Implementation Rules for Promoting the Green and Low-Carbon Transformation and High-Quality Development of the Industrial and Software Information Service Industries in Beijing's Sub-Center

According to the "Implementation Plan for the Construction of the National Green Development Demonstration Zone in Beijing's Sub-Center" (Development and Reform Environmental Resources [2024] No. 241), the "Implementation Opinions of the General Office of the CPC Beijing Municipal Committee and the General Office of the Beijing Municipal People's Government on Accelerating the Construction of an International Green Economy Benchmark City in Beijing," and the "Several Measures to Promote Green and Low-Carbon Development of Manufacturing and Information Software Industries in Beijing" (Beijing Economic and Information Development [2024] No. 20), to accelerate the green and low-carbon transformation and high-quality development of the industrial and software information service industries in the sub-center, deeply practice the green and low-carbon concept, actively build green and low-carbon production models, and support the construction of the green development demonstration zone, these rules are formulated.

Chapter 1 General Provisions

Article 1 Support Directions and Targets. Support enterprises in the industrial and software information service industries in the sub-center to achieve comprehensive green and low-carbon upgrades and transformation; support the innovative development and sustainable development of green industries such as energy conservation and emission reduction, low-carbon development, environmental protection, and resource recycling.

Article 2 Support Methods. Projects that meet the standards of these rules will receive corresponding financial support to the applicants after approval.

Chapter 2 Promoting Enterprises' Green and Low-Carbon Transformation and Upgrading

Article 3 Support for Green and Low-Carbon Renovation and Upgrading of Manufacturing and Data Center Enterprises. Manufacturing and data center enterprises are encouraged to carry out energy-saving, water-saving, emission reduction technology renovations, and clean production transformations to accelerate the green and digital collaborative transformation of production methods. For qualified applicants, support will be provided up to 30% of the approved total investment, with a maximum of 2 million yuan per project.

Article 4 Support for Manufacturing Enterprises to Fully Meet Green Standards. Manufacturing enterprises are encouraged to establish green factories, green supply chains, and industrial product green design demonstration enterprises and other honorary titles. For manufacturing enterprises recognized at the municipal level, a maximum of 500,000 yuan support per honor; for those recognized at the national level, a maximum of 1 million yuan per honor. Differential support will be provided for upgrades.

Article 5 Support for Enterprises' Low-Carbon and Zero-Carbon Transformation, Focusing on Carbon Emissions Throughout the Lifecycle. Low-carbon and zero-carbon development of manufacturing is encouraged. Manufacturing enterprises that obtain a "Carbon Neutrality Certificate" from an authoritative institution will receive up to 300,000 yuan support; enterprises whose annual carbon emission intensity (annual carbon emissions/annual output value) decreases by 5% or more compared to the previous year, and whose total CO2 emission reduction through non-trading actions is 500 tons or more compared to the previous year, after verification, will receive support up to 500,000 yuan based on the current market average price.

Manufacturing enterprises are encouraged to actively carry out carbon footprint management and carbon label certification, accurately calculate the carbon emissions of products throughout their lifecycle, and improve the carbon emission management level of manufacturing enterprises. Manufacturing enterprises conducting carbon footprint certification for the first time, covering the main business areas of the enterprise, will receive up to 500,000 yuan support.

Manufacturing enterprises are encouraged to actively participate in the carbon trading market to improve their carbon asset management capabilities. Enterprises that reduce carbon emissions through their own energy-saving and emission reduction measures in the carbon trading market and sell Certified Emission Reductions (CCER) or other compliant carbon reduction indicators will receive tiered rewards based on the current carbon trading volume, with a maximum support of 150,000 yuan.

Chapter 3 Accelerating the Application of Green Technologies and Products

Article 6 Support for the Use of Renewable Energy. Industrial and software information service enterprises are encouraged to use renewable energy to replace fossil energy according to local conditions to fundamentally reduce carbon emissions. For projects utilizing new energy such as distributed photovoltaics, ground source heat pumps, air source heat pumps, sewage source heat pumps, biomass energy, and energy storage, support will be provided to the actual construction investors up to 30% of the approved total investment. The maximum annual support per entity is 2 million yuan.

Article 7 Support for Green Innovation in Future Energy. Focusing on potential units in the future energy field, key areas include hydrogen energy, new energy storage, carbon capture, utilization and storage (CCUS), core infrastructure, innovative products, and typical application scenarios. Breakthroughs in landmark technologies and products will be accelerated for new technology and product application. Projects selected in Beijing's future energy industry innovation field will receive up to 1:1 matching support according to municipal reward standards.

Chapter 4 Achieving Green Industry Cultivation and Industrial Clusters

Article 8 Support for the Cultivation of Green and Low-Carbon Industrial Clusters. Support the promotion of industrial agglomeration in future energy fields such as carbon capture, utilization and storage (CCUS), new energy storage, and hydrogen energy, building green and low-carbon industrial clusters with spatial carriers, enterprise agglomeration, resource aggregation, and service empowerment characteristics. For service platforms and operating units of green and low-carbon industrial clusters that guide the aggregation of various industrial resources and cultivate a number of leading enterprises and high-growth SMEs, support up to 5 million yuan over three years based on implementation effectiveness.

Article 9 Support for Green and Low-Carbon Exhibition and Investment Promotion. Enterprises and industry organizations are encouraged to hold green and low-carbon academic forums, industry summits, trade fairs, competitions, and other activities in the sub-center. For organizers, contractors, or co-organizers who achieve significant event effects and outstanding investment attraction performance, up to 50% support will be provided, with a maximum of 1 million yuan per event.

Chapter 5 Supplementary Provisions

Article 10 If the same project or matter meets multiple provisions of these measures or other support policies of Tongzhou District simultaneously, support will be provided according to the principle of "best and non-duplicative," with a maximum of 2 million yuan per enterprise per year. Enterprises that meet the municipal support policy requirements may apply to enjoy both municipal and district-level policy support simultaneously.

Article 11 These implementation rules are interpreted by the Economic and Information Technology Bureau of Tongzhou District and shall come into effect from the date of issuance, valid for three years. The original "Implementation Rules for Subsidy Funds for Green Transformation and Upgrading Projects in Beijing's Sub-Center" (Tong Economic and Information Bureau [2024] No. 141) are hereby repealed simultaneously.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
