily build an application system for roadshows, promotion, and pilots. Strengthen integrated technology innovation services including "cooperative R&D - technology integration - evaluation and certification - capacity building - policy support," and initially establish cross-field and cross-entity collaborative innovation mechanisms to accelerate the transition of key green and low-carbon technologies from laboratories to production lines. 6. Promote collaborative talent for new technology applications. Collaborate with university research teams, industry association experts, and key enterprise technical backbones to build an industry-talent integration mechanism of "experience exchange - joint technology research - scenario verification." Encourage enterprises to form green technology teams and, through new technology service platforms, carry out experience and technology exchanges, energy-saving and emission reduction diagnostics, and co-construction of demonstration projects to form replicable and promotable best practice guides for emission reduction. III. Implement governance and green innovation actions to enhance the green content of new quality productivity
Guided by efficient resource utilization, clean production processes, and green product manufacturing, promote comprehensive governance and transformation upgrades of enterprises, cultivate a development echelon of green enterprises, and increase the proportion of green enterprises.
(4) Deepen circular economy and "zero-waste city" construction
7. Source reduction and substitution. Optimize resource utilization methods in production, encourage source reduction and comprehensive utilization of various solid wastes, and promote resource-saving and recycling; advance recycled water reuse, substitution of toxic and hazardous raw materials (products), substitution of raw and auxiliary materials with low volatile organic compound content, new pollutant control, greenhouse gas reduction, and noise control. 8. Consolidate "zero-waste city" achievements. Deepen the promotion of the "zero-waste concept" throughout the area, continuously build "zero-waste cells," and improve work mechanisms such as "small box into big box." Through the general industrial solid waste management platform, serve enterprises to achieve cross-entity industrial solid waste recycling, and explore internet mutual assistance approaches for internal circulation of industrial solid waste. (5) Continue to advance deep governance of production processes
9. Deep governance of wastewater and waste gas. On the basis of meeting discharge standards for waste gas and wastewater, encourage the use of advanced technology and equipment for deep governance to further reduce total pollutant emissions. Support is provided at 30% of total project investment. For industrial wastewater characteristic pollutant governance and transformation, enterprises with concentrations stably reaching 30% or less of discharge standards will be supported at 50% of total project investment (including operating costs). 10. Gas Boiler Environmental Performance Grading: A for Protection, B for Guarantee. Boiler users adapt measures according to local conditions, such as utilizing new energy, deep low-nitrogen transformation, and installing carbon pollution metering devices, to carry out upgrade renovations and achieve performance grading levels. According to the "Guidance on Environmental Performance Grading of Boiler Users," support is provided at 50% and 30% of the total investment in boiler renovation for performance grades A and B respectively, with 100% support for fully budget-funded units; for those achieving performance grade B or above by installing carbon pollution metering, 50,000 yuan support is given per metering device. 11. Fine Control of Dust. Promote the application of new technologies such as air membranes for foundation pits at construction sites to effectively reduce construction dust and noise, finely control dust at construction sites and bare land. Construction sites using foundation pit air membranes will receive support at 30% of the total investment in the air membrane. (Responsible Unit: Ecological Environment Construction Bureau)
12. Green and Safe Construction. Projects awarded the titles of "Beijing Green and Safe Construction Site" or "Beijing Green and Safe Model Construction Site" by the construction industry authority, and which have not been penalized by relevant environmental administrative departments or received written notices from municipal or higher authorities due to environmental impacts, will receive rewards of 100,000 yuan and 200,000 yuan respectively upon completion. (6) Systematically Build a Green Manufacturing Demonstration System
13. Green Manufacturing System Cultivation. Continuously improve the green manufacturing service system, establish a green manufacturing cultivation mechanism, and conduct green diagnostics. Following a three-dimensional green development path from production to product, implement green strategic upgrades; strengthen the green supply chain, leverage the leading role of "chain leader" enterprises to drive the green development level of chain enterprises. Enterprises completing green diagnostics will be rewarded 100,000 yuan; equipment upgrades following green diagnostics and receiving national or municipal funding support will receive a 1:0.5 matching subsidy. Enterprises awarded the national-level titles of "Green Factory" or "Green Supply Chain Management Demonstration Enterprise" will receive 1 million yuan; those awarded municipal-level titles will receive 500,000 yuan. 14. Enterprise Green Performance Evaluation. Encourage enterprises to strengthen environmental management on the basis of green manufacturing, and be recognized as green benchmarks (dark green) or green baselines (light green); be included in the "Beijing Green Enterprise Database" to promote connections between financial institutions and green enterprises or projects. Enterprises awarded the Beijing green benchmark (dark green) and green baseline (light green) titles will be rewarded 500,000 yuan and 300,000 yuan respectively. 15. Environmental Performance "Downgrade D to Create A". Key industries such as industrial coating, automobile maintenance, and packaging printing implement governance upgrades and management improvements. Enterprises upgraded to performance grades A, B, and C according to air heavy pollution emergency environmental performance rating requirements will be rewarded 300,000 yuan, 200,000 yuan, and 100,000 yuan respectively; enterprises rated A for three consecutive years will receive an additional 200,000 yuan. 16. Improvement of Clean Production Level. Promote energy saving, consumption reduction, pollution reduction, and efficiency enhancement in production processes. Enterprises rated level one, two, and three through clean production audit and evaluation will be rewarded 300,000 yuan, 200,000 yuan, and 100,000 yuan respectively. 17. Comprehensive Control of Volatile Organic Compounds (VOCs). Promote the use of low (or zero) VOC content products, implement source control and comprehensive management throughout all stages, and carry out refined one-factory-one-policy VOC control plans. Enterprises completing acceptance will be rewarded 100,000 yuan. (Responsible Unit: Ecological Environment Construction Bureau)
4. Implement Traffic Green Promotion Actions to Accelerate the Upgrade of Zero-Emission Transport Structure
Promote the implementation of the "rail + new energy vehicle" transport model for bulk goods, encourage public and social sector vehicles to switch from fuel to electricity or hydrogen, build zero-emission freight vehicle fleets, and further increase the proportion of new energy vehicles. Specific related requirements are detailed in the appendix.
(7) Accelerate the Renewal of Own Commercial Vehicles with New Energy
18. Elimination and Renewal of Old Diesel Vehicles. Focus on optimizing transport structure and strengthening emission reduction effectiveness through a dual incentive mechanism of "municipal subsidy + district matching" to accelerate the elimination and renewal of existing vehicles. Enterprises scrapping or removing diesel trucks and medium-to-large buses meeting National IV or lower emission standards from Beijing and replacing them with new energy vehicles receiving municipal subsidies will be supported with 30% of the new energy vehicle's terminal price as a matching subsidy; enterprises replacing National V or higher fuel or gas trucks and medium-to-large buses with new energy vehicles will receive 30% support of the new energy vehicle's terminal price; enterprises replacing fuel or gas special operation vehicles with new energy vehicles will receive 50% support of the new energy vehicle's terminal price. 19. Zero-Emission Freight Vehicle Fleets. Focusing on the goal of "zero-carbon logistics," through reward-instead-of-subsidy and tiered incentives, encourage leading enterprises in bulk logistics and urban distribution to take the lead in green transformation and pilot zero-emission freight vehicle fleets. For fleets owning 10 or more freight vehicles, enterprises are encouraged to independently increase the proportion of new energy vehicles. Fleets with 100% new energy vehicles will be rewarded 500,000 yuan; those with 90% or more will be rewarded 300,000 yuan; those with 80% or more will be rewarded 200,000 yuan. (8) Deepen Low-Carbon Cooperation in Commercial Vehicle Leasing
20. Green Commuting and Green Logistics. Encourage enterprises to shift from short-term leasing to green long-term cooperation models, support logistics service providers, vehicle users, and energy suppliers to jointly build standardized new energy freight transport capacity pools, strengthen upstream and downstream supply chain collaboration, and jointly promote comprehensive green transformation of logistics. Enterprises that replace long-term leased (one year or more) fuel or gas trucks and medium-to-large buses with new energy vehicles and commit not to lease fuel or gas trucks and medium-to-large buses in the future will receive a one-time financial reward of 60,000 yuan per new energy vehicle. (9) Promote New Energy Adoption for Non-Road Mobile Machinery
21. Elimination and Renewal of Old Diesel Machinery. By establishing a "one machine, one code" digital supervision system, promote green upgrades of existing machinery; simultaneously support equipment rental companies, construction enterprises, and manufacturers to jointly build a new energy machinery sharing platform, promote scenario-based application of new energy machinery technologies, and provide innovative support for creating a zero-emission demonstration zone for non-road machinery. Enterprises scrapping and replacing six types of diesel machinery registered with mechanical information coding in the Economic Development Zone with new energy machinery will receive support at 30% of the new energy machinery's terminal price; those receiving national or municipal subsidies will receive a matching subsidy for the difference based on 30% of the new energy vehicle's terminal price. 22. Electrification of Construction Site Vehicles and Machinery. Through pilot projects and classified promotion, strive to solve pollution control bottlenecks of non-road machinery in construction, and explore zero-carbon construction pilot demonstrations. Construction sites piloting vehicle and machinery electrification (small machinery electrification, large machinery pilot electrification, new energy vehicles for incoming vehicles) will be rewarded 100,000 yuan. 5. Implement Energy and Carbon Green Building Actions to Build an Energy-Saving and Carbon-Reducing Collaborative System
Accelerate the development of low-carbon energy and buildings, build a low-carbon industrial ecosystem, and focus on promoting green energy applications, energy efficiency improvements, and green building renovations.
(10) Implement Dual Improvement Projects for Energy Efficiency and Carbon Efficiency
23. Energy-saving and carbon reduction technological transformation. Focusing on industries such as industry, transportation, construction, and service sectors, support enterprises in carrying out energy-saving technological transformation of existing production processes and equipment. Project content includes but is not limited to compressed air system transformation, boiler (kiln) transformation, waste heat and pressure utilization, motor system energy saving, energy system optimization, large public building comprehensive energy saving, heating system energy saving, and other energy-saving technological transformations. Support is provided at a 1:1 matching ratio based on the energy savings and reward amounts approved by municipal departments. Projects must be completed and pass the final review and public announcement by municipal departments. (Responsible unit: Economic Development Bureau)
24. Energy-saving and green transformation of public buildings. Promote energy-saving and green transformation of public buildings. According to the "Implementation Rules for the Management of Demonstration Projects of Beijing Building Green Development Reward Funds (Trial)" (Jing Jian Fa [2023] No. 191), projects that receive municipal-level rewards for energy-saving and green transformation of public buildings in Beijing (projects within the 165 square kilometer area should be reviewed by the Economic Development Zone and then reported to the Municipal Housing and Urban-Rural Development Commission) will be given matching support at a ratio of 1:0.5 based on the municipal reward amount, not exceeding 10 yuan per square meter, and the total municipal and district-level reward for a single project shall not exceed 50% of the total renovation investment. 25. Green building innovation demonstration. Projects that receive municipal-level green building rewards in Beijing according to the "Implementation Rules for the Management of Demonstration Projects of Beijing Building Green Development Reward Funds (Trial)" (Jing Jian Fa [2023] No. 191) will be given matching support at a ratio of 1:1 based on the municipal reward amount, not exceeding 60 yuan per square meter, and the district-level reward for a single project shall not exceed 5 million yuan. Demonstration projects applied within Yizhuang New City with outstanding performance, innovative achievements, significant economic and environmental benefits, and demonstration effects will be supported at 20% of the total project investment after review, with a single project reward not exceeding 5 million yuan; projects that have won national or Beijing science, technology, or innovation awards will receive an additional 500,000 yuan reward per project. 26. Ultra-low energy consumption buildings and near-zero energy consumption building demonstration. Projects that receive municipal-level rewards for ultra-low energy consumption buildings in Beijing will be given matching support at a ratio of 1:0.5 based on the municipal reward amount, not exceeding 100 yuan per square meter, and the district-level reward for a single project shall not exceed 5 million yuan. (Eleven) System layout of new energy application system
27. Distributed photovoltaic power generation. Continuously promote the large-scale development of distributed photovoltaics. New industrial plant projects should design and construct photovoltaic facilities simultaneously, with the photovoltaic installation area on the plant roof generally not less than 50%; existing plants that meet load conditions should be built as much as possible. Distributed photovoltaic power generation projects will receive a one-time reward of 800 yuan per kilowatt of installed capacity. If the project is third-party invested, the project investor and site owner apply separately, each enjoying 50% of the reward funds; if the site owner is a fiscal budget unit, the project investor applies and enjoys the full reward. 28. New energy heating. Build a green, low-carbon, intelligent heating system. New buildings and new heating projects should prioritize new energy heating or new energy coupled with conventional energy heating. New energy heating projects that receive municipal subsidies will be given matching support at 10% of the project investment. New energy heating technology types include: shallow geothermal heat pumps (excluding water source heat pumps), medium and deep geothermal heat, medium and deep underground heat exchange geothermal, reclaimed water heat pumps, sewage source heat pumps, urban and industrial waste heat utilization (encouraging priority use of low-carbon heat pump technology), green electricity thermal storage, green hydrogen heating, and other new energy heating systems. 29. Green electricity trading. Focus on the transformation of energy consumption structure, promoting both demand-side incentives and supply-side expansion. Key support is given to enterprises such as data centers and high-end manufacturing to take the lead in participating in green electricity trading, while simultaneously promoting the issuance of green certificates, carbon accounting, and data interoperability with electricity trading. Enterprises are encouraged to participate in Beijing's green power trading. Enterprises that successfully purchase green electricity will receive a financial reward of 0.01 yuan per kilowatt-hour of traded electricity. (Responsible unit: Economic Development Bureau)
30. Green electricity carbon sink services. Relying on the nation's first green electricity carbon sink joint service workstation, build a closed-loop ecosystem for green electricity trading and emission reduction certification. Promote green energy consumption and assist enterprises in connecting with green electricity and green certificate resources; continuously optimize the workstation to provide functions such as "one enterprise, one file", energy consumption calculation, and carbon emission measurement based on enterprise energy use information management, green low-carbon management, and green capability enhancement needs, helping enterprises transition to green and low-carbon development. 31. Energy-saving and carbon reduction services. Centered on the Economic Development Zone's goal of building a "green service ecosystem," encourage associations, alliances, consulting agencies, and other consulting service units within Yizhuang New City to carry out technical consulting and planning services such as energy saving and carbon reduction, clean production, energy auditing, carbon verification, and carbon neutrality certification. Consulting service units that provide such technical consulting and planning services to five or more key municipal energy-consuming or carbon-emitting units within the district will be rewarded 100,000 yuan annually. (Twelve) Deepen carbon neutrality pilot demonstration actions
32. Carbon neutrality certification. Encourage enterprises and parks to achieve net zero carbon emissions for enterprises, parks, or parts of plants or workshops through measures such as photovoltaic, wind power, geothermal heat pumps, carbon sink offsetting, and green electricity and green certificate trading.
Industrial enterprises above designated size that obtain carbon neutrality certification for the first time will be rewarded 500,000 yuan, with the actual power generation of self-built new energy facilities not less than 10% of the grid power purchase; non-industrial enterprises above designated size that obtain carbon neutrality certification for the first time will be rewarded 500,000 yuan, with the actual power generation of self-built new energy facilities not less than 10% of the grid power purchase and annual electricity consumption for carbon neutrality above 4 million kWh; urban renewal parks that obtain carbon neutrality certification for the first time will be rewarded 500,000 yuan, with the actual power generation of self-built new energy facilities not less than 5% of the grid power purchase; key carbon emission units that obtain carbon neutrality certification for parts of plants or workshops for the first time will be rewarded 500,000 yuan, with the actual power generation of self-built new energy facilities in the plant or workshop not less than 10% of the grid power purchase and annual electricity consumption for carbon neutrality above 4 million kWh; carbon neutrality certification projects that have already received Economic Development Zone funding support and continue to obtain certification according to the above requirements will be rewarded 100,000 yuan.
All applicants must undergo carbon verification by qualified carbon emission verification enterprises (with official certification of ISO14064-1 organizational greenhouse gas statement verification qualification by the China National Accreditation Service for Conformity Assessment (CNAS)). 6. Implement benchmarking and greening actions to cultivate global low-carbon development benchmarks
Promote coordinated innovation in pollution reduction and carbon reduction, climate investment and financing, and low-carbon leaders pilot construction; promote "beautiful cells" cases such as beautiful parks, beautiful factories, and beautiful communities. Encourage enterprises to benchmark various green evaluation standards in the industry and build demonstration benchmarks.
(Thirteen) Promote international benchmarking of green certification
33. Full-chain carbon reduction. Promote full lifecycle carbon reduction through "chain innovation," supporting leading enterprises to form carbon reduction innovation consortia with upstream and downstream enterprises to achieve overall reduction of supply chain carbon footprints. 34. Carbon Footprint Certification. Encourage enterprises to actively participate in the national voluntary greenhouse gas emission reduction trading, fully leverage the service efficiency of the green electricity carbon sink joint service workstation, prioritize guiding key industries such as automobile manufacturing and LCD panels, as well as other advanced manufacturing key products, to carry out carbon footprint accounting and management, enhancing the low-carbon competitiveness of products. Enterprises that conduct product carbon footprint certification and obtain certification will be rewarded with 200,000 yuan. (Responsible Unit: Bureau of Ecological Environment Construction)
35. International Certification. Enhance enterprises' recognition in the international market and align green technology standards internationally. Through a linkage mechanism of certification traction, market expansion, and brand value enhancement, support enterprises in connecting with cutting-edge standards such as the EU taxonomy and ISO international standards, forming a virtuous cycle of "promoting transformation through certification and expanding markets through standards." Encourage enterprises and parks to proactively pursue international certification based on business needs. Enterprises obtaining international certifications such as the EU NG certification will be rewarded with 200,000 yuan. (Responsible Unit: Bureau of Ecological Environment Construction)
36. ESG Evaluation. Improve enterprises' ESG practices and international competitiveness by establishing an ESG evaluation incentive mechanism. Encourage enterprises to deeply integrate environmental responsibility, social responsibility, and governance effectiveness into their development strategies. Policy guidance promotes enterprises to improve ESG management systems, enhance environmental information disclosure mechanisms, strengthen green technology innovation applications, and comprehensively improve sustainable development capabilities. Enterprises that achieve an A-level or above, or equivalent rating, in mainstream domestic and international ESG ratings will be rewarded with 200,000 yuan. (14) Cultivate Low-Carbon Leading Demonstration Benchmarks
37. Low-Carbon Leaders. Encourage enterprises to establish energy and carbon emission management systems, utilize multi-energy coupling and digital management technologies, implement energy-saving and carbon-reduction transformations, and achieve product carbon intensity at industry-leading levels. Form replicable and referable industry benchmark models to drive low-carbon transformation in key industry sectors. Enterprises awarded as Beijing's advanced low-carbon technology pilot excellent projects or low-carbon leader pilots will be rewarded 500,000 yuan respectively. 38. Energy Saving Target Evaluation. Establish energy-saving target evaluation levels to support key energy-consuming units in continuously improving energy utilization efficiency and reducing energy consumption during energy management and use, forming green and low-carbon production and consumption models. Encourage key energy-consuming units to achieve energy-saving and consumption reduction goals through technological innovation, management optimization, equipment upgrades, and other means. Enterprises with excellent energy-saving target evaluation levels will be rewarded 200,000 yuan. (Responsible Unit: Economic Development Bureau)
39. Water Efficiency Leaders. Focus on fields such as electronic information, biomedicine, and data centers. Support enterprises in applying cutting-edge technologies like smart water networks and zero-emission processes. Encourage all water users to continuously explore and practice water-saving technology innovation, management optimization, and facility upgrades. Enterprises recognized as national-level and municipal-level "Water Efficiency Leaders" will be rewarded 500,000 yuan and 250,000 yuan respectively. 40. Garden City Construction. Promote the integration of urban greenery, encourage non-public buildings to actively open and break boundaries, create garden office and garden factory demonstration scenarios, and encourage enterprises to participate in the construction and maintenance of urban public green spaces through "adoption" and "sponsorship" methods. Form a new urban greening pattern guided by the government, participated in by enterprises, and co-governed by society. Enterprises adopting and sponsoring public green spaces with a total area exceeding 0.8 hectares will be rewarded, with 200,000 yuan for completing "adoption" and 100,000 yuan for completing "sponsorship." VII. Scope of Application and Basic Conditions
(1) Scope of Application
1. The support measures in Articles 7~11, 14~22, 34~37, and 39~40 apply to enterprises, institutions, and parks within the 60 square kilometer area of the Economic Development Zone and the newly expanded area with empowered management.
2. Other support measures apply to the 225 square kilometer area of Yizhuang New City.
(2) Basic Conditions
1. The applicant must legally operate within the scope of application specified in these measures. Among them, the applicant for the "New Energy Transformation Project of Non-Road Mobile Machinery" is the machinery owner; the applicants for the "Beijing Green and Safe Construction Site" and "Beijing Green and Safe Model Construction Site" rewards, as well as the pilot rewards for electric construction machinery at construction sites, are the general contractors of construction.
2. No major administrative penalty disclosures or criminal records in the past three years, not listed as a seriously illegal and untrustworthy entity, and no major production safety accidents or sudden environmental incidents.
3. For the same project of the same enterprise, support is provided based on the principle of "preferential without duplication," except as otherwise specified.
4. For engineering or renovation projects, support is provided in two batches. After the project starts, 50% of the reward amount is generally paid; after project completion and when the actual tax-inclusive payment reaches 90% or more of the total tax-inclusive project investment, the remaining 50% of the reward funds will be paid. For other projects, rewards are paid in a one-time post-event manner. The total project investment in these measures refers to the actual tax-exclusive payment amount, and the vehicle terminal price is tax-exclusive.
5. The following projects are not included in the support scope:
(1) Projects subject to the "Three Simultaneities" environmental protection requirements for construction projects.
(2) Data center projects without energy-saving review opinions.
(3) Projects funded by government financial funds.
(4) Other projects not supported according to relevant laws and regulations.
VIII. Supplementary Provisions
(1) Each responsible department shall formulate service guidelines based on these measures and publish them to the public. Specific application requirements shall be subject to the service guidelines.
(2) Other related requirements for commercial vehicles and new energy transformation of non-road mobile machinery:
1. New energy vehicles and machinery refer to pure electric and hydrogen fuel cell vehicles and machinery. Replacement new energy machinery should apply for machinery code registration with the Economic Development Zone.
2. The six types of diesel non-road mobile machinery in these measures include excavators, loaders, forklifts, bulldozers, rollers, and graders.
3. Vehicles scrapped and dismantled within one year (exclusive) before the mandatory scrapping deadline are not supported.
4. For inconsistent numbers of scrapped and updated vehicles (machinery), the lower number between scrapped or updated vehicles (machinery) shall prevail.
5. The scrapping time of old vehicles is based on the vehicle file cancellation time registered by the city's public security traffic management department; the scrapping time of machinery is based on the time on the "Non-Road Mobile Machinery Scrapping Confirmation Form" issued by the recycling enterprise.
6. The purchase time of new energy vehicles is based on the issuance time of the "Unified Motor Vehicle Sales Invoice"; the purchase time of new energy machinery is based on the purchase invoice time; the time of obtaining the Economic Development Zone machinery environmental registration number is based on the time of obtaining the machinery registration plate on the national non-road mobile machinery supervision platform.
7. After the policy is issued, replacement of fuel and gas vehicles registered in the Economic Development Zone engaged in freight operations, passenger operations, and self-owned self-used vehicles will not be supported.
8. If the applicant is a key vehicle-using unit in the Economic Development Zone, access control installation and network connection are required.
(3) These measures shall take effect from the date of publication. During the implementation period, if there are adjustments to relevant national, Beijing, or Economic Development Zone policies, they shall be implemented in accordance with those regulations. The "Beijing Economic and Technological Development Zone Fund Reward Measures for Promoting Green, Low-Carbon, and High-Quality Development" (Jing Ji Guan Fa [2023] No. 31) issued on November 28, 2023, shall be repealed simultaneously.
(4) These measures shall be interpreted by the Beijing Economic and Technological Development Zone Management Committee, with specific interpretation work undertaken by the Beijing Economic and Technological Development Zone Ecological Environment Construction Bureau.
